{"id":50379458,"date":"2023-09-14T11:57:57","date_gmt":"2023-09-14T10:57:57","guid":{"rendered":"https:\/\/dialogochino.net\/?p=379458"},"modified":"2024-04-18T15:29:22","modified_gmt":"2024-04-18T15:29:22","slug":"379458-opinion-china-can-play-a-role-in-a-post-oil-ecuador","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/business\/379458-opinion-china-can-play-a-role-in-a-post-oil-ecuador\/","title":{"rendered":"Opinion: China can play a role in a post-oil Ecuador"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Last month, Ecuadorians <a href=\"https:\/\/apnews.com\/article\/amazon-ecuador-oil-drilling-referendum-yasuni-5c72a325755976c47a3ec138bdab8537\">voted to end<\/a> oil production in the Yasun\u00ed National Park, one of the world\u2019s richest biodiversity <a href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0008767\">hotspots<\/a>.<\/p>\n\n\n\n<p>The historic referendum came alongside the country\u2019s general elections, which will now see two presidential candidates with <a href=\"https:\/\/www.expreso.ec\/actualidad\/elecciones-2023-consulta-yasuni-cierne-papeleta-presidencial-164796.html\">different<\/a> <a href=\"https:\/\/www.eluniverso.com\/noticias\/economia\/yasuni-en-nuevo-gobierno-daniel-noboa-voto-por-dejar-de-explotar-ese-petroleo-luisa-gonzalez-contaba-con-esos-recursos-para-su-proyecto-nota\/\">outlooks<\/a> on the Yasun\u00ed matter head to a runoff this October. Whichever candidate prevails will face a core question for determining Ecuador\u2019s future: what is the country\u2019s future development strategy in a post-oil economy?<\/p>\n\n\n\n<p>How this question is answered will have important ramifications for the Ecuador-China relationship. To date, China has played an important role in Yasun\u00ed oil extraction, with Ecuador having <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/376867-ecuador-set-to-vote-on-banning-oil-projects-in-yasuni-national-park\/\">contracted<\/a> Chinese firms Sinopec and Chuanqing Drilling Engineering Company to carry out operations in the Yasun\u00ed-ITT oil block (also known as Block 43), though Ecuadorian state-owned PetroEcuador <a href=\"https:\/\/www.eppetroecuador.ec\/?p=162\">holds<\/a> the concession itself.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/Yasuni\u0301-ITT-Ecuador-oil-scaled.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/Yasuni\u0301-ITT-Ecuador-oil-scaled.jpg 2000w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2000px\" alt=\"An oil tanker on a bridge over water\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">An oil tanker drives through Ecuador\u2019s Yasun\u00ed National Park. (Image: Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/03\/Yasuni\u0301-ITT-Ecuador-oil-scaled.jpg\"\/><meta itemprop=\"contentSize\" content=\"678 KB\"\/><meta itemprop=\"height\" content=\"1333\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>More broadly, beyond Yasun\u00ed-ITT, Ecuador\u2019s oil reserves are <a href=\"https:\/\/www.usfq.edu.ec\/sites\/default\/files\/2020-07\/enfoque_2018_12.pdf\">expected<\/a> to last only a few more years.<\/p>\n\n\n\n<p>China\u2019s partnership with Ecuador need not end with oil. Indeed, having already sought to establish itself as a partner in conservation education in the Amazon, China could ensure its position in Ecuador\u2019s post-oil future.<\/p>\n\n\n\n<p>The Universidad Regional Amaz\u00f3nica Ikiam \u2013 an institution dedicated to conservation and sustainability research in Ecuador\u2019s Amazon region \u2013 was <a href=\"https:\/\/www.gobernacionnapo.gob.ec\/new\/ikiam-construira-dos-edificios-nuevos\/\">established<\/a> in 2013 with the participation of China CAMC Engineering, a Chinese state-owned builder. Among its endeavours is the management of the Colonso-Chalupas biological reserve that neighbours its campus in the city of Tena. Building capacity for institutions such as this will be key to nurturing sustainable regional economic activity.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50377246\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Raising sufficient funds will be an obstacle to expanding these efforts, given Ecuador\u2019s current debt stress. In 2022, the United Nations Development Progamme (UNDP) <a href=\"https:\/\/www.undp.org\/publications\/dfs-avoiding-too-little-too-late-international-debt-relief\">labelled<\/a> Ecuador among the 54 most debt-vulnerable countries, due to its high borrowing costs and existing debt levels.