{"id":20073631,"date":"2021-06-03T10:00:00","date_gmt":"2021-06-03T04:30:00","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?post_type=opinion&#038;p=73631"},"modified":"2024-04-12T15:53:47","modified_gmt":"2024-04-12T15:53:47","slug":"china-turkmenistan-green-transition","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/energy\/china-turkmenistan-green-transition\/","title":{"rendered":"Is China nudging Turkmenistan\u2019s green transition?"},"content":{"rendered":"\n<p>China\u2019s <a href=\"https:\/\/dialogue.earth\/en\/series\/the-14th-five-year-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">14<sup>th<\/sup> five-year plan<\/a> has evoked a significant amount of interest in Turkmenistan. The plan targets a significant lowering of carbon dioxide emissions and energy intensity. This may have both positive and negative implications for Turkmenistan. While the Central Asian country has emphasised a green transition in the past, its economy is deeply interlinked with fossil fuels. For example, more than <a href=\"https:\/\/oec.world\/en\/profile\/country\/tkm\" target=\"_blank\" rel=\"noreferrer noopener\">90% of its total exports<\/a> are natural gas exports to China. This is a change from 13 years ago, when Russia was the main importer.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20070268\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Since China\u2019s plan was announced, Turkmenistan has been courting international bodies on matters of sustainable development. However, China\u2019s continuing demand for natural gas may mean that there is weak incentive for deep change. The nudge towards a green transition is still an important development for Turkmenistan.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-s-14th-five-year-plan-heralds-a-green-transition\">China\u2019s 14<sup>th<\/sup> five-year<strong> <\/strong>plan heralds a green transition<\/h2>\n\n\n\n<p>On 13 March, 2021, China\u2019s National People\u2019s Congress approved the outline of the country\u2019s <a href=\"https:\/\/dialogue.earth\/en\/climate\/14th-five-year-plan-china-carbon-centred-environmental-blueprint\/\" target=\"_blank\" rel=\"noreferrer noopener\">14<sup>th<\/sup>&nbsp;Five-Year Plan<\/a>, covering the period&nbsp;<a href=\"http:\/\/www.gov.cn\/xinwen\/2021-03\/13\/content_5592681.htm\" target=\"_blank\" rel=\"noreferrer noopener\">2021-2025.<\/a>&nbsp;It sets out targets of an 18% reduction for CO2 intensity and 13.5% for energy intensity. It also introduces a longer-term goal of a CO2 emissions cap, but without a specific target.&nbsp;<\/p>\n\n\n\n<p>This is a major shift in China\u2019s thinking. According to the <a href=\"https:\/\/www.oxfordenergy.org\/publications\/key-issues-for-chinas-14th-five-year-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">Oxford Energy Institute<\/a>, it is the first time China has considered energy security and set a timeframe for reducing its coal power. It is the biggest climate commitment made by any nation, and embraces the goal of a much greener energy sector. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-impact-of-the-pandemic-on-china-and-turkmenistan\">Impact of the pandemic on China and Turkmenistan<\/h2>\n\n\n\n<p>The impact of Covid-19 on the fossil fuel sector has added an impetus towards an energy transition. Lack of demand for transport fuels due to the pandemic created massive shocks to the market. According to the EY Oil and Gas Digital Transformation and the Workforce Survey 2020, oil and gas executives do not expect the market to <a href=\"https:\/\/www.ey.com\/en_us\/oil-gas-digital-skills-survey\" target=\"_blank\" rel=\"noreferrer noopener\">ever return to its previous state<\/a>. Disruptions will be here for some time, seriously affecting those countries heavily dependent on hydrocarbons. Consequently, Asian gas markets are re-examining the role of gas in the transition to clean energy, and intensifying support for the global energy agenda.