{"id":50050895,"date":"2022-02-04T16:32:04","date_gmt":"2022-02-04T16:32:04","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=50895"},"modified":"2024-04-12T14:02:54","modified_gmt":"2024-04-12T14:02:54","slug":"50895-debt-for-nature-swaps-china-ecuador-conservation","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/forests\/50895-debt-for-nature-swaps-china-ecuador-conservation\/","title":{"rendered":"Opinion: Debt-for-nature swaps with China could boost Ecuador\u2019s conservation"},"content":{"rendered":"<p>As Ecuador\u2019s president Guillermo Lasso <a href=\"https:\/\/www.reuters.com\/markets\/rates-bonds\/ecuadors-lasso-visit-china-february-debt-negotiations-2022-01-10\/\">visits<\/a> China this week for the opening of the Winter Olympics, the head of state will also use the occasion to discuss debt renegotiations between the two countries, presenting a momentous opportunity for creative approaches to resolving Chinese debt in Latin America.<\/p>\n<p>China has been Ecuador\u2019s largest bilateral creditor for much of the 21st century, since the South American nation was largely <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/45451-china-and-the-us-offer-competing-visions-for-ecuadors-debt\/\">cut out<\/a> of Western sovereign credit markets for several years, after its 2008 cancellation of payment on bonds that were found to have been tainted with <a href=\"https:\/\/jubileedebt.org.uk\/countries\/ecuador\">irregularities<\/a>. Though Chinese lending has <a href=\"https:\/\/www.thedialogue.org\/map_list\/\">slowed<\/a> since that time, Ecuador\u2019s latest public <a href=\"https:\/\/www.finanzas.gob.ec\/https-wwwdeuda-publica-nueva-metodologia\/\">debt reports<\/a> show that it owes China nearly US$5 billion, or about 11% of its total external debt. Only multilateral institutions, like the Inter-American Development Bank and the International Monetary Fund, hold larger shares of the country\u2019s debt.<\/p>\n<figure id=\"attachment_50896\" aria-describedby=\"caption-attachment-50896\" style=\"width: 400px\" class=\"wp-caption alignright\"><a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/47862-explainer-what-is-debt-for-nature-swap\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-50896\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/debt-nature-swaps-1-1440x720-1.jpeg\" alt=\"Reptile on rocks\" width=\"400\" height=\"200\" \/><\/a><figcaption id=\"caption-attachment-50896\" class=\"wp-caption-text\"><strong>Read more: <a href=\"http:\/\/dialogue.earth\/en\/trade-investment\/47862-explainer-what-is-debt-for-nature-swap\/\">What are debt-for-nature swaps?<\/a><\/strong><\/figcaption><\/figure>\n<p>Now, President Lasso is heading to China to renegotiate these debt commitments. During the talks, negotiators from both sides would be wise to consider biodiversity finance proposals such as <a href=\"http:\/\/stage.dialogochino.net\/en\/trade-investment\/47862-explainer-what-is-debt-for-nature-swap\/\">debt-for-nature swaps<\/a>, which aim to see portions of debt cancelled on the condition of funds being allocated for conservation investments. Ecuador boasts one of the world\u2019s <a href=\"https:\/\/www.cbd.int\/countries\/profile\/?country=ec#:~:text=Ecuador%20is%20one%20of%20the,ocean's%20currents%20on%20its%20coasts.\">richest biodiversity levels<\/a> but its debt levels leave it tightly constrained in its ability to conserve these resources or develop sustainable uses for them. By exchanging short-term financial commitments for long-term environmental commitments, both Ecuador and China could build the foundation for a more resilient economic relationship moving forward.<\/p>\n<p>Debt-for-nature swaps are based on the shared understanding that repaying debts in full may be impossible during a crisis. Furthermore, single-minded austerity imposed in attempts to meet impossible repayment schedules blocks much-needed conservation action, erodes long-term economic stability and precludes other, more sustainable uses of finite natural resources.<\/p>\n<p>In Ecuador\u2019s case, the petroleum reserves that have long formed the backbone of its economy are expected to <a href=\"https:\/\/www.usfq.edu.ec\/sites\/default\/files\/2020-07\/enfoque_2018_12.pdf\">run dry<\/a> within the next few decades. The nation \u2013 and the Amazon region where oil is found \u2013 must seize the opportunity to begin planning for its next phase. If Ecuador responds to its current debt burden merely by accelerating Amazonian oil extraction (as it currently plans to do through a <a href=\"https:\/\/www.reuters.com\/business\/energy\/ecuador-planning-bids-oil-blocks-refinery-2022-minister-2021-11-19\/\">concession auction<\/a> in late 2022), it will only create future economic pain once the oil has been depleted.<\/p>\n<p>Similarly, if Ecuador implements austerity, thereby limiting its conservation investments, it will allow the Amazon to be damaged by oil production, threatening ecosystems and biodiversity, and limiting its resilience and potential for more sustainable, post-petroleum uses.