Droughts, floods and heatwaves in places as disparate as <a href=\"https:\/\/www.amnesty.org\/en\/documents\/asa33\/6823\/2023\/en\/\">Pakistan<\/a>, <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/apr\/26\/weather-tracker-heavy-rainfall-flooding-death-east-africa\">Kenya<\/a> and <a href=\"https:\/\/www.reuters.com\/business\/environment\/how-climate-change-made-chiles-wildfires-so-deadly-2024-02-06\/\">Chile<\/a> are becoming impossible to ignore.<\/p>\n\n\n\n<p>This month, extreme weather struck Brazil, with devastating <a href=\"https:\/\/www.theguardian.com\/environment\/article\/2024\/may\/06\/weather-tracker-torrential-rainstorms-cause-death-and-destruction-in-brazil\">floods<\/a> in the southernmost state of Rio Grande do Sul. Harrowing pictures show the submerged historical centre of state capital Porto Alegre. Some residents were rescued using small boats and jet skis, while others remained stranded on rooftops as their belongings were swept away. <\/p>\n\n\n\n<p>The damage has crippled vital infrastructure, including bridges, overpasses and the region\u2019s largest international airport. The state government\u2019s initial reconstruction <a href=\"https:\/\/edition.cnn.com\/2024\/05\/10\/weather\/brazil-rain-floods-scli-intl\/index.html\">estimate<\/a> is in the region of BRL <a href=\"https:\/\/edition.cnn.com\/2024\/05\/10\/weather\/brazil-rain-floods-scli-intl\/index.html\">19 billion<\/a> (USD 3.7 billion), although this figure was <a href=\"https:\/\/congressoemfoco.uol.com.br\/area\/congresso-nacional\/tragedia-no-rs-representa-15-dos-recursos-emergenciais-liberados-em-24-anos\/\">extrapolated<\/a> from a much smaller weather event in 2023, and could be underestimated. But as the water slowly subsides, it has become clear that rebuilding the state will require massive effort. In the face of the destruction, state governor Eduardo Leite <a href=\"https:\/\/noticias.uol.com.br\/ultimas-noticias\/agencia-estado\/2024\/05\/05\/eduardo-leite-reforca-pedido-de-um-plano-marshall-para-catastrofe-no-rs.htm\">called<\/a> for a Rio Grande do Sul \u201cMarshall Plan\u201d, referencing the massive mobilisation of finance and support to rebuild Europe in the aftermath of World War II.<\/p>\n\n\n\n<p>Leite\u2019s strong statement highlights the need for developing countries to pursue bold action to recover from climate-related disasters. The evoking of the plan may serve as a useful heuristic for a collective reconstruction effort, but today, something very different will be required in comparison to 1948. In the face of <a href=\"https:\/\/www.correiobraziliense.com.br\/politica\/2024\/05\/6860168-oposicao-acusa-governo-de-uso-eleitoral-da-crise-no-rs.html\">outcry<\/a> from opposition parties and <a href=\"https:\/\/www.gazetadopovo.com.br\/economia\/risco-de-farra-fiscal-com-medidas-de-ajuda-ao-rs-preocupa-economistas\/\">criticism<\/a> from Brazil\u2019s fiscal hawks, the government must remain steadfast \u2013 and go further.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-road-ahead-for-sustainable-reconstruction\">The road ahead for sustainable reconstruction<\/h2>\n\n\n\n<p>Since President Luiz In\u00e1cio Lula da Silva began his third term, Brazil has <a href=\"https:\/\/www.euronews.com\/green\/2023\/01\/03\/lula-tells-cop27-brazil-is-back-as-he-vows-to-end-deforestation-in-the-amazon\">emphasised<\/a> its role in the climate transition in international forums and speeches. Though this discourse has been <a href=\"https:\/\/www12.senado.leg.br\/radio\/1\/noticia\/2024\/05\/15\/secretaria-nacional-de-mudanca-climatica-apresenta-acoes-do-governo-em-comissao\">echoed<\/a> at times in domestic politics, the government\u2019s climate actions have been <a href=\"https:\/\/dialogue.earth\/en\/climate\/386760-lulas-first-year-sees-mixed-results-on-climate-and-environment\/\">inconsistent<\/a>.<\/p>\n\n\n\n<p>As both an unprecedented tragedy, and a mirroring of the many climate-triggered emergencies happening worldwide, the floods in Rio Grande do Sul require decisive government action. The immediate human costs must be mitigated, then the state rebuilt in a climate-resilient fashion. Here, we propose a roadmap for such a rebuild.