Experts believe that more intense forest fires are a major reason for the rise in flash floods in the Himalayas over the past 20 years. Here we explain this connection, why experts refer to this as a \u2018vicious cycle\u2019 \u2013 and some of the possible solutions to break it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-forest-fires-across-the-himalayas\">Forest fires across the Himalayas<\/h2>\n\n\n\n<p>Between 2001 and 2021, more than 35,000 hectares of tree cover were lost to wildfires in the Himalayas, according to Global Forest Watch <a href=\"https:\/\/www.globalforestwatch.org\/dashboards\/global\/?category=summary&amp;location=WyJnbG9iYWwiXQ%3D%3D&amp;map=eyJkYXRhc2V0cyI6W3siZGF0YXNldCI6InBvbGl0aWNhbC1ib3VuZGFyaWVzIiwibGF5ZXJzIjpbImRpc3B1dGVkLXBvbGl0aWNhbC1ib3VuZGFyaWVzIiwicG9saXRpY2FsLWJvdW5kYXJpZXMiXSwiYm91bmRhcnkiOnRydWUsIm9wYWNpdHkiOjEsInZpc2liaWxpdHkiOnRydWV9LHsiZGF0YXNldCI6Ik5ldC1DaGFuZ2UtU1RBR0lORyIsImxheWVycyI6WyJmb3Jlc3QtbmV0LWNoYW5nZSJdLCJvcGFjaXR5IjoxLCJ2aXNpYmlsaXR5Ijp0cnVlLCJwYXJhbXMiOnsidmlzaWJpbGl0eSI6dHJ1ZSwiYWRtX2xldmVsIjoiYWRtMCJ9fV19&amp;showMap=true\">data<\/a>. (This figure refers to wildfires across Nepal and Bhutan, and Himalayan areas of India and Pakistan.) Analysis of this data shows that the total area of forest that was burned to some degree was 1.4% greater in 2011-2020 than in the previous decade, rising from over 7,200,000 hectares to more than 7,300,000 hectares.<\/p>\n\n\n\n<p>While comprehensive data is difficult to obtain, there are indications that forest fires have been intensifying in parts of the Himalayas in recent years. Officials in Nepal said that the November 2020-March 2021 fire season was the country\u2019s <a href=\"https:\/\/dialogue.earth\/en\/climate\/fires-ravage-forests-himalayas-threatening-health-biodiversity\/\">worst since records<\/a> began in 2012. (Source: Global Forest Watch)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/01\/20230110_Forest-fires-S-Asia-Dec21-May22.gif\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"837\"\/><meta itemprop=\"width\" content=\"1200\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cWhat we\u2019ve seen on a&nbsp;global&nbsp;scale is that hotter and drier conditions caused by climate change can make&nbsp;forests&nbsp;more prone to wildfires,\u201d says James MacCarthy, a research analyst at Global Forest Watch. \u201cAs fire incidences&nbsp;<a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11069-022-05530-5\" target=\"_blank\" rel=\"noreferrer noopener\">expand into higher elevations<\/a>&nbsp;in the western Himalayas,&nbsp;forest&nbsp;fires could become more widespread in that region, with some data suggesting they already are.\u201d<\/p>\n\n\n\n<p>Experts say the number of wildfires is influenced by a combination of climate change and forest governance.<\/p>\n\n\n\n<p>Hemant Dhyani, convenor of the Ganga Ahwan movement, which works to protect and conserve the Ganga River and Himalayas, says the biggest factor is changing rainfall patterns. \u201cThe precipitation during winters has gone down,\u201d says Dhyani. \u201cThe soil is becoming dry. Fires which were earlier spread over just one hectare are now spreading over 5-10 hectares as there is no moisture in the soil to limit its spread.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Fires which were earlier spread over just one hectare are now spreading over 5-10 hectares<\/blockquote><cite class=\"block--pull-quote__cite\">Hemant Dhyani, Ganga Ahwan movement<\/cite><\/div><\/div>\n\n\n\n<p>More frequent heatwaves are also partly to blame, according to Anil Prakash Joshi, founder of the Himalayan Environmental Studies and Conservation Organization, an Indian NGO that provides technological help to farmers in the Himalayas. Heatwaves not only increase the chance of a wildfire, by creating a hotter and drier landscape, but also cause plants to shed more of their leaves, providing more fodder for fires and increasing their intensity, says Joshi.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20090070\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>According to Ravi Chopra, founding director of non-profit the People\u2019s Science Institute in Dehradun, Uttarakhand, poor forest governance has played an even bigger role.