Infections are <a href=\"https:\/\/kathmandupost.com\/health\/2021\/04\/30\/health-ministry-warns-that-health-system-is-already-overburdened-and-urges-caution-amid-the-covid-19-surge\">surging in Nepal<\/a> and <a href=\"https:\/\/www.hindustantimes.com\/world-news\/bangladesh-likely-to-extend-lockdown-for-another-week-as-covid-19-worsens-101618756278020.html\">Bangladesh<\/a>. Authorities in Pakistan fear the <a href=\"https:\/\/www.dawn.com\/news\/1621352\/a-critical-phase\">same upsurge<\/a> in cases as in India.<\/p>\n\n\n\n<p>As thousands die daily, the pandemic shows how badly both developing countries and the world are placed when it comes to responding to global crises. Many of the problems that have arisen during pandemic echo well-known issues that have dogged the world\u2019s response to the climate crisis, from the impact on vulnerable populations, to narrow, nationalistic responses to global problems, to the divide on technological cooperation between developed and developing countries. Unless the world takes to heart the lessons from this disaster, it will remain unprepared for coming catastrophes as the Earth continues to warm.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-politics-of-science\">The politics of science<\/h2>\n\n\n\n<p>It is useful to begin with science, and its politicisation for narrow domestic reasons. The Chinese Communist Party <a href=\"https:\/\/www.cnbc.com\/2020\/06\/02\/china-delayed-releasing-coronavirus-info-frustrating-who.html\">suppressed information initially<\/a> about the spread of the new \u201cSARS-like\u201d disease. Two weeks were lost as Chinese scientists tried to communicate with the World Health Organization (WHO) while government officials dragged their heels, releasing the minimum information they could to the UN agency. Although China opened up cooperation thereafter, this decision \u2013 taken largely to <a href=\"https:\/\/www.npr.org\/sections\/goatsandsoda\/2020\/02\/08\/803766743\/critics-say-china-has-suppressed-and-censored-information-in-coronavirus-outbrea\">manage domestic opinion<\/a> \u2013 had significant consequences for the spread of the disease as well as China\u2019s global reputation as a trustworthy actor.<\/p>\n\n\n\n<p>China was far from alone in politicising the pandemic. Donald Trump, the former US president, did everything from praising China to blaming China \u2013 setting off a wave of anti-Asian hate crimes \u2013 as well as pulling funding from the WHO. Jair Bolsonaro, president of Brazil, has downplayed the seriousness of the crisis, advocating \u2018cures\u2019 that are scientifically unsound and opposing advice by healthcare professionals to the extent that there is now a <a href=\"https:\/\/www.scmp.com\/news\/world\/americas\/article\/3131342\/coronavirus-brazils-jair-bolsonaro-under-pressure-senate-probes\">Senate inquiry<\/a> into his management of the crisis. <\/p>\n\n\n\n<p>India has been among the worst in terms of politicising the pandemic, <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-53018912\">denying community spread<\/a>, advocating <a href=\"https:\/\/www.altnews.in\/homeopathic-drugs-such-as-arsenicum-album-30-promoted-by-ayush-do-not-boost-immunity-against-covid\/?utm_source=website&amp;utm_medium=social-media&amp;utm_campaign=newpost\">homeopathic cures<\/a> that do not have scientific backing, <a href=\"https:\/\/edition.cnn.com\/2020\/09\/11\/asia\/india-covid-death-rate-explainer-intl-hnk-scli\/index.html\">downplaying numbers<\/a> and <a href=\"https:\/\/www.aljazeera.com\/gallery\/2021\/4\/29\/indias-deadly-virus-surge-follows-crowded-events?sf142982963=1\">allowing large gatherings<\/a> \u2013 both religious and electoral, at a time of rising infections. Nepal\u2019s Prime Minister KP Sharma Oli has <a href=\"https:\/\/www.recordnepal.com\/politicians-and-covid-quackery\">followed<\/a> the lead of India\u2019s rulers.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20049129\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>This mirrors how the world has responded to climate change to the point where we now speak of a climate crisis. Political leaders have denied or derided the scientific consensus on human-driven climate change, often for narrow domestic reasons favouring a few industries. Donald Trump cut much of the <a href=\"https:\/\/www.npr.org\/sections\/thetwo-way\/2017\/03\/16\/520399205\/trumps-budget-slashes-climate-change-funding\">budget on environmental research<\/a>, while pulling the <a href=\"https:\/\/www.bbc.com\/news\/science-environment-54797743\">US out of the Paris Agreement<\/a>. Both <a href=\"https:\/\/news.yahoo.com\/brazil-warns-biden-not-trust-222932635.html\">Brazil\u2019s Bolsonaro<\/a> and <a href=\"https:\/\/www.climatechangenews.com\/2014\/09\/08\/the-miseducation-of-narendra-modi-on-climate-change\/\">India\u2019s Prime Minister Narendra Modi<\/a> have a history of casting doubt on the science, though both have shifted their views in public.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Both health science and climate science are inherently political. Preparing for any emergency requires allocation of scarce resources<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<p>While there have been calls to delink science from politics, this misrepresents the problem. Both health science and climate science are inherently political. Preparing for any emergency requires allocation of scarce resources, incentivising certain actions (such as subsidies for the quicker introduction of certain technologies or guaranteed orders by the government for vaccines) and the disincentivising of others (taxing polluting industries, requiring adequate health safeguards for gatherings). These actions inevitably benefit some and inconvenience others. They require clear communications, the offsetting of the problems of those inconvenienced (such as the <a href=\"https:\/\/www.cnbc.com\/2021\/01\/31\/bidens-climate-change-plan-and-americas-most-threatened-workers.html\">new US administration\u2019s plan<\/a> to retrain and skill those working in the coal sector) and a plan of action with buy-in by political actors from the central, regional and local levels.