After reaching peak emissions in 2030, total emissions control will be prioritised, with intensity control playing a secondary role.<\/p>\n\n\n\n<p>The current system focuses on controlling total energy consumption and energy consumption intensity. From 2012 to 2021, China\u2019s energy consumption per unit of GDP <a href=\"https:\/\/www.ndrc.gov.cn\/fggz\/hjyzy\/jnhnx\/202210\/t20221011_1338504.html#:~:text=%E5%9B%BD%E5%AE%B6%E7%BB%9F%E8%AE%A1%E5%B1%8010%E6%9C%88,%25%EF%BC%8C%E5%B7%A5%E4%B8%9A%E8%8A%82%E8%83%BD%E6%95%88%E6%9E%9C%E6%98%8E%E6%98%BE%E3%80%82\">decreased<\/a> by 26.4%, with an average annual decline of 3.3%.<\/p>\n\n\n\n<p>But energy-consumption control has its limitations. It has led some manufacturers to experience power restrictions even if they use clean energy, going against government efforts to support renewable energy, <a href=\"https:\/\/m.yicai.com\/news\/102218115.html\">explained<\/a> Wang Weiquan of the China Energy Research Society. The new approach should help address the energy constraints faced by certain companies and regions, added Wang.\u00a0<\/p>\n\n\n\n<p>Supporting the new \u201cdual-control\u201d system will require China to improve its emissions data management, according to <a href=\"http:\/\/www.news.cn\/energy\/20230714\/1907af1248bd4f769c715b0eb42d4e15\/c.html#:~:text=%E8%83%BD%E8%80%97%E5%8F%8C%E6%8E%A7%E6%98%AF,%E9%87%8F%E5%92%8C%E5%BC%BA%E5%BA%A6%E6%8E%A7%E5%88%B6%E7%9B%AE%E6%A0%87%E3%80%82\">Xinhua<\/a>. Current technology for online CO2 monitoring is insufficient for comprehensive data collection, and China will focus on improving statistical methods for carbon accounting, Xinhua added.\u00a0<\/p>\n\n\n\n<p>Lin Boqiang, president of Xiamen University\u2019s China Energy Policy Research Institute, <a href=\"https:\/\/m.yicai.com\/news\/102218115.html\">highlighted<\/a> another challenge ahead: \u201cThe biggest hurdle will be balancing national targets with local realities.\u201d<\/p>\n\n\n\n<p>China\u2019s regions have differing energy profiles. The south-west relies on hydropower, the north-west on wind and solar power, and coal-producing areas on fossil fuels. \u201cThis issue involves local economic development and will require a comprehensive national strategy.