<\/p>\n\n\n\n<p>He says that local communities are increasingly alienated from the forests, citing the erosion of the <em>van panchayat<\/em> system. Starting in 20th-century India, these village forest councils governed the forest area surrounding their respective villages and empowered the local community to control their own resources. However, a number of <a href=\"https:\/\/dialogue.earth\/en\/climate\/analysis-legislation-eroding-forests-rights-could-compromise-indias-carbon-sinks\/\">legislative changes<\/a> over the past 100 years have weakened the system and handed decision-making power to forest department officials. <\/p>\n\n\n\n<p>\u201cNowadays, whenever there is a forest fire, villagers think that it is the job of the government to bring it under control&#8230; They do not feel any ownership or sense of belonging with the forests. That old scene of villagers rushing out with buckets of water to put out the fire is missing now,\u201d says Chopra.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Flash floods are becoming more frequent and damaging<\/h2>\n\n\n\n<p>Since 1968, 17 major flash floods have occurred in the Indian Himalayas. Of these, 13 happened after 2000, according to <a href=\"https:\/\/www.emdat.be\/\">EM-DAT<\/a>, a database of international disasters. More than 2,000 people have been killed by flash floods in the Indian Himalayas since 2000, and thousands more have been injured.<\/p>\n\n\n\n<p>Pakistan\u2019s northern province of Khyber Pakhtunkhwa is frequently hit by flash floods. In 2022, as the country experienced its worst floods in a decade, flash flooding killed <a href=\"https:\/\/www.outlookindia.com\/international\/pakistan-rain-emergency-declared-in-khyber-pakhtunkhwa-as-residents-brace-for-high-to-very-high-floods-news-219181\">185 people<\/a> in Khyber Pakhtunkhwa. The previous year <a href=\"https:\/\/floodlist.com\/asia\/pakistan-floods-khyberpakhtunkhwa-july-2021\">20 people<\/a> died in flash floods in the province, and in 2020 <a href=\"https:\/\/floodlist.com\/asia\/pakistan-flash-floods-khyber-pakhtunkhwa-september-2020\">46<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-cd-map-embed block--map-embed\"><div class=\"block--map-embed__column\"><div class=\"block--map-embed__embed aspect-ratio--16-9\"><iframe src=\"https:\/\/flo.uri.sh\/visualisation\/12481218\/embed\"><\/iframe><\/div><div class=\"block--map-embed__content\"><div itemprop=\"caption\" class=\"block--map-embed__caption\"><\/div><\/div><\/div><\/div>\n\n\n\n<p>Experts say that climate change and poorly planned development projects are two important factors driving an increase in the frequency and intensity of flash floods in the Himalayas. In the Indian Himalayas, while winter precipitation has gone down, cloudbursts and extreme rainfall events have become much more frequent, says Samir Kumar Sinha, head of conservation at conservation non-profit the Wildlife Trust of India.<\/p>\n\n\n\n<p>\u201cThe amount of rain which earlier used to fall across an entire month now falls in just 10 days,\u201d Sinha says. Between 2001 and 2016, there were 17 instances of cloudbursts in the Indian Himalayas, resulting in more than 7,000 deaths, according to data compiled by HydroSense Lab at the Indian Institute of Technology Delhi and shared with The Third Pole. In contrast, in the three decades from 1970 to 2000, there were only 13 instances of cloudbursts, and 901 deaths. <\/p>\n\n\n\n<p>But experts who spoke with The Third Pole added that there is another phenomenon driving the increase in frequency and intensity of flash floods in the Himalayas: forest fires.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How soil links fires and floods<\/h2>\n\n\n\n<p>In a healthy forest, the forest floor is covered with vegetation and dead plant material. An intense forest fire burns the top layer of the soil, \u201cwhich changes the structure and reduces porosity of soil\u201d, Sinha explains. \u201cThe soil particles bind together more closely and compactly, making the top layer of soil water repellant. This hinders water infiltration and contributes to erosion and runoff.