<\/p>\n<blockquote><p>If Ecuador and China agree to reorient public finance toward long-term resilience of the Ecuadorian Amazon, they can begin to build a post-petroleum future for the country, one based on the sustainable development of its vast natural resources<\/p><\/blockquote>\n<p>Our recent debt-for-nature <a href=\"https:\/\/repositorio.uasb.edu.ec\/bitstream\/10644\/7839\/1\/Larrea%20C-Ramos%20J-CON-032-Propuesta%20canje%20deuda.pdf\">proposal<\/a> takes this post-petroleum vision as its starting point, outlining two potential avenues for action.<\/p>\n<p>One route would allow for an overall decrease in national oil production and aims to cut Ecuadorian deforestation by nearly half in the next decade. Our proposal outlines how this could save approximately 200,000 hectares of Amazon rainforest and avoid as much as 117 million tonnes of carbon dioxide emissions, in exchange for a reduction of US$440 million in Ecuador\u2019s debt to China, or about <a href=\"https:\/\/www.finanzas.gob.ec\/https-wwwdeuda-publica-nueva-metodologia\/\">10%<\/a> of what Ecuador currently owes the Asian nation.<\/p>\n<p>A smaller, more targeted avenue for conservation action would repurpose US$19.2 million in Ecuadorian debt obligations to China, in order to support research at the Universidad Regional Amaz\u00f3nica Ikiam, an institute located in the Amazon, and expand the Colonso Chalupas reserve that surrounds it. This university was founded in 2014 with <a href=\"https:\/\/www.gobernacionnapo.gob.ec\/new\/ikiam-construira-dos-edificios-nuevos\/\">cooperation<\/a> from a Chinese company, and stands as a symbol of shared commitment to biodiversity conservation, nurturing a special focus on conservation research and action. This proposal would support improvements in university conservation research capabilities and strategic cooperation with Chinese conservation researchers, as well as deepening conservation activities and research in the Colonso Chalupas reserve. Critically, it would also support the development of sustainable livelihoods in collaboration with neighbouring communities, most of whom are Kichwa Indigenous peoples.<\/p>\n<figure id=\"attachment_50906\" aria-describedby=\"caption-attachment-50906\" style=\"width: 400px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/50074-how-costa-rica-deforestation-millions-for-conservation\/\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-50906\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/02\/2AEAK47_1-1440x720-1.jpeg\" alt=\"aerial view of a boat on a river in the middle of vegetation\" width=\"400\" height=\"200\" \/><\/a><figcaption id=\"caption-attachment-50906\" class=\"wp-caption-text\"><strong>Read more: <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/50074-how-costa-rica-deforestation-millions-for-conservation\/\">How Costa Rica reversed deforestation and raised millions for conservation<\/a><\/strong><\/figcaption><\/figure>\n<p>The government of Ecuador has shown great interest in pursuing debt-for-nature deals, having proposed them as a way to help fund <a href=\"https:\/\/www.prnewswire.com\/news-releases\/ecuador-ratified-the-creation-of-the-new-galapagos-marine-reserve-announced-at-cop26-301461507.html\">an expanded marine reserve<\/a> around the Gal\u00e1pagos Islands announced at the <a href=\"http:\/\/stage.dialogochino.net\/en\/climate-energy\/48038-cop26-latin-america-unveils-new-climate-commitments\/\">COP26<\/a> climate conference in Glasgow last year. It has also previously explored innovative finance for conservation, such as the <a href=\"http:\/\/stage.dialogochino.net\/en\/extractive-industries\/1152-yasuni-a-silent-investment\/\">Yasun\u00ed Initiative<\/a>, which proposed keeping oil in the ground beneath an Amazonian national park in exchange for payments from richer nations. Launched in 2007, the plan was, however, abandoned in 2013 after attracting limited funding, and <a href=\"http:\/\/stage.dialogochino.net\/en\/extractive-industries\/6562-drilling-in-yasuni-national-park-begins-amid-uncertainty\/\">drilling began<\/a> in 2016.<\/p>\n<p>But now, unlike previous efforts for biodiversity finance, Ecuador has a partner in China that is willing to consider debt renegotiations and shared conservation goals. Early in the Covid-19 pandemic, China <a href=\"https:\/\/www.elcomercio.com\/actualidad\/negocios\/ecuador-reestructuracion-deuda-china-renegociacion.html\">rescheduled<\/a> nearly US$900 million in Ecuadorian debt payments. Furthermore, China has shown that it wants to take a global leadership role in biodiversity finance: China\u2019s new <a href=\"http:\/\/stage.dialogochino.net\/en\/climate-energy\/50521-kunming-fund-biodiversity-china-what-expect\/\">Kunming Biodiversity Fund<\/a> \u2013 announced as it hosted the COP15 biodiversity conference in October \u2013 was established for just this type of opportunity.<\/p>\n<p>Ecuador and China find themselves at a crossroads with much in common, including interests in biodiversity, an understanding of the need for a post-petroleum global economy, and of the shared necessity to renegotiate short-term debt payment obligations. Debt-for-nature swap proposals are an opportunity to turn this moment into the foundation of a future economic relationship built not on petroleum and debilitating debt, but on sustainable uses of renewable natural resources.