&nbsp;<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20032192\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>For Turkmenistan, China is the biggest concern. In March 2020, China issued a <a href=\"https:\/\/eurasianet.org\/turkmenistan-fruit-of-the-loon\" target=\"_blank\" rel=\"noreferrer noopener\">force majeure notice<\/a> to halt supplies. According to Kazakhstan-based journalist <a href=\"https:\/\/eurasianet.org\/turkmenistan-big-on-gas-short-on-options\" target=\"_blank\" rel=\"noreferrer noopener\">Chris Rickleton<\/a>, \u201cthe value of imports from Turkmenistan \u2013 which comprise almost exclusively natural gas \u2013 shrank by 30% in dollar terms \u2026 compared to 2019\u201d. Despite this, Turkmenistan still sees China as a trustworthy partner. This relationship means it will take China\u2019s focus on climate change seriously.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-renewable-energy-is-not-new-to-turkmenistan\">Renewable energy is not new to Turkmenistan<\/h2>\n\n\n\n<p>China\u2019s actions, and the effects of the pandemic, are reinvigorating an older conversation on renewables in Turkmenistan. In 1979, the Turkmen SSR Academy of Sciences created the Solar Energy Institute (<a href=\"https:\/\/www.google.co.uk\/books\/edition\/USSR_Energy_Atlas\/wwNOSg53zNQC?hl=en&amp;gbpv=1&amp;dq=soviet+turkmenistan+institute+of+the+sun&amp;pg=PA61&amp;printsec=frontcover\" target=\"_blank\" rel=\"noreferrer noopener\">SOLNTSE<\/a>), developing devices to meet small-scale energy needs. Former President Saparmurat Niyazov stated in 2006 that he \u201cwould like to see a wind turbine for every home\u201d. He wanted Turkmenistan to be <a href=\"https:\/\/www.edie.net\/news\/0\/Turkmen-bid-to-lead-the-world-on-renewables\/11271\/\" target=\"_blank\" rel=\"noreferrer noopener\">carbon neutral.<\/a> But thus far this awareness has not been put into practice. If Chinese business practices in Turkmenistan reflect the 14<sup>th<\/sup> Five Year plan, this may push this agenda further.&nbsp;<\/p>\n\n\n\n<p>Traditionally, external powers have little agency in Turkmenistan\u2019s policy decisions. Their engagement is limited to neutral issues like climate change. However, China is the one country that could steer Turkmenistan towards renewable energy and green growth. David Hone, chief climate change adviser at <a href=\"https:\/\/blogs.shell.com\/2020\/09\/28\/a-new-goal-for-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">Shell<\/a>, states: \u201cChina has demonstrated time and again over the last 20 years that it can muster enormous capacity for change and implement big infrastructural projects.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-turkmenistan-s-diplomacy-goes-green\">Turkmenistan\u2019s diplomacy goes green<\/h2>\n\n\n\n<p>Turkmenistan is already stepping up its green energy diplomacy. Turkmenistan has been a member of the International Renewable Energy Agency (IRENA) since October 2018. It also recognises the appeal renewable energy has for western investors. Berdiniyaz Matiyev, Turkmenistan\u2019s deputy foreign minister, met the director-general of <a href=\"https:\/\/business.com.tm\/post\/6829\/turkmenistan-intensifies-international-cooperation-in-renewable-energy-sector\" target=\"_blank\" rel=\"noreferrer noopener\">IRENA<\/a> in March 2021 to discuss cooperation in the use of renewable and alternative energy sources. State-controlled media in Turkmenistan have emphasised the country\u2019s great potential for renewable energy, its attractiveness to green investors, and how it complements China&#8217;s new energy policy. This spring, Turkmenistan also <a href=\"https:\/\/www.mfa.gov.tm\/en\/news\/2509\">participated in a roundtable<\/a> dedicated to the upcoming United Nations Climate Change Conference. And it engaged in a sustainable energy-themed video conference with the British Embassy in Turkmenistan and <a href=\"https:\/\/www.gov.uk\/government\/news\/ashgabat-hosted-an-online-conference-ahead-of-cop26\" target=\"_blank\" rel=\"noreferrer noopener\">PricewaterhouseCoopers (PwC).