<\/p>\n\n\n\n<p>None of this is easy, especially for poor countries that do not have the economic reserves to support robust welfare measures for a population in crisis. But, as the Allahabad High Court observed in <a href=\"https:\/\/www.livelaw.in\/pdf_upload\/covid-allahabad-hc-392109.pdf\">a scathing order<\/a> on the Indian state of Uttar Pradesh\u2019s response, \u201cEconomy, economy and economy is the only tune that the government is all the time harping upon, but bread and butter if you take to a person who needs oxygen and medication, it will be of no use to him.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-it-is-countries-that-are-hit-not-just-individuals\">It is countries that are hit, not just individuals<\/h2>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20062268\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>This highlights another issue where the pandemic\u2019s effects mirror that of the climate crisis. The impacts of the pandemic and climate-induced disasters are borne by specific countries. While some of the ultra-rich may have the means to insulate themselves from disasters, or <a href=\"https:\/\/www.hindustantimes.com\/india-news\/rich-indians-flee-by-private-jet-as-covid-19-infections-spiral-101619448267544.html\">fly to safer harbours<\/a>, on the whole even <a href=\"https:\/\/thewire.in\/health\/diplomat-ashok-amrohi-covid-19-death-hospital-bed\">relatively privileged people<\/a> find themselves unable to access relief. It is worth reiterating that large health crises, or climate-induced disasters, disproportionately affect marginalised communities, and <a href=\"https:\/\/thewire.in\/health\/diplomat-ashok-amrohi-covid-19-death-hospital-bed\">especially women<\/a>. Nevertheless, as states remain the principal means of management around the world, the impact is on individual countries, and their infrastructure.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">As health systems near their limit in places like India and Nepal, the consequences of underfunded social infrastructure are becoming clear<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20062870\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>What this means is that poorer communities in poorer countries bear the brunt of the problems \u2013 problems that they may have the least responsibility in creating \u2013 while there are limited resources to deal with them. This has been the conversation on \u201closs and damage\u201d around climate change for years, a conversation that rich countries have <a href=\"https:\/\/dialogue.earth\/en\/climate\/no-money-for-climate-loss-and-damage\/\">largely brushed aside<\/a>. As health systems near their limit in places like India and Nepal, the consequences of underfunded social infrastructure are becoming clear. Such tragedies inevitably lead to the international community providing emergency aid, which is necessary, but far more expensive and inefficient than helping support the creation of such infrastructure before disasters of this scale occur. This requires a resetting of global priorities towards <a href=\"https:\/\/peacelab.blog\/2021\/03\/vectors-of-violence-climate-change-and-security-in-south-asia\">disaster anticipation rather than merely disaster management<\/a>.<\/p>\n\n\n\n<p>Practical methods are spelt out in the <a href=\"https:\/\/www.undrr.org\/publication\/sendai-framework-disaster-risk-reduction-2015-2030\">Sendai Framework for Disaster Risk Reduction<\/a>. Though most countries have signed up to this, few pay heed to it.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What is the Sendai Framework for Disaster Risk Reduction?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\"><p>A global agreement on how to reduce the risk and impact of disasters endorsed by the UN General Assembly in 2015. It outlines seven clear targets and four priorities for action to prevent new and reduce existing disaster risks: (i) Understanding disaster risk; (ii) Strengthening disaster risk governance to manage disaster risk; (iii) Investing in disaster reduction for resilience and; (iv) Enhancing disaster preparedness for effective response, and to \u201cBuild Back Better\u201d in recovery, rehabilitation and reconstruction.<\/p><\/div><\/div><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-future-technology-hobbled-by-past-inequities\">Future technology hobbled by past inequities<\/h2>\n\n\n\n<p>Finally, the crisis has shone a harsh light on how technology transfer remains a major bottleneck. Rich countries \u201cincluding the US, EU, UK, Switzerland, Japan, Norway, Canada and Australia\u201d have blocked the <a href=\"https:\/\/www.cnbc.com\/2021\/04\/22\/covid-rich-countries-are-refusing-to-waive-ip-rights-on-vaccines.html\">temporary waiver of intellectual property rights<\/a> for vaccines requested by India and South Africa and supported by around 100 developing countries. The move would help speed vaccination in poorer countries. Furthermore, it is in the self-interest of the developed world, as mutations in unvaccinated populations may make <a href=\"https:\/\/www.oxfam.org\/en\/press-releases\/two-thirds-epidemiologists-warn-mutations-could-render-current-covid-vaccines\">the early vaccines ineffective<\/a>. Pharmaceutical companies in rich countries argue that this would disincentivise their work in vaccine development \u2013 a weak argument given that many of the new vaccines were developed through state support.<\/p>\n\n\n\n<p>The short-term super-profits of a few important sectors in rich countries remain a major obstacle to cooperation on climate mitigation and adaptation technologies as well. In the long term it will benefit the populations of rich countries fairly little if they are able to manage their carbon emissions, but much of the developing world cannot afford those solutions, and thus continues to emit away. The poorer countries may bear the brunt of the disaster \u2013 as they are doing now \u2013 but a world made much more unsafe for everyone is not in the interest of anybody. It is past time the world understood that and acted upon it. The pandemic will hopefully be brought under control; the climate crisis is only just beginning.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>From the politicisation of science to disaster
