China\u2019s most lethal coal mine accident <a href=\"https:\/\/zqb.cyol.com\/content\/2009-11\/24\/content_2949886.htm\">since 2009<\/a> was the result of a company illegally exceeding production limits, Caixin <a href=\"https:\/\/www.caixin.com\/2026-05-27\/102447751.html\">suggests<\/a>.<\/p>\n\n\n\n<p>An official investigation is ongoing, but in the immediate aftermath authorities have launched province-wide safety inspections. As of 25 May, operations have been suspended at 109 coal mines, Caixin adds. <\/p>\n\n\n\n<p>Industry experts <a href=\"https:\/\/www.caixin.com\/2026-05-27\/102447751.html\">expect<\/a> the move to cause short-term disruptions to national coal supply.&nbsp;Shanxi is the nation&#8217;s top coal-producing region, accounting for <a href=\"https:\/\/www.news.cn\/20260122\/c3b1c2cd12154d0084342b535b7a53ad\/c.html\">27%<\/a> of raw coal output last year. At the same time, the province is accelerating its clean energy transition. In 2025, its installed capacity of \u201cnew energy and clean energy\u201d exceeded that of coal power for the first time, <a href=\"https:\/\/epaper.gmw.cn\/gmrb\/html\/content\/202602\/08\/content_5871.html\">Guangming Daily<\/a> reports.<\/p>\n\n\n\n<p>Millions of people in Shanxi rely on the coal industry for their livelihoods, and estimates suggest that <a href=\"https:\/\/www.jiemian.com\/article\/10465947.html\">90%<\/a> of these jobs could disappear by 2060, reports Jiemian News. Finding workers new jobs is clearly a critical issue when it comes to coal mine closure.<\/p>\n\n\n\n<p>\u201cJust transition\u201d has been foregrounded in Shanxi\u2019s phasing out of coal. In 2024, the local government <a href=\"http:\/\/sx.people.com.cn\/n2\/2024\/0129\/c189132-40731209.html\">included<\/a> the term in its annual work report for the first time, <a href=\"https:\/\/mp.weixin.qq.com\/s\/FUj1aZGxbq69haGTybnvzQ\">meaning<\/a> to \u201cproperly address related social issues, including the negative impacts on employment and the livelihoods of vulnerable groups, so as to ensure fairness and equity\u201d.&nbsp;<\/p>\n\n\n\n<p>The Liushenyu disaster occurs amid a period of contradiction for China\u2019s energy sector. Last year, coal-fired power generation and power sector CO2 emissions <a href=\"https:\/\/www.stats.gov.cn\/sj\/zxfbhjd\/202602\/t20260228_1962662.html\">fell<\/a> for the first time in a decade, while raw coal output reached a <a href=\"https:\/\/www.stats.gov.cn\/sj\/zxfbhjd\/202602\/t20260228_1962662.html\">record high<\/a> of 4.85 billion tonnes in 2025.&nbsp;<\/p>\n\n\n\n<p>According to Global Energy Monitor, China\u2019s new coal power proposals exceeded <a href=\"https:\/\/globalenergymonitor.org\/article\/world-using-less-coal-even-it-builds-more\">50 gigawatts<\/a> in the first quarter of 2026, an expansion seemingly at odds with the government\u2019s <a href=\"https:\/\/www.mee.gov.cn\/zcwj\/zyygwj\/202604\/t20260422_1149910.shtml\">policy<\/a> calling for the \u201creasonable control of the installed capacity and power generation of coal-fired power plants\u201d. &nbsp;<\/p>\n\n\n\n<p>One study <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0301421516306413\">shows<\/a> that local governments have been the &#8220;behind-the-scenes&#8221; operators of coal overcapacity due to the demand for GDP growth and local interests. The surge in coal production and new proposals highlight the tension between China\u2019s decarbonisation goals \u2013 aiming for a carbon peak before 2030 \u2013 and the immediate demand for local
