{"id":35077,"date":"2017-09-18T10:10:00","date_gmt":"2017-09-18T10:10:00","guid":{"rendered":""},"modified":"2020-06-02T16:03:12","modified_gmt":"2020-06-02T16:03:12","slug":"10077-do-we-need-a-new-category-for-hurricanes","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/climate\/10077-do-we-need-a-new-category-for-hurricanes\/","title":{"rendered":"Do we need a new category for hurricanes?"},"content":{"rendered":"<p dir=\"ltr\"><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">There\u2019s been a devastating trail of destruction and flooding along the east Atlantic coast in the last few weeks following <\/span><a href=\"https:\/\/theconversation.com\/dont-blame-climate-change-for-the-hurricane-harvey-disaster-blame-society-83163\">Hurricane Harvey<\/a> and now <a href=\"https:\/\/www.bbc.co.uk\/news\/world-us-canada-41219133\">Hurricane Irma<\/a>. The latter, currently moving across Florida, is the strongest sustained hurricane ever recorded in the Atlantic outside the Caribbean and Gulf of Mexico.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">Hurricane strength is measured on the <\/span><a href=\"https:\/\/www.nhc.noaa.gov\/aboutsshws.php\">Saffir\u2013Simpson scale<\/a>, ranging from one (the lowest) to five (the highest) based on the hurricane\u2019s wind speed and estimated potential damage. This takes into account parameters such as whether the hurricane uproots trees or removes roofs from houses, and whether the destruction could last for days or months.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">Initially, Hurricane Irma was rated as a category five, with winds moving at 175 miles per hour \u2013 destroying homes and causing power failure in the Caribbean. But given that Irma\u2019s power has made some islands \u201c<\/span><a href=\"https:\/\/www.bbc.co.uk\/news\/av\/world-latin-america-41183962\/hurricane-irma-barbuda-barely-habitable-says-pm\">barely habitable<\/a>\u201d, is category five really sufficient? Is it time to introduce a category six?<\/p>\n<p><img decoding=\"async\" style=\"width: 100%; height: 100%;\" src=\"https:\/\/chinadialogue-production.s3.amazonaws.com\/uploads\/content_image\/content_image\/3288\/file-20170910-3138-akjw2s.jpg\" alt=\"\" \/><br \/>\n<span class=\"caption\">Satellite view of Hurricane Irma (Image:NASA)<\/span><\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\"><strong>Climate change<\/strong><\/span><\/p>\n<p>People have been quick to ask if Hurricane Irma <a href=\"https:\/\/www.theguardian.com\/world\/2017\/sep\/10\/hurricane-irma-harvey-climate-change-trump\">is connected to climate change<\/a> and whether this is a sign of things to come. It remains uncertain whether hurricanes have significantly increased in frequency or severity as global temperatures have risen, partly due to a lack of long term data.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">We know that hurricane formation is affected by changes in <\/span><a href=\"https:\/\/journals.ametsoc.org\/doi\/full\/10.1175\/2007JCLI1571.1\">sea surface temperatures<\/a> \u2013 a warm ocean helps fuel hurricanes. This is partly driven by natural periodic and cyclic variations in the Earth\u2019s climatic and oceanic systems, meaning that in some years the ocean is warmer than in others.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">Studies have presented <\/span><a href=\"https:\/\/www.nature.com\/ngeo\/journal\/v3\/n3\/full\/ngeo779.html?foxtrotcallback=true\">mixed views<\/a> of what will happen in the future with global warming. However, there are many <a href=\"https:\/\/www.nature.com\/ngeo\/journal\/v3\/n3\/full\/ngeo779.html?foxtrotcallback=true\">consistent models and research articles<\/a> indicating that there will be <a href=\"https:\/\/science.sciencemag.org\/content\/sci\/327\/5964\/454.full.pdf?sid=a419bf9b-63b4-4b81-9945-552c3ccede36\">fewer hurricanes<\/a> along the Atlantic coast, but that those that do form will be <a href=\"https:\/\/journals.ametsoc.org\/doi\/abs\/10.1175\/JCLI-D-12-00539.1\">more severe<\/a> \u2013 due to the warmer temperatures.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">However, it\u2019s important to keep in mind that what we\u2019ve seen recently, compared with decades ago, is not so much a change in hurricanes, but a change in impacts. Many coasts have become increasingly urbanised, and this trend is likely to continue. As with many small islands, much of the population of Barbuda, Guadeloupe and others in the Caribbean are situated on the narrow coastal fringe \u2013 meaning they experience the full force of natural disasters, sometimes on scales never seen before. This means there is more infrastructure to be destroyed or damaged during extreme weather conditions than say 100 years ago. The same can be said as Irma moves over Florida.