\u201d As a result, the soil can\u2019t absorb as much water as it could previously. <\/p>\n\n\n\n<p>The heat also kills animals like worms, which means this change cannot be reversed quickly. <\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The top layer of the soil usually takes 200-300 years to form<\/blockquote><cite class=\"block--pull-quote__cite\">Ravi Chopra, People\u2019s Science Institute<\/cite><\/div><\/div>\n\n\n\n<p>Instead, rain that falls on a recently burned mountain slope flows \u201calong the surface and downwards into the river\u201d, Sinha says. This water also carries the eroded topsoil, which becomes loose because of the wildfire. \u201cWith no vegetation present to hold the soil together [after a fire], it becomes more susceptible to erosion during extreme events like cloudbursts,\u201d says Sinha.<\/p>\n\n\n\n<p>As this mixture of excess water and debris flows into rivers, it \u201craises the height of the riverbed\u201d says Chopra, causing the river to overflow, eroding the soil on the riverbanks and leading to flash flooding in the surrounding area. <\/p>\n\n\n\n<p>And the more frequent fires and cloudbursts are, the <a href=\"https:\/\/www.nhm.ac.uk\/discover\/does-climate-change-make-wildfires-worse.html\">less time soil has to recover<\/a>, perpetuating this cycle.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What can be done to break this cycle?<\/h2>\n\n\n\n<p>In August 2022, a group of Indian researchers published the <a href=\"https:\/\/cedarhimalaya.org\/images\/pdf\/Doon%20Declaration%20Eng%20Ver.pdf\">Doon Declaration on Forest Fires<\/a>. It contains three main recommendations:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li>Improve preparedness and responses to forest fires (for example, by making all stakeholders\u2019 responsibilities clear in a forest fire action plan; providing funding for forest departments and equipment for forest guards and other frontline officials; and forming groups of young people who are dedicated to mitigating and fighting forest fires);<\/li><li>Create a dedicated forest fire wing under India\u2019s National Disaster Response Force (NDRF) that uses modern firefighting techniques and works in collaboration with forest guards;<\/li><li>Further research into the causes and impacts of forest fires to inform policy.<\/li><\/ol>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20071199\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Other practical measures could help to deal with the problem. Hemant Dhyani says that the best solution to break the vicious cycle of fires and floods would be a grassroots social movement which empowers local communities. Restoring the old <em>van panchayat<\/em> system would develop a sense of responsibility and belonging among the villagers, incentivising them to protect forests in case of fires, he says.<\/p>\n\n\n\n<p>Another potential initiative Dhyani suggests is the establishment of pine needle biogas plants. Pine needles are \u201cone of the biggest aggravators of wildfires in Himalayas\u201d says Dhyani. \u201cThe villagers should be asked to collect them, and government should buy them at 5-6 Indian rupees per kilogram. This will not only reduce the number and intensity of forest fires but will also provide employment.\u201d<\/p>\n\n\n\n<p>Phuntsho Namgyel, a Bhutanese forest scientist, advocates for a forest-thinning programme to prevent the spread of wildfires in the Himalayas. Pointing out that nearly 84% of Bhutan is covered by forest, Namgyel says these forests are \u201coverstocked\u201d with trees and are therefore \u201cmore susceptible to catastrophic forest fires. Forest thinning and small controlled burns can reduce the impact and threat,\u201d Namgyel has said, <a href=\"https:\/\/kuenselonline.com\/saving-bhutans-forest\/\">writing<\/a> in the Bhutanese newspaper Kuensel.<\/p>\n\n\n\n<p>Researchers have also <a href=\"https:\/\/www.fao.org\/3\/XII\/0358-B1.htm\">suggested<\/a> encouraging livestock grazing in forests as this \u201cbreaks up potential fuel and establishes trails through the forest that can be used as fire breaks\u201d.<\/p>\n\n\n\n<p>Finally, Himanshu Thakkar, coordinator of the South Asia Network on Dams, Rivers and People (SANDRP), told The Third Pole that changes to infrastructure development in the Himalayas are needed to reduce the frequency and severity of flash flooding. The construction of roads, tunnels, hydropower plants and other projects in mountain areas causes soil erosion and leads to debris being discarded on the hills, he says. <\/p>\n\n\n\n<p>In order to comprehensively address the problems of forest fires and flash floods, more structural top-down changes are required, says Thakkar \u2013 and these changes need to be at the government level,
