{"id":60109296,"date":"2025-11-13T10:36:41","date_gmt":"2025-11-13T10:36:41","guid":{"rendered":"https:\/\/dialogue.earth\/?post_type=news_digest&#038;p=60109296"},"modified":"2025-11-13T10:36:47","modified_gmt":"2025-11-13T10:36:47","slug":"china-issues-guideline-to-boost-renewable-power-consumption","status":"publish","type":"news_digest","link":"https:\/\/dialogue.earth\/en\/digest\/china-issues-guideline-to-boost-renewable-power-consumption\/","title":{"rendered":"China issues guideline to boost renewable power consumption"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">China has published its first comprehensive guideline to enhance the consumption and regulation of renewable energy, aiming to ensure large\u00a0 clean-power deployment is matched by efficient usage, Xinhua <a href=\"https:\/\/english.www.gov.cn\/news\/202511\/10\/content_WS6911e20bc6d00ca5f9a0775e.html\">reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.ndrc.gov.cn\/xxgk\/zcfb\/tz\/202511\/t20251110_1401469.html\">The Guideline on Promoting the Consumption and Regulation of New Energy<\/a>, jointly issued on 10 November by the National Development and Reform Commission (NDRC) and the National Energy Administration, sets two key milestones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By 2030, China plans to establish a coordinated system to manage renewable power more efficiently, enabling smoother power trading between provinces and better grid integration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By 2035, the country aims to build a \u201c<a href=\"https:\/\/dialogue.earth\/en\/energy\/chinas-decarbonising-power-system-out-with-the-old-in-with-the-new\/\">new-type power system<\/a>\u201d capable of accommodating a much higher share of renewables, supported by a unified national electricity market to balance supply and demand nationwide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China\u2019s renewable power sector has expanded rapidly in recent years, with total wind and solar capacity <a href=\"https:\/\/www.gov.cn\/lianbo\/bumen\/202504\/content_7020977.htm\">reaching<\/a> 1.48 terawatts in the first quarter of 2025, surpassing coal for the first time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet rising \u201ccurtailment\u201d pressures, when available wind or solar power goes unused, have highlighted the need for stronger consumption mechanisms, according to <a href=\"https:\/\/www.gov.cn\/zhengce\/202511\/content_7047710.htm\">officials<\/a> from the National Energy Administration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bloomberg data <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-08-05\/china-s-record-renewables-buildout-is-wasting-power-as-grid-lags\">shows<\/a> that in the first half of 2025, solar curtailment rose to 5.7% from 3% a year earlier, while wind curtailment reached 6.6%, up from 3.9% in 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To address these challenges, the new policy divides new-energy projects into five categories and calls for tailored strategies for each. For example, combining local consumption with long-distance power transmission for desert bases, and strengthening offshore power networks to serve coastal demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The guideline refines China\u2019s earlier strategy for building a new-type power system, Zhang Kuiye of the China Energy Research Society <a href=\"https:\/\/mp.weixin.qq.com\/s\/3hItIyTHOe1IKIXCcdOb3A\">told<\/a> Jiemian News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zhang said it offers a clear \u201croadmap\u201d covering policy, market, technology and regulation, marking a shift in China\u2019s renewable sector from rapid capacity expansion to higher quality, coordinated development.<\/p>\n\n\n\n<p