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-1-move-past-austerity-nbsp\">1. Move past austerity &nbsp;<\/h2>\n\n\n\n<p>Stepping away from fiscal austerity is the first action a developing country should take in the event of a climate-related tragedy. There has been an overarching post-pandemic trend of countries <a href=\"https:\/\/www.project-syndicate.org\/commentary\/austerity-returns-threatening-recovery-and-billions-of-people-by-isabel-ortiz-and-matthew-cummins-2022-12\">embracing<\/a> austerity, despite <a href=\"https:\/\/www.lse.ac.uk\/granthaminstitute\/publication\/finance-for-climate-action-scaling-up-investment-for-climate-and-development\/\">immense<\/a> investment needs. The Lula government has made efforts to signal financial prudence, <a href=\"https:\/\/www.globalpolicywatch.com\/2023\/08\/brazils-new-fiscal-framework-approved-by-congress\/\">approving<\/a> a New Fiscal Framework (NAF) in its first year. The framework fixed a primary budgetary surplus goal, which limits the growth of fiscal spending by linking it to fiscal revenue. The government originally <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-12-20\/brazil-congress-gets-haddad-closer-to-zero-2024-fiscal-deficit\">promised<\/a> to reach \u201cfiscal zero\u201d in 2024 and achieve surpluses in the following years, all while relaunching social programmes, promoting wage growth and keeping investment afloat. Reconstruction will require extra budgetary funds, and this means removing such costs from yearly fiscal targets; the NAF already includes large-impact disasters in its list of yearly fiscal target exemptions. However, both government and parliament should agree on a long-term interpretation of this provision regarding reconstruction, to safeguard much-needed infrastructure investment<strong>.<\/strong> Many developing countries are <a href=\"https:\/\/www.bu.edu\/gdp\/2024\/04\/14\/defaulting-on-development-and-climate-debt-sustainability-and-the-race-for-the-2030-agenda-and-paris-agreement\/\">facing<\/a> debt distress that jeopardises their ability to launch bold fiscal packages, but Brazil\u2019s current position is sustainable.<\/p>\n\n\n\n<p>With just six years to achieve the UN 2030 Sustainable Development Goals and Brazil\u2019s targets under the Paris Agreement, now is not the time for the country to double down on austerity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-2-mobilise-affordable-finance-nbsp\">2. Mobilise affordable finance &nbsp;<\/h2>\n\n\n\n<p>Secondly, Brazil needs to mobilise affordable finance for reconstruction from national and multilateral development banks. Mobilising resources through existing lines of credit and taking advantage of the Brazilian National Development Bank would be a good start, but more will be needed. Multilateral institutions could add another layer of financing, and the New Development Bank (NDB) of the BRICS bloc is already proving to be an interesting partner. Founded in 2015, it is still finding its footing on the international stage and has an <a href=\"https:\/\/www.ndb.int\/annual-report-2022\/\">excess<\/a> of available capital. The NDB \u2013 currently headed up by former Brazilian president Dilma Rousseff \u2013 just <a href=\"https:\/\/www.g20.org\/en\/news\/support-from-brics-ndb-is-to-allocate-brl-5-7-billion-to-the-state-of-rio-grande-do-sul\">pledged<\/a> USD 1.115 billion to Rio Grande do Sul\u2019s reconstruction, part of which will be <a href=\"https:\/\/x.com\/dilmabr\/status\/1790379240522764383\">distributed<\/a> by local banks. Within the current scenario of high long-term interest rates, many countries are <a href=\"https:\/\/www.bu.edu\/gdp\/2024\/04\/14\/preventing-a-default-on-development-and-climate-how-debt-relief-can-support-development-efforts-for-over-1-billion-people\/\">facing<\/a> steep borrowing costs in private markets, exceeding their repayment capacity. National and multilateral development banks therefore have a key role to play in ensuring developing countries can recover and build resilience without impairing their debt sustainability.