The vast ecosystem also enables economic growth through fisheries, shipping, mining and a fleet of other industries. But its role as an economic powerhouse has often been at odds with protection of the organisms it contains.<\/p>\n\n\n\n<p>The ocean delivers as much as <a href=\"https:\/\/wwf.panda.org\/discover\/our_focus\/oceans_practice\/reviving_the_ocean_economy\/#:~:text=The%20goods%20and%20services%20that,asset%20is%2010%20times%20that.&amp;text=WWF's%20Reviving%20the%20Ocean%20Economy,mismanagement%20of%20ocean%20assets%20continues.\">$2.5 trillion<\/a> to global GDP each year; if it were a country it would be the seventh-largest economy in the world. However, the extractive and polluting approach behind most marine economic activity degrades the ocean on which it depends. Rising species loss and warming waters in themselves threaten economic growth. The deterioration has overarching consequences for food security, human health and the ocean\u2019s critical <a href=\"https:\/\/www.carbonbrief.org\/guest-post-the-oceans-are-absorbing-more-carbon-than-previously-thought\/\">role<\/a> as a carbon sink.<\/p>\n\n\n\n<p>To change this, many are putting their faith in an idea known as the \u201cblue economy.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-no-healthy-economy-without-a-healthy-ocean\">No healthy economy without a healthy ocean<\/h2>\n\n\n\n<p>There is no universally accepted definition of blue economy. Some plainly take it to mean ocean-related industries as a whole. The World Bank describes it much more specifically, as \u201cthe sustainable use of ocean resources for economic growth, improved livelihoods, and jobs while preserving the health of the ocean ecosystem.\u201d<\/p>\n\n\n\n<p>Jason Scorse, the director of the Center for the Blue Economy at the Middlebury Institute of International Studies, believes that to force change, the blue economy needs to adopt the sustainability-focused definition.<\/p>\n\n\n\n<p>\u201cMany leading organisations are really trying to push the notion that this is a narrower subset of future industries that are going to be climate-friendly and help the ocean regenerate and heal.\u201d<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"40077202\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The concept has its roots in environmental stewardship, which some indigenous communities have practised for centuries to maintain the balance of the environment they live in and depend on. The idea leverages the economy as a tool to achieve this goal, seeing job creation, climate mitigation, social inclusion and biodiversity protection as objectives that can be achieved together and interdependently.<\/p>\n\n\n\n<p>The aim is also built on clear synergies between economies and sustainability. It\u2019s calculated that while the marine economy generates about US$2.5 trillion annually, the socioeconomic costs of mismanagement, caused by overfishing and pollution for instance, make its real value more like <a href=\"https:\/\/press.un.org\/en\/2022\/sea2146.doc.htm\">US$1 trillion<\/a>.<\/p>\n\n\n\n<p>On the other hand, according to the High Level Panel for a Sustainable Ocean Economy \u2013 a group of 14 world leaders pushing for sustainability in the marine economy \u2013&nbsp;a sustainably managed ocean could generate greater economic returns, produce <a href=\"https:\/\/www.wri.org\/ocean\">six times<\/a> more food through better-managed stocks, and create 12 million more jobs.<\/p>\n\n\n\n<p>It could also contribute to <a href=\"https:\/\/sdg.iisd.org\/news\/high-level-panel-finds-nature-based-interventions-represent-best-combination-of-carbon-mitigation-co-benefits\/\">21%<\/a> of the emissions reduction we need to cap global warming at 1.5C by 2050, finds the panel. At a minimum it must use resources sustainably and ideally it should help regenerate marine habitats.<\/p>\n\n\n\n<p>This would put oil and gas extraction firmly outside the blue economy, whereas the offshore wind and wave energy sector is part of it. Conventional shipping contributes <a href=\"https:\/\/www.ukri.org\/news\/shipping-industry-reduces-carbon-emissions-with-space-technology\/#:~:text=As%20world%20trade%20continues%20to,the%20world's%20total%20CO2%20emissions.