{"id":60020845,"date":"2024-05-29T11:39:39","date_gmt":"2024-05-29T10:39:39","guid":{"rendered":"https:\/\/dialogue.earth\/?post_type=opinion&#038;p=60020845"},"modified":"2024-06-05T12:23:38","modified_gmt":"2024-06-05T11:23:38","slug":"securing-biodiversity-by-curbing-militarisation-in-the-himalayas","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/nature\/securing-biodiversity-by-curbing-militarisation-in-the-himalayas\/","title":{"rendered":"Opinion: Securing biodiversity by curbing militarisation in the Himalayas"},"content":{"rendered":"\n<p>The Himalayan region, with unresolved border disputes involving Afghanistan, Pakistan, India, China and Bhutan has seen extensive deployment of military personnel and related infrastructure. <\/p>\n\n\n\n<p>According to the <a href=\"https:\/\/www.unep.org\/news-and-stories\/story\/rooting-environment-times-conflict-and-war#:~:text=%E2%80%9CProtecting%20the%20environment%20before%2C%20during,UNEP's%20Head%20of%20Environmental%20Peacebuilding.\">UNEP<\/a>, the environment \u201ccontinues to be the silent victim of armed conflicts worldwide\u201d. This is particularly evident on the Tibetan plateau, where escalating tensions over the Line of Actual Control (LAC) between India and China have had severe consequences.<\/p>\n\n\n\n<p>After a clash between Indian and Chinese troops in <a href=\"https:\/\/pib.gov.in\/PressReleaseIframePage.aspx?PRID=1655521\">June 2020<\/a> in the Galwan Valley, India <a href=\"https:\/\/www.thehindu.com\/news\/national\/iaf-airlifted-over-9000-tonnes-during-initial-phase-of-standoff-in-eastern-ladakh\/article67190582.ece\">deployed<\/a> over 68,000 troops, 330 infantry vehicles and more than 90 tanks. <a href=\"https:\/\/pib.gov.in\/PressReleaseIframePage.aspx?PRID=1989502\">Large-scale infrastructure projects<\/a> have also been built including bridges, roads and helipads. <\/p>\n\n\n\n<p>Things are less clear on the Chinese side, but <a href=\"https:\/\/ssi.armywarcollege.edu\/SSI-Media\/Recent-Publications\/Display\/Article\/3735300\/a-baseline-assessment-of-the-pla-armys-border-reinforcement-operations-in-the-a\/#:~:text=By%20the%20end%20of%202020,20%20miles%20behind%20the%20LAC.\">one report claimed<\/a> that, along with a large deployment of border-defence companies, the People\u2019s Liberation Army (PLA) has also mobilised additional conventional combat forces.<\/p>\n\n\n\n<p>Understandably, this heavy military presence has raised fears of