In 2026 to 2030, China will accelerate \u201cthe construction of a new energy system\u201d, \u201cthe formation of green production and lifestyles,\u201d and \u201cthe green transformation of economic and social development.\u201d<\/p>\n\n\n\n

This was laid out in a Xinhua communiqu\u00e9<\/a> after a key meeting of China\u2019s top leadership, namely the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China.<\/p>\n\n\n\n

The meeting saw the approval of recommendations<\/a> for creating the 15th Five Year Plan for national development (2026-2030). <\/p>\n\n\n\n

Economic development remains China’s primary goal for the next five years, the communiqu\u00e9 states. It reiterates a goal first set in 2020, that per capita GDP should reach the level of \u201cmoderately developed countries\u201d by 2035.<\/p>\n\n\n\n

Liu Feng, an economist at the Central University of Finance and Economics, told 21st Century Business Herald<\/a> that the communiqu\u00e9 reflects \u201cthe deep integration of green development with the core of economic development.\u201d<\/p>\n\n\n\n

\u201cGreen\u201d and \u201cnew energy\u201d appears multiple times in the full text of the recommendations<\/a> published by Xinhua. For example, China should develop \u201csmart, green, and service-oriented manufacturing\u201d and \u201cindustrial clusters in strategic emerging fields such as new energy…\u201d Hydrogen and nuclear fusion power are named among the \u201cnew drivers of economic growth\u201d. China should \u201cexpand green trade\u201d and \u201claunch new cooperation initiatives across fields such as green development\u201d.<\/p>\n\n\n\n

The recommendations include a standalone chapter on “Accelerating the green transition across the board and building a beautiful China”. It reiterates the need to meet China\u2019s target of peaking its carbon emissions before 2030. It calls for a \u201ccontinued drop in total discharge of major pollutants\u201d, and the steady enhancement of the \u201cdiversity, stability, and sustainability of our ecosystems.\u201d <\/p>\n\n\n\n

Energy magazine<\/a>, which is affiliated with the State Council, indicates that achieving the carbon peak requires continued large-scale development of renewable energy and the building of a safer, more efficient and intelligent power and energy network nationwide. The government will also introduce more policies to promote green consumption, it added.<\/p>\n\n\n\n

President Xi Jinping said<\/a> that while the recommendations set \u201cqualitative requirements\u201d for the next five years, quantitative requirements and \u201cspecific work arrangements\u201d will be determined when the 15th Five Year Plan is actually formulated. <\/p>\n\n\n\n

The final plan is likely to be reviewed and approved in March by China\u2019s top legislature, the National People’s Congress.<\/p>\n\n\n\n