\">2.5%<\/a> of global emissions, but initiatives to <a href=\"https:\/\/dialogue.earth\/en\/climate\/shipping-industry-prepares-for-a-future-powered-by-sustainable-fuels\/\">decarbonise it using greener fuels<\/a> are attempting to move the industry closer to the blue economy. &nbsp;<\/p>\n\n\n\n<p>Commercial fisheries that operate without <a href=\"https:\/\/dialogue.earth\/en\/governance\/wto-reaches-historic-agreement-to-end-harmful-fisheries-subsidies\/\">harmful economic subsidies<\/a>, reduce the impact of fishing gear \u2013 such as by <a href=\"https:\/\/newsroom.wcs.org\/News-Releases\/articleType\/ArticleView\/articleId\/17174\/Lighted-Nets-Dramatically-Reduce-Bycatch-of-Sharks-and-Other-Wildlife-While-Making-Fishing-More-Efficient.aspx\">attaching lights to gillnets<\/a> to reduce bycatch \u2013 and adopt fishing habits that allow stocks to replenish \u2013 by for example restricting fishing in spawning grounds \u2013 are also moving in the right direction, Scorse says.<\/p>\n\n\n\n<p>Sustainable shellfish and seaweed aquaculture is a promising blue economy candidate. Scorse says the industry can generate significant amounts of food and jobs, as the longstanding <a href=\"https:\/\/www.oceans2050.com\/seaweed\">seaweed farming projects<\/a> in China, Indonesia and Japan have been doing for decades \u2013 while potentially creating coastal habitats and mitigating climate change.<\/p>\n\n\n\n<p>Conservation, meanwhile, is also taking strides into the blue economy as new revenue streams emerge from habitat protection. This is crucial because some traditional ocean conservation has <a href=\"https:\/\/news.mongabay.com\/2018\/01\/the-ups-and-downs-of-marine-protected-areas-examining-the-evidence\/\">come at the cost<\/a> of <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0308597X13001711\">income<\/a> and <a href=\"https:\/\/esajournals.onlinelibrary.wiley.com\/doi\/full\/10.1890\/14-1427.1\">livelihoods<\/a>. But rooting it in blue economy principles could change that.<\/p>\n\n\n\n<p>For example, <a href=\"https:\/\/dialogue.earth\/en\/nature\/china-explores-involving-communities-in-mangrove-restoration\/\">accelerating efforts<\/a> to restore mangrove and seagrass habitats and a <a href=\"https:\/\/www.gov.uk\/government\/topical-events\/global-ocean-alliance-30by30-initiative\">global initiative<\/a> to expand marine protected areas offer opportunities to provide new jobs and support livelihoods through tourism and \u201c<a href=\"https:\/\/www.thebluecarboninitiative.org\/\">blue carbon<\/a>\u201d markets.<\/p>\n\n\n\n<p>Blue carbon is the carbon stored in the ocean, and blue carbon projects seek to sell this in the form of \u201ccredits\u201d to buyers, such as enterprises that want to offset their emissions. The IPCC (Intergovernmental Panel on Climate Change) has so far only recognised mangrove swamps, seagrass meadows and salt marshes as suitable for management and trading.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/20220324_Blue-carbon_EdHarrison-03.svg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/20220324_Blue-carbon_EdHarrison-03.svg 768w, https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/20220324_Blue-carbon_EdHarrison-03.svg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/20220324_Blue-carbon_EdHarrison-03.svg 2561.2w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2561.2px\" alt=\"Blue carbon\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Illustration:\u00a0<a href=\"https:\/\/edharrison.co.uk\/\">Ed Harrison<\/a>\/China Dialogue Ocean<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/20220324_Blue-carbon_EdHarrison-03.svg\"\/><meta itemprop=\"contentSize\" content=\"157 KB\"\/><meta itemprop=\"height\" content=\"1553.5\"\/><meta itemprop=\"width\" content=\"2561.2\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Scorse highlights other nascent industries, such as <a href=\"https:\/\/www.wilsoncenter.org\/article\/new-blue-economy-seafood-sector-sustainable-aquaculture-cultivated-seafood-and-plant-based\">cultivated seafood<\/a> \u2013 also known as cell-based, lab-grown seafood \u2013 that could help to take pressure off wild fish populations. Additionally, there\u2019s a movement to replace \u201cgrey infrastructure\u201d like sea walls with <a href=\"https:\/\/oceanservice.noaa.gov\/facts\/living-shoreline.html\">living shorelines<\/a> that enable new habitats and enhance coastal resilience, creating new jobs at the same time. \u201cI think this is going to be a huge growth industry in the coming decades,\u201d Scorse says.