On 12 October, a notice<\/a> outlined three adjustments to the responsibilities of the Ministry of Ecology and Environment (MEE).<\/p>\n\n\n\n

First, the Ministry of Science and Technology\u2019s role in organising policies to promote ecological and environmental development through science and tech has been transferred to the MEE.<\/p>\n\n\n\n

This change is part of the State Council\u2019s broader institutional reform efforts<\/a>, which include creating a financial regulatory body<\/a> and a national data bureau<\/a>, and revamping<\/a> the science and tech ministry.\u00a0<\/p>\n\n\n\n

On 16 March, China had announced<\/a> that it will cut the number of positions in central government departments by 5% and redistribute them in \u201ckey areas and important work\u201d.\u00a0<\/p>\n\n\n\n

The restructuring is the largest since 2018, when a shakeup affected more than 1.8 million staff at dozens of government entities. The latest reforms reflect China\u2019s most pressing priorities, Reuters reported<\/a>.\u00a0While many departments\u2019 staff, such as at the central bank<\/a>, have downsized, the MEE\u2019s administrative staff has grown<\/a> from 478 to 504.<\/p>\n\n\n\n

Secondly, the Beijing-Tianjin-Hebei air pollution prevention and control leading group, along with its associated offices, will close.<\/p>\n\n\n\n

Peng Yingdeng, a researcher at the National Urban Environmental Pollution Control Technology Research Centre, told Caixin<\/a> the closure has to do with the significant air quality improvements that have been made in the region, particularly in Beijing. He also said strengthened governance measures and regional coordination mechanisms have now been established, and that the MEE\u2019s Atmospheric Environment Department can smoothly handle regional coordination, minimising any impact of the group\u2019s removal.<\/p>\n\n\n\n

Lastly, the MEE bureau in charge of coordinating environmental protection has had its responsibilities modified from undertaking \u201cthe daily work of the State Council\u2019s Leading Group\u201d to undertaking \u201cthe specific affairs of the Central Leading Group\u201d. <\/p>\n\n\n\n

Chen Haisong, a professor at Wuhan University\u2019s Institute of Environmental Law, told Caixin<\/a> this change placed greater emphasis on the Party Central Committee\u2019s leadership (as opposed to government body the State Council) over the bureau\u2019s work. It can be understood as \u201cthe Party manages supervision work\u201d.\u00a0<\/p>\n\n\n\n

\u201cIt has been led by the Central Committee, but the previous description was not very direct. After the adjustment, it is clearer\u201d, Peng added.<\/p>\n\n\n\n
