Between <\/span><a href=\"https:\/\/dialogue.earth\/2016\/10\/11\/bangladesh-seeks-indian-cooperation-on-ten-more-shared-rivers\/\"><span style=\"font-weight: 400;\">10<\/span><\/a><span style=\"font-weight: 400;\"> to <\/span><a href=\"http:\/\/www.newagebd.net\/article\/6704\/16-new-transboundary-rivers-identified\"><span style=\"font-weight: 400;\">16<\/span><\/a><span style=\"font-weight: 400;\"> additional rivers are now being considered for designation as transboundary rivers, according to the <\/span><a href=\"http:\/\/www.cegisbd.com\/\"><span style=\"font-weight: 400;\">Center for Environmental and Geographic Information Services<\/span><\/a><span style=\"font-weight: 400;\">, an independent research institution in Bangladesh. If approved, these rivers would fall under the purview of the <\/span><a href=\"http:\/\/www.internationalwaterlaw.org\/documents\/regionaldocs\/indo-bangladesh.html\"><span style=\"font-weight: 400;\">Indo-Bangladeshi Joint Rivers Commission<\/span><\/a><span style=\"font-weight: 400;\"> and may be subject to water treaties. But it is unclear how this new status would affect these channels practically, as even those established as international watercourses have eluded cooperative agreements. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Teesta River is one conspicuous example of stalled hydro-diplomacy. Bangladesh\u2019s fourth largest river, it <\/span><a href=\"http:\/\/timesofindia.indiatimes.com\/india\/the-teesta-river-dispute-explained-in-10-points\/articleshow\/58091320.cms\"><span style=\"font-weight: 400;\">has been a source of inter-state contestation for years<\/span><\/a><span style=\"font-weight: 400;\">, as demands for greater dry season flows and improved flood control in the downstream country have gone unanswered. India and Bangladesh came tantalisingly close to an agreement in 2011, but Mamata Banerjee, West Bengal\u2019s chief minister, boycotted the treaty signing at the last minute, bringing the diplomatic process to an abrupt halt. <\/span><\/p>\n<p><strong>Read more:\u00a0<a href=\"https:\/\/dialogue.earth\/2017\/07\/12\/transboundary-data-sharing-helps-bangladesh-prepare-for-floods\/\" target=\"_blank\" rel=\"noopener noreferrer\">Transboundary data sharing helps Bangladesh prepare for floods<\/a><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">International cooperation does not automatically or easily follow a river\u2019s official international status. But how do international rivers fare once an agreement has been successfully settled? In the case of India and Bangladesh, the Ganga is the sole point of reference.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The 1996 Ganges Treaty between Bangladesh and India was a major victory after 25 years of tortuous negotiations, and <\/span><a href=\"http:\/\/as.ucpress.edu\/content\/54\/4\/651\"><span style=\"font-weight: 400;\">it has been celebrated accordingly<\/span><\/a><span style=\"font-weight: 400;\">. It also holds a unique status as the only international water agreement between the two states. However, the <\/span><a href=\"https:\/\/asiafoundation.org\/resources\/pdfs\/SGTFReport.pdf\"><span style=\"font-weight: 400;\">extreme secrecy around hydrological data<\/span><\/a><span style=\"font-weight: 400;\">, compelled by India\u2019s treatment of transboundary water as a matter of national security, has made it difficult to determine how the treaty functions in practice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Recently, I <\/span><a href=\"http:\/\/wp.iwaponline.com\/content\/19\/4\/724\"><span style=\"font-weight: 400;\">analysed 20 years of water-sharing data<\/span><\/a><span style=\"font-weight: 400;\"> in a study to try and resolve this question. I found that, in general, India abides by the agreement. In fact, India releases <\/span><span style=\"font-weight: 400;\">more water<\/span><span style=\"font-weight: 400;\"> on average than is legally required.<\/span><\/p>\n<figure id=\"attachment_22721\" aria-describedby=\"caption-attachment-22721\" style=\"width: 1411px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-22721 size-full\" src=\"\/wp-content\/uploads\/2017\/08\/Figure-2-color-Thomas.jpg\" alt=\"\" width=\"1411\" height=\"962\" \/><figcaption id=\"caption-attachment-22721\" class=\"wp-caption-text\">Average deviations (from the volumes mandated by the treaty) in dry season water flows released at Farrakka Barrage to Bangladesh from 1997 to 2016. Reprinted from Water Policy vol 19, issue 4, pp 724\u2013740 (2017) with permission from the copyright holders, IWA Publishing.<\/figcaption><\/figure>\n<p><i><\/i><span style=\"font-weight: 400;\">These findings are likely to come as a surprise to many commentators who have complained that <\/span><a href=\"https:\/\/www.thedailystar.net\/country\/india-didnt-do-right-opening-farakka-1276864\"><span style=\"font-weight: 400;\">India releases water to suit its own needs<\/span><\/a><span style=\"font-weight: 400;\"> (<\/span><a href=\"http:\/\/indianexpress.com\/article\/india\/india-news-india\/reports-of-farakka-barrage-water-release-causing-floods-in-bangladesh-erroneous-india-3010859\/\"><span style=\"font-weight: 400;\">which India roundly denies<\/span><\/a><span style=\"font-weight: 400;\">), or that it <\/span><a href=\"http:\/\/newagebd.net\/218369\/steps-needed-to-ensure-fair-share-of-ganges-water\/\"><span style=\"font-weight: 400;\">regularly deprives Bangladesh of its fair share of water<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The strife centers on a water diversion structure