<\/p>\n\n\n\n<p>Efforts are being made in this area. After a federal deputy from Rio Grande do Sul, Fernanda Melchionna, proposed a <a href=\"https:\/\/www.camara.leg.br\/proposicoesWeb\/fichadetramitacao?idProposicao=2432000\">bill<\/a> granting extensive federal debt relief to the state, on 17 May, a <a href=\"https:\/\/agenciabrasil.ebc.com.br\/politica\/noticia\/2024-05\/lula-sanciona-lei-que-suspende-divida-do-rs-com-uniao-por-tres-anos\">compromise<\/a> was reached: Rio Grande do Sul\u2019s debt payments have been suspended for 36 months. This will allow resources to be channelled towards investments, hopefully following the environment ministry\u2019s climate change mitigation and adaptation guidelines, in collaboration with technical bodies and civil society. Additionally, ministries are <a href=\"https:\/\/agenciabrasil.ebc.com.br\/politica\/noticia\/2024-05\/governo-anuncia-r-509-bilhoes-em-medidas-para-o-rio-grande-do-sul\">coordinating<\/a> to present proposals to the state; the finance ministry has already pledged an initial BRL 50 billion (USD 10 billion) for reconstruction.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-3-plan-for-the-future-nbsp-nbsp\">3. Plan for the future&nbsp; &nbsp;<\/h2>\n\n\n\n<p>Third, it is crucial for the government to adopt a long-term view and build resilience for possible future shocks. The most recent public procurement law <a href=\"https:\/\/www.planalto.gov.br\/ccivil_03\/_ato2019-2022\/2021\/lei\/l14133.htm\">allows<\/a> for federal and local governments to acquire goods and services based on technical aspects, rather than just the cost. Prioritise green construction&nbsp; &nbsp;<\/h2>\n\n\n\n<p>Fourth, as much as possible, countries undertaking reconstruction efforts should prioritise green industry and local production chains. This would foster climate change resilience that can overcome, for example, disruptions in global supply chains.<\/p>\n\n\n\n<p>Brazil has joined global efforts in green industrialisation and its most <a href=\"https:\/\/www.gov.br\/planalto\/en\/latest-news\/2024\/01\/brazil-launches-new-industrial-policy-with-development-goals-and-measures-up-to-2033\">recent<\/a> industrial policy aims to cultivate global leadership in green production, including tapping into the country\u2019s potential for green <a href=\"https:\/\/www.e3g.org\/publications\/raising-ambition-steel-decarbonisation-2023-steel-policy-scorecard\/\">steel<\/a> and <a href=\"https:\/\/greenfinancelac.org\/resources\/news\/ifc-helps-promote-the-decarbonization-of-the-cement-sector-in-brazil\/\">cement<\/a>. In this sense, a small adjustment in construction procurement guidelines that gives priority to \u201cgreener\u201d providers can guarantee demand and generate incentives towards the decarbonisation of basic manufacturing. Such initiatives can contribute to the alignment between natural resource endowments, reindustrialisation goals and sustainability imperatives.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-5-build-an-institutional-legacy-nbsp-nbsp\">5. Build an institutional legacy&nbsp; &nbsp; <\/h2>\n\n\n\n<p>Finally, adequately responding to climate emergencies is, above all, a political challenge. It is worth remembering that the Marshall Plan\u2019s massive fund for reconstructing Europe was matched by efforts in institutional building \u2013 for example, the <a href=\"https:\/\/www.worldbank.org\/en\/who-we-are\/ibrd\">creation<\/a> of the International Bank for Reconstruction and Development. This will prevent bureaucratic isolationism.<\/p>\n\n\n\n<p>Moreover, the creation of a dedicated council on reconstruction and climate resilience, composed of representatives from civil society, local governments, business groups and multilateral development banks, could enable the oversight and streamlining of the secretariat\u2019s work. Such a council might initially focus on Rio Grande do Sul, then serve as a framework to guide future emergency responses \u2013 and as a model for administrations domestically and globally.<\/p>\n\n\n\n<p>It is our hope that the response to this climate disaster can be something that positively shapes the future of not only Porto Alegre, but other cities and institutions for decades to come.<\/p>\n\n\n\n<p>Although the circumstances are now dire, no one should bet against Porto Alegre. The state capital is known for pioneering innovative modes of governance: in 1989, this southern city <a href=\"https:\/\/www.participatorybudgeting.org\/about-pb\/\">dared<\/a> to invent participatory budgeting. The innovation achieved international influence and became a beacon of hope for a more democratic future during the heyday of neoliberalism, when policy alternatives were narrowing.
