{"id":82888,"date":"2022-06-23T16:07:08","date_gmt":"2022-06-23T16:07:08","guid":{"rendered":"https:\/\/chinadialogue.net\/?post_type=news_digest&#038;p=82888"},"modified":"2022-06-23T16:07:14","modified_gmt":"2022-06-23T16:07:14","slug":"relocation-of-kunming-biodiversity-talks-a-missed-opportunity","status":"publish","type":"news_digest","link":"https:\/\/dialogue.earth\/en\/digest\/relocation-of-kunming-biodiversity-talks-a-missed-opportunity\/","title":{"rendered":"Relocation of Kunming biodiversity talks \u2018a missed opportunity\u2019"},"content":{"rendered":"\n<p>China\u2019s government agencies, NGOs and the general public reacted with mixed feelings to the decision to move this year\u2019s UN biodiversity negotiations from Kunming to Montreal.<\/p>\n\n\n\n<p>The decision was made public on Tuesday. \u201cWith China in the Chair as President, the 15th Conference of Parties to the UN Convention on Biological Diversity (CBD) will reconvene Dec. 5 to 17 in Montreal, Canada, where a new world agreement to safeguard nature is expected to be adopted,\u201d the CBD\u2019s secretariat <a href=\"https:\/\/www.cbd.int\/doc\/press\/2022\/pr-2022-06-21-cop15-wg2020-en.pdf\">announced<\/a> in a press release. The negotiations aim to conclude the overdue global framework for protecting nature in the years 2021\u20132030.<\/p>\n\n\n\n<p>China\u2019s Ministry of Ecology and Environment (MEE) followed with its own <a href=\"https:\/\/www.mee.gov.cn\/ywdt\/hjywnews\/202206\/t20220621_986228.shtml\">announcement<\/a>, citing \u201cthe pandemic control situation in and outside China\u201d as the main factor behind the relocation. It also stated that China, which remains the conference\u2019s president, will \u201clead the substantive and political affairs of the COP\u201d, despite its hosting in Canada.<\/p>\n\n\n\n<p>The global pandemic and China\u2019s strict Covid-control measures have posed severe challenges to the gathering of thousands of participants from across the world. The Kunming COP15, originally scheduled for October 2020, was first <a href=\"https:\/\/dialogue.earth\/en\/climate\/11915-postponed-climate-cop26-and-biodiversity-negotiations\/\">postponed<\/a> to May 2021, and then split into two phases. The first phase, made up of non-negotiation agenda items, was <a href=\"https:\/\/dialogue.earth\/en\/nature\/kunming-cop15-big-challenges-remain-after-first-session\/\">held last October<\/a> with virtual attendance by most international participants. The second phase was due to take place around May this year.<\/p>\n\n\n\n<p>In a <a href=\"https:\/\/mp.weixin.qq.com\/s?__biz=MzIyMTcwODAwOQ==&amp;mid=2247487770&amp;idx=1&amp;sn=8866789d472c1f76161efcda5d7f468b&amp;chksm=e839fa9cdf4e738aa8e47308d11dbf87e4a84450d0d7ceec184e754f74c6a9b52c7deb9aa1a8&amp;mpshare=1&amp;scene=1&amp;srcid=0622iPGWvYdcewgKZOZwzySW&amp;sharer_sharetime=1655955171433&amp;sharer_shareid=844200f2439c517375505c42c00cea8a&amp;exportkey=AXrdqQ19ERGdk%2ByCOaxsE1k%3D&amp;acctmode=0&amp;pass_ticket=PyE%2BMWcZmHjtFvE%2BmJGLWfw6lotov1umMa%2BAoOIYbbAKKomZQNFJd5j19Ui3nQJH&amp;wx_header=0#rd\">statement<\/a> following the decision, Li Shuo, policy advisor to Greenpeace East Asia, said \u201cit\u2019s time for the world to refocus its attention on the matters that will decide the success or failure of this COP\u201d. He pointed to key issues at the core of the negotiations, including the <a href=\"https:\/\/dialogue.earth\/en\/nature\/will-30x30-reboot-conservation-or-entrench-old-problems\/\">30&#215;30 target<\/a> \u2013&nbsp;to protect 30% of Earth\u2019s area by 2030 \u2013 the adoption of agreed targets at national levels, and financing. \u201cChina should set a bottom line for what must be achieved at the conference,\u201d Li said.<\/p>\n\n\n\n<p>Some observers consider this a missed opportunity for Kunming, the provincial capital of Yunnan province. \u201cYunnan has lost the chance to experience a true naturalist awakening,\u201d <a href=\"https:\/\/mp.weixin.qq.com\/s?__biz=MzU5ODUyNjY4MA==&amp;mid=2247487769&amp;idx=1&amp;sn=eccefca022a79ced2623ac3b6b2beca6&amp;chksm=fe438eaec93407b837018b6d255c890995b9b47a75f9206f1eecc8d678a1558549a6b8a0376d&amp;mpshare=1&amp;scene=1&amp;srcid=0622HoVfe97mvvySIv5JUMxs&amp;sharer_sharetime=1655955243114&amp;sharer_shareid=844200f2439c517375505c42c00cea8a&amp;exportkey=AeFISsSJNn%2FSYCZGmLY3fAo%3D&amp;acctmode=0&amp;pass_ticket=PyE%2BMWcZmHjtFvE%2BmJGLWfw6lotov1umMa%2BAoOIYbbAKKomZQNFJd5j19Ui3nQJH&amp;wx_header=0#rd\">wrote<\/a> local conservationist Liu Guangyu. \u201cIt also failed to use COP15 to ignite nationwide enthusiasm for biodiversity.\u201d The province boasts a rich variety of flora and fauna and is home to some of China\u2019s most magnificent wildlife, such as the snub-nosed monkey. Hosting a UN biodiversity conference could have greatly raised public awareness of issues of nature, Liu believes.
