By 30 October, the <a href=\"https:\/\/www.gov.cn\/zhengce\/202312\/content_6919768.htm\">\u201c2+36\u201d cities<\/a> \u2013 Beijing, Tianjin, and 36 surrounding cities for which air pollution control is prioritised \u2013 had cumulatively experienced 31 days of moderate to heavy pollution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before this pollution had fully cleared, the region experienced <a href=\"https:\/\/mp.weixin.qq.com\/s\/3vh9TD2G1fdI0x0CAcV2PQ\">another episode<\/a> of moderate to heavy pollution, from 31 October to 2 November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wang Shuxiao, a professor at Tsinghua University\u2019s School of Environment, told the media that low wind speeds and high humidity in the region have created conditions that make it difficult to clear smog.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the last episode of pollution, PM2.5 particles were found to contain <a href=\"https:\/\/mp.weixin.qq.com\/s\/3vh9TD2G1fdI0x0CAcV2PQ\">high levels<\/a> of nitrates and other secondary ions, that are produced via <a href=\"https:\/\/www.epa.gov\/pmcourse\/what-particle-pollution\">atmospheric reactions<\/a> of gases such as nitrogen oxides (NOx), reaching 38% and over 50% respectively. This indicates that NOx, which are emitted from industrial activities and diesel vehicles, rapidly converted under static, high-humidity conditions, and were a significant contributor to the pollution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To mitigate the pollution, local governments <a href=\"https:\/\/mp.weixin.qq.com\/s\/ZhsFtkt6PLRLsN_WJmPwKA\">enacted strict emissions controls<\/a> on key industries and diesel trucks. By 3 November, air quality in Beijing and surrounding areas had <a href=\"https:\/\/mp.weixin.qq.com\/s\/tnFSH8oNW0QdB-1O8_iipQ\">improved significantly<\/a>, although the central and southern regions continued to experience moderate pollution which is expected to persist until mid-November, according to China Environment News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since China implemented its \u201cAir pollution prevention and control action plan\u201d in 2013, air quality has <a href=\"https:\/\/dialogue.earth\/en\/pollution\/how-climate-change-complicates-chinas-battle-for-blue-skies\/\">improved considerably<\/a>. However, Qiu Chengcheng, an analyst at the Centre for Research on Energy and Clean Air (CREA), <a href=\"https:\/\/energyandcleanair.org\/pm2-5-rebounds-in-china-in-2023-after-falling-for-10-years-straight\/\">pointed out<\/a> that after falling for a decade, China\u2019s PM2.5 levels rebounded in 2023 due to increased human activity and unfavourable weather conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Qiu also noted that the national standard for PM2.5 concentration, at 35 \u00b5g\/m3, is still more relaxed than the World Health Organization\u2019s recommended level of 5 \u00b5g\/m3.
