{"id":60004288,"date":"2024-03-06T09:10:44","date_gmt":"2024-03-06T09:10:44","guid":{"rendered":"https:\/\/dialogue.earth\/?post_type=news_digest&#038;p=60004288"},"modified":"2024-04-15T16:27:41","modified_gmt":"2024-04-15T16:27:41","slug":"more-policy-support-for-the-industrial-transition","status":"publish","type":"news_digest","link":"https:\/\/dialogue.earth\/en\/digest\/more-policy-support-for-the-industrial-transition\/","title":{"rendered":"More policy support for the industrial transition"},"content":{"rendered":"\n<p>Beijing is currently hosting the Two Sessions \u2013&nbsp;the annual plenary sessions of China\u2019s top legislature and top political advisory body.<\/p>\n\n\n\n<p>To mark their start,&nbsp;the central government released its annual <a href=\"https:\/\/npcobserver.com\/wp-content\/uploads\/2024\/03\/2024-Government-Work-Report_EN.pdf\">work report<\/a> on 5 March, which shows strong support for clean energy and green industries.&nbsp;<\/p>\n\n\n\n<p>Seen alongside recent policy developments, this may suggest a shift towards bolstering industry transitions while also promoting renewable energy growth. <\/p>\n\n\n\n<p>China has made a series of policy changes to promote the green transition of industries, particularly heavy ones.<\/p>\n\n\n\n<p>A big one is a revision of the Green Industries Guidance Catalogue, which was first published in 2019.&nbsp;<\/p>\n\n\n\n<p>After <a href=\"https:\/\/dialogue.earth\/en\/digest\/green-industries-catalogue-draft-retains-clean-coal\/\">public consultations<\/a> last year, it has been <a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/tz\/202402\/t20240229_1364291_ext.html\">renamed<\/a> the Guidance Catalogue for Green and Low-Carbon Transition Industry (2024 edition) \u2013 an edit that highlights the importance of decarbonising existing industries.&nbsp;<\/p>\n\n\n\n<p>The catalogue also contains new sections. Some of these are brand new, such as green and low-carbon transformation in \u201ckey industries\u201d including steel, non-ferrous metals, petrochemicals and chemicals, and building materials. Others had featured in the 2023 consultation draft, such as greenhouse gas emission control, by for example reducing emissions in industrial processes.<\/p>\n\n\n\n<p>As the catalogue is mainly used by banks and financial institutions for providing green loans, the new heavy industries section can be seen as a step forward in supporting transition finance, a Chinese expert told China Dialogue privately.<\/p>\n\n\n\n<p>Other policies are also supporting the transition of carbon-intensive industries. Seven central government departments have issued an <a href=\"https:\/\/www.miit.gov.cn\/jgsj\/jns\/wjfb\/art\/2024\/art_73b02f9fcfcf4687be3cae14aafa5590.html\">Opinions document<\/a> on greening the manufacturing industry. <\/p>\n\n\n\n<p>Though such documents have no legal weight, they set directions for government, companies and financial institutions. This one includes a goal for manufacturing to peak its emissions by 2030, urging companies to adopt low-carbon practices across the whole lifecycle of products.<\/p>\n\n\n\n<p>Low-carbon tech is getting more support as well. <\/p>\n\n\n\n<p>An <a href=\"https:\/\/www.mee.gov.cn\/xxgk2018\/xxgk\/xxgk05\/202402\/t20240222_1066647.html\">implementation plan<\/a> for \u201ccollecting and promoting key low-carbon technologies\u201d, has been issued by the Ministry of Ecology and Environment and five other departments. It highlights the needs of new tech development in five key areas: energy, \u201ckey sectors\u201d, carbon capture and storage, digital technologies for emission reduction, and the reduction of non-CO2 emissions.