<\/a><\/p>\n\n\n\n<p>Turkmenistan possesses huge potential for wind and solar energy, but the richness of gas and oil deposits mean that renewables have thus far not been a development priority. There are signs that this is changing, however, as in his annual address in February 2021, <a href=\"https:\/\/business.com.tm\/post\/6829\/turkmenistan-intensifies-international-cooperation-in-renewable-energy-sector\" target=\"_blank\" rel=\"noreferrer noopener\">President Gurbanguly<\/a> <a href=\"https:\/\/business.com.tm\/post\/6829\/turkmenistan-intensifies-international-cooperation-in-renewable-energy-sector\" target=\"_blank\" rel=\"noreferrer noopener\">Berdimuhamedov<\/a> stressed that \u201cthe ecological situation in the region and on the planet is of utmost concern\u201d. He then underlined the need to review the law on renewable energy sources.&nbsp;Further proposals such as updating&nbsp;the State Program for Energy Saving for 2018-2024, the Program for the Development of Energy Diplomacy of Turkmenistan for 2021-2025, and the National Strategy for the Development of Renewable Energy in Turkmenistan <a href=\"http:\/\/www.newscentralasia.net\/2021\/02\/26\/president-berdimuhamedov-makes-annual-address-to-the-parliament\/\">until 2030<\/a> were adopted.&nbsp;<\/p>\n\n\n\n<p>All of this is happening while Turkmenistan also hopes to increase its exports of natural gas and liquified natural gas (LNG). But given that <a href=\"https:\/\/www.iea.org\/countries\/turkmenistan\" target=\"_blank\" rel=\"noreferrer noopener\">66%<\/a> of China\u2019s gas imports are already LNG, this is a bit of a gamble.&nbsp;&nbsp;<\/p>\n\n\n\n<p>According to Stephen O\u2019Sullivan, senior visiting research fellow at the Oxford Institute for Energy, Beijing has two options: use less gas in the energy mix, or build another pipeline. China does have plans to use more renewables and nuclear power, reducing dependency on gas, but, \u201cChina\u2019s energy needs are so large that they will require more of every sort of energy \u2013 gas, nuclear, renewables\u2026 so it may not be a choice of \u201ceither\/or\u201d but of \u201call forms of energy.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-new-era-for-turkmenistan-s-green-transition\">A new era for Turkmenistan\u2019s green transition?<\/h2>\n\n\n\n<p>The journey to green energy has been moving at a glacial speed for decades in Turkmenistan. Whether China ultimately puts clean energy on a faster track than before, though, depends to a large extent on the choices political leaders make now. The Oil and Gas of Turkmenistan international conference that took place in Ashgabat in May <a href=\"https:\/\/www.ief.org\/news\/turkmenistan-poised-to-attract-foreign-capital-in-huge-gas-deposits\" target=\"_blank\" rel=\"noreferrer noopener\">displayed that foreign governments are interested<\/a>. Baroness Nicholson of Winterbourne, the United Kingdom&#8217;s trade envoy to Turkmenistan said,:\u201cWith its vast solar and wind energy resources, Turkmenistan has great potential in producing renewable energy and reducing its carbon footprint.\u201d<\/p>\n\n\n\n<p>Qian Naicheng, the Chinese ambassador, added: \u201cChina is ready to take advantage of the opportunities for comprehensive expansion of cooperation, giving it new impetus.\u201d&nbsp;<\/p>\n\n\n\n<p>The question is whether this will be followed up by concrete actions. The government is certainly saying the right things of late. At the <a>UN Global Roundtable<\/a> on \u2018Extractive Industries as Engines of Sustainable Development\u2019 on 25 May 2021, the President Berdimuhamedov said that the country will \u201cstart developing a UN Strategy aimed at implementing measures to develop low-carbon energy\u201d.