<\/span><\/p>\n<div class=\"factbox pull-right\">\n<div class=\"content\">\n<p><!--End mc_embed_signup--><\/p>\n<\/div>\n<\/div>\n<p><strong>Vulnerable economies<\/strong><\/p>\n<p>Infrastructure on islands, such as harbours and airports, are key lifelines to the outside world \u2013 and any disruption to these can have serious consequences, potentially for many years. On small islands, infrastructure is partly there to support the economy (including tourism), which in turn provides further economic development, social welfare and health benefits to the wider population. Take the infrastructure away as Irma has, and the economy declines leading to a shock.<\/p>\n<p>This is because, historically, small islands have been essential maritime or colonial hubs or trading posts. But today they are highly reliant on external trade, often through fisheries, agriculture or tourism. Concentrating on one or two industries makes islands strong, but when extreme events or global disasters occur, the shock means they count the cost. Essentially, they have their eggs all in one basket. In Antigua and Barbuda the <a href=\"https:\/\/www.wttc.org\/-\/media\/files\/reports\/economic-impact-research\/countries-2017\/antiguaandbarbuda2017.pdf\">total contribution of tourism<\/a> to gross domestic product was 60% in 2016.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\"><a href=\"https:\/\/news.sky.com\/story\/hurricane-irma-v-hurricane-andrew-11026424\">Hurricane Andrew<\/a><\/span>, also a category five event, made landfall in August 1992 \u2013 affecting the Bahamas and Florida. In the Bahamas, damage worth US$250m was reported, with <a href=\"https:\/\/www.nytimes.com\/1992\/09\/27\/travel\/after-the-storms-three-reports-bahamas.html\">projections of a decrease of 20% in tourist revenue<\/a>, despite the vast majority of the islands surviving the hurricane. Luckily, advertising campaigns and repairs ultimately prevented the loss in tourist revenue. This is an important lesson about how to respond to such events.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">Other extreme events have caused long-lived adverse effects. For instance, in the Maldives in the Indian Ocean, the 2004 Boxing Day tsunami affected tourism and wider development for <\/span><a href=\"https:\/\/www.presidencymaldives.gov.mv\/Documents\/27_8fb240f7-5_.pdf\">several years<\/a>.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">Clearly there is a need for planning in emergency response. This needs to be targeted and accompanied by long term resilience strategies. Shocks can also provide opportunities. Thanks to the Maldivian Safer Islands programme, islands have been constructed to a higher elevation to reduce the long term risk of flooding.<\/span><\/p>\n<p>The 2015 Paris Agreement, which aims for nations to mitigate the effects of climate change, singles out small, developing island nations, many of which are in the Caribbean, as \u201cparticularly vulnerable\u201d due to their \u201csignificant capacity constraints\u201d. Irma has reminded the world that extra help is needed when an island state is partially destroyed.<\/p>\n<p><strong>Long term outlook on hurricane scale?<\/strong><\/p>\n<p>So will islands continue to suffer as a result of hurricanes \u2013 and will it get worse? In addition to warming temperatures and <a href=\"https:\/\/science.sciencemag.org\/content\/sci\/327\/5964\/454.full.pdf?sid=a419bf9b-63b4-4b81-9945-552c3ccede36\">potential increase in future severity<\/a>, the slow, but long term effects of sea-level rise could also increase the extent of flood impacts during and after extreme events.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">From 1901 to 2010, <\/span><a href=\"https:\/\/www.ipcc.ch\/pdf\/assessment-report\/ar5\/wg1\/WG1AR5_Chapter13_FINAL.pdf\">sea levels rose<\/a> by about 1.9 millimetres a year. This is projected to accelerate, so that sea-levels are about a metre higher in 2100 than today. Over a century, sea-level rise could make the difference between minor and major flooding, and the longevity of impacts.<\/p>\n<p><span id=\"docs-internal-guid-e370c25a-9475-013d-7842-180b1f9ebc31\">Indeed, long-lasting impacts may provide impetus for introducing a category six of the Saffir-Simpson scale. This could describe cases that have a permanent effect on living conditions \u2013 potentially making some areas permanently uninhabitable. Such effects are currently not accounted for on the scale.<\/span><\/p>\n<p>Whether we do introduce a new category remains to be seen, but it is certainly something worth discussing. Adaptation to climate change and extreme events can help to increase resilience and reduce damage in extreme conditions. But due to their shear strength, events such as Hurricane Irma cannot be adapted to.