<\/p>\n\n\n\n<p>Earlier this year, the Debt Relief for a Green and Inclusive Recovery (DRGR) project \u2013 an initiative in which my organisation, Boston University Global Development Policy Center, participates \u2013 <a href=\"https:\/\/drgr.org\/our-proposal\/report-guaranteeing-sustainable-development\/\">called<\/a> for a \u201cNew Common Framework\u201d for major global debt relief that would include Ecuador. This would involve immediate debt restructuring and exchanging old bonds for new Brady-type bonds with easier repayment terms, the proceeds of which can be used to support progress towards national sustainable development commitments, such as the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/364765-escazu-at-2-the-key-challenges-for-the-landmark-environmental-treaty\/\">Escaz\u00fa Agreement<\/a>, which Ecuador has ratified and <a href=\"https:\/\/www.ambiente.gob.ec\/ecuador-presento-los-avances-del-proceso-de-implementacion-del-acuerdo-de-escazu\/\">continues<\/a> to work toward implementing.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">Brady bonds<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>In the 1990s, the Brady bonds, named after former US Treasury Secretary Nicholas Brady, saw private creditors provide debt relief in exchange for bonds with greater assurance of collectability. They allowed countries to repay foreign bank loans, and helped to ease the 1980s Latin American debt crisis.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>China has already participated in significant debt restructuring with Ecuador, such as the agreement in 2022 to <a href=\"https:\/\/www.primicias.ec\/noticias\/economia\/ecuador-acuerdo-deuda-china\/\">postpone<\/a> over US$1 billion in debt payments until 2025. However, when that time comes, it will be important to establish a more permanent debt resolution, considering Ecuador may not be able to fall back on oil revenue for debt repayment. One way to design such an arrangement could be a <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/50895-debt-for-nature-swaps-china-ecuador-conservation\/\">debt-for-nature swap<\/a>, in which part of Ecuador\u2019s debt repayment obligations would be converted into longer-term, more affordable commitments to fund and expand conservation efforts in partnership with China. In fact, vice-presidential candidate Andr\u00e9s Arauz\u00a0<a href=\"https:\/\/dusselpeters.com\/CECHIMEX\/20220209_1_CECHIMEX_Canje_de_deuda_por_naturaleza_con_China_Arauz_Larrea_Ramos.pdf\">co-authored<\/a> a recent academic study exploring the potential for just such a debt swap with China, which would help to expand the Colonso-Chalupas reserve and Ikiam\u2019s capacity to manage it.\u00a0<\/p>\n\n\n\n<p>Such deals are not new to Ecuador. Earlier this year, Ecuador <a href=\"https:\/\/www.reuters.com\/world\/americas\/ecuador-seals-record-debt-for-nature-swap-with-galapagos-bond-2023-05-09\/\">entered<\/a> into the largest ever marine debt swap, converting US$1.6 billion in bonds into US$323 million in obligations to establish and manage the Gal\u00e1pagos Life Fund, which will help to guarantee conservation of this unique ecosystem. The Inter-American Development Bank and the United States International Development Finance Corporation <a href=\"https:\/\/www.iadb.org\/en\/news\/ecuador-completes-worlds-largest-debt-nature-conversion-idb-and-dfc-support\">provided<\/a> insurance on this arrangement, allowing Ecuador to re-purchase the debt at better terms.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50050895\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>This type of arrangement can free up resources for sustainable development projects, but also carry significant risks if they are not accompanied by broader debt relief. For example, bond ratings agencies typically <a href=\"https:\/\/www.omfif.org\/2023\/08\/how-debt-for-nature-swaps-can-affect-sovereign-credit\/\">downgrade<\/a> a country\u2019s credit rating, as the swap is seen as a type of default or \u201cdistressed exchange\u201d. Thus, debt-for-nature swaps can make it more difficult for countries to renegotiate other debt or raise additional resources. It is vital for Ecuador that other creditors \u2013 such as China \u2013 work to resolve debts to them simultaneously, so Ecuador is not left in a worse position. China\u2019s existing debt payment suspensions are a crucial first step. Planning to convert those obligations to joint conservation commitments after 2025 could be one way to preserve the Ecuador-China partnership in the long term.<\/p>\n\n\n\n<p>For over a decade, China has been Ecuador\u2019s most important international partner in developing hydrocarbons in the Amazon. That chapter looks to be coming to a close. Ecuador will need international partners to support its vision for a more sustainable Amazon.
