{"id":112068,"date":"2023-09-14T12:50:45","date_gmt":"2023-09-14T12:50:45","guid":{"rendered":"https:\/\/chinadialogue.net\/?post_type=news_digest&#038;p=112068"},"modified":"2024-04-16T10:30:12","modified_gmt":"2024-04-16T10:30:12","slug":"national-desertification-plan-released","status":"publish","type":"news_digest","link":"https:\/\/dialogue.earth\/en\/digest\/national-desertification-plan-released\/","title":{"rendered":"National desertification plan released"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">China has published its third national plan to combat desertification, reports <a href=\"https:\/\/www.cenews.com.cn\/news.html?aid=1082819\">China Environment News<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"http:\/\/www.forestry.gov.cn\/u\/cms\/www\/202309\/07091201cudq.pdf\">plan<\/a> includes measures to improve local economies in desertification-prone regions, such as by boosting tourism and encouraging renewable energy projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It aims to treat 6.7 million hectares of desertified land by 2025, and to increase this to 12.4 million hectares by 2030 \u2013 or 67% of desertified land that can be treated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.chinadaily.com.cn\/a\/202301\/20\/WS63c9eb15a31057c47ebaacc3.html#:~:text=With%20more%20than%20a%20quarter,more%20to%20address%20the%20issue.\">The third such plan<\/a> approved by the State Council since 2002, it includes 30 province-level administrative divisions and 920 counties, covering all of China\u2019s desertified land. Inner Mongolia, Xinjiang, Hebei, Gansu and Qinghai emerge as the top five divisions for anti-desertification tasks, accounting for 72.4% of such tasks taking place in the 14th Five Year Plan period (2021-2025).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has more desert area than any other country and is worst affected by sandstorms. But it has taken <a href=\"https:\/\/dialogue.earth\/en\/climate\/china-and-mongolia-team-up-to-fight-sandstorms\/\">measures<\/a> to help restore grasslands and forests, and has successfully slowed and is now reversing overall desertification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the <a href=\"https:\/\/m.mnr.gov.cn\/dt\/mtsy\/202306\/t20230619_2791901.html\">sixth national monitoring survey on desertification<\/a>, released at the end of 2022, China\u2019s desertified area has decreased for four consecutive 5-year monitoring periods. Desertification has been effectively controlled in 53% of the land susceptible to it, and for the first time, all provinces surveyed reported desertification reversals, the survey found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That said, 17.58% of China\u2019s land remains desert and some problems need to be solved. For example, during the past 20 years, the <a href=\"https:\/\/www.nature.com\/articles\/s41467-023-36835-z\">policies<\/a> of returning croplands to grasslands or forests, known as \u201cgrain-for-green\u201d, and of prohibiting herders from grazing their animals, \u201cgrazing exclusion\u201d, has impacted farmers and herders in desertification-prone regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.nature.com\/articles\/s41467-023-36835-z\">study<\/a> published earlier this year, found that their declines in direct incomes caused by these policies exceeded the compensation they received from the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China needs to \u201ccreate positive synergies to combat desertification and improve the economy in this region\u201d, the study authors wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Read China Dialogue\u2019s <\/em><a