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-road-ahead\">The road ahead<\/h2>\n\n\n\n<p>For now, the blue economy is still small. \u201cIf the ocean economy is the pie, the blue economy is maybe 5% of that,\u201d Scorse says.<\/p>\n\n\n\n<p>Aside from growing this sector, another challenge will be to make a just transition into it: growing markets for aquaculture shouldn\u2019t leave traditional fishers jobless in the future, for example. Another hurdle is <a href=\"https:\/\/www.nature.com\/articles\/s41467-021-23168-y\">funding<\/a>; many blue economy initiatives, such as habitat restoration, may require significant capital to become established before they can start generating returns.<\/p>\n\n\n\n<p>On these fronts, momentum is building \u2013&nbsp;starting with several nations having formally committed to the principles of a global blue economy. The world leaders who formed The High Level Panel for a Sustainable Ocean Economy in 2018 have pledged to sustainably manage 100% of their national waters <a href=\"https:\/\/oceanpanel.org\/approach\/\">by 2025<\/a> and increase economic growth, boost climate resilience and enhance marine protection. Now the panel has <a href=\"https:\/\/oceanpanel.org\/about-ocean-panel\/\">17 members<\/a>, with the US, UK and <a href=\"https:\/\/dialogue.earth\/en\/conservation\/frances-membership-lends-weight-to-coalition-for-ocean-sustainability\/\">France signing up<\/a> in the last 12 months.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/seymsp.com\/resources\/blue-economy-roadmap\/\">Seychelles<\/a>, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/06\/08\/fact-sheet-biden-harris-administration-celebrates-world-ocean-day-with-actions-to-conserve-americas-deepest-atlantic-canyon-cut-plastic-pollution-and-create-americas-first-ever-o\/\">US<\/a> and <a href=\"https:\/\/oceans-and-fisheries.ec.europa.eu\/ocean\/blue-economy\/sustainable-blue-economy_en\">European Union<\/a> have also been showing ambition independently with new blueprints for economic activities in their waters.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">The goal is one day, for the ocean economy and the blue economy to be the same thing <\/blockquote><cite class=\"block--pull-quote__cite\">Jason Scorse, director of the Center for the Blue Economy, Middlebury Institute of International Studies<\/cite><\/div><\/div>\n\n\n\n<p>Financing initiatives, such as the World Bank\u2019s multi-donor trust fund <a href=\"https:\/\/www.worldbank.org\/en\/programs\/problue\">Problue<\/a>, have helped dozens of blue economy projects to get off the ground. Meanwhile, the Seychelles, Belize and China rely on new mechanisms such as <a href=\"https:\/\/dialogue.earth\/en\/climate\/18421-chinas-blue-bonds-need-new-standards\/\">blue bonds<\/a> to raise finance for ocean projects. Several countries have also launched \u201c<a href=\"https:\/\/dialogue.earth\/en\/trade-investment\/47862-explainer-what-is-debt-for-nature-swap\/\">debt-for-nature swaps<\/a>\u201d, which allow the cancellation of some foreign debt in exchange for national investments in sustainable blue economy projects.<\/p>\n\n\n\n<p>Seeing rising interest from investors, the <a href=\"https:\/\/www.unepfi.org\/blue-finance\/\">UN Sustainable Blue Finance Initiative<\/a> has drawn up principles to guide investments and mobilise reliable finance.<\/p>\n\n\n\n<p>These are just a few of the steps needed to transition to the blue economy, which will be an enormous challenge. But the potential benefits for our marine ecosystems, our economies and our climate make it a critical one to achieve, advocates believe.<\/p>\n\n\n\n<p>\u201cThe goal is one day, for the ocean