located 16km upstream of Bangladesh. In 1975, India unilaterally commissioned the Farakka Barrage to flush the Hooghly River free of silt and to maintain a navigable channel for the Kolkata port. But <\/span><a href=\"http:\/\/www.indiawaterportal.org\/articles\/farakka-faces-barrage-criticism\"><span style=\"font-weight: 400;\">siltation persists unabated<\/span><\/a><span style=\"font-weight: 400;\"> in the river creating a costly problem that requires regular dredging. <\/span><a href=\"https:\/\/scroll.in\/article\/814889\/bihar-is-suffering-from-its-largest-floods-in-41-years-and-theyre-completely-man-made\"><span style=\"font-weight: 400;\">The barrage also exacerbates flood risks in Bihar<\/span><\/a><span style=\"font-weight: 400;\">, making the problem worse. This undesirable situation has <\/span><a href=\"https:\/\/www.thedailystar.net\/perspective\/farakka-barrage-hurting-bangladesh-and-india-1374838\"><span style=\"font-weight: 400;\">spurred calls on both sides of the border for the structure to be dismantled<\/span><\/a><span style=\"font-weight: 400;\"> (while some more conservatively suggest that it merely provide <\/span><a href=\"https:\/\/dialogue.earth\/2016\/09\/14\/farakka-barrage-engineers-and-hydropolitics\/\"><span style=\"font-weight: 400;\">lessons for future river projects<\/span><\/a><span style=\"font-weight: 400;\">). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The 1996 treaty dictates that India must release minimum volumes of water to Bangladesh during the five-month dry season but timing, as ever, is everything. The agreement includes a special stipulation regarding the \u201ccritical period\u201d \u2014 a dry season within the dry season \u2014 when water availability is exceptionally low. During this period (11 March to 10 May) each country is due a minimum quantum of water in alternating 10-day cycles. I found, however, that <\/span><a href=\"http:\/\/jrcb.gov.bd\/new\/index.php\/2015-10-29-09-54-06\/press-release\"><span style=\"font-weight: 400;\">between 2008 and 2017<\/span><\/a><span style=\"font-weight: 400;\">, India failed to release the full volume of this crucial water over half the time (17 out of 30 events). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Directing large volumes of flowing water over 2.24km using a system of 109 gates is an imperfect science and the treaty allows India a 10% margin of error. But during eight of these critical period deviations, Bangladesh failed to receive 12\u201338% of the water that it was owed, in direct contravention of the agreement.<\/span><\/p>\n<p><strong>Read more:\u00a0<a href=\"https:\/\/dialogue.earth\/ganga-an-unholy-mess\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ganga: An unholy mess &#8211; special report<\/a><\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Bangladesh relies on Ganges-fed streams for its dry season irrigation of high-yielding <\/span><i><span style=\"font-weight: 400;\">boro<\/span><\/i><span style=\"font-weight: 400;\"> rice, which makes up <\/span><a href=\"https:\/\/iccae.agr.nagoya-u.ac.jp\/jpn\/journal\/Vol14_20-29-Review-Shelley.pdf\"><span style=\"font-weight: 400;\">55% of national production<\/span><\/a><span style=\"font-weight: 400;\">. Inland fisheries and navigation are also dependent on surface water flows, so it stands to reason that ongoing Bangladeshi discontent with the treaty stems, at least in part, from India\u2019s intermittent yet ill-timed and harmful withdrawals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Campaigns such as the <\/span><a href=\"http:\/\/www.un.org\/en\/events\/worldwateryear\/index.shtml\"><span style=\"font-weight: 400;\">United Nations International Year of Water Cooperation<\/span><\/a><span style=\"font-weight: 400;\"> paint a picture of cooperation as an unassailable good, but cases such as the Ganga suggest that hydro-diplomacy is not so cut and dry. Even when international agreements are concluded, cooperation can vary. On the one hand, India satisfies its commitments to Bangladesh by releasing more water than required over the entire dry season. On the other, India withholds water when it matters most. Unsurprisingly, <\/span><a href=\"https:\/\/link.springer.com\/article\/10.1007\/s10784-008-9083-5\"><span style=\"font-weight: 400;\">India asserts that it is cooperating<\/span><\/a><span style=\"font-weight: 400;\"> while Bangladesh maintains is is not.<\/span><\/p>\n<p><a href=\"http:\/\/www.jrcb.gov.bd\/attachment\/Gganges_Water_Sharing_treaty,1996.pdf\"><span style=\"font-weight: 400;\">Article IX of the Ganges Treaty<\/span><\/a><span style=\"font-weight: 400;\"> formalises the commitment of \u201cboth the Governments \u2026 to conclude water sharing Treaties\/Agreements with regard to other common rivers\u201d. This is a tall order for the states\u2019 remaining 53 transboundary rivers, let alone for the additional 16 rivers being considered for international status. While various experts from within and outside the region <\/span><a href=\"https:\/\/www.thedailystar.net\/city\/strengthen-ties-end-water-crisis-s-asia-1422802\"><span style=\"font-weight: 400;\">enthusiastically promote transboundary cooperation<\/span><\/a><span style=\"font-weight: 400;\">, the countries in question will have to resolve their divergent interpretations of water cooperation for the promised benefits of hydro-diplomacy to be fully realised.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>India complies with the 1996 water-sharing treaty most of the time, but when it doesn\u2019t Bangladesh takes a serious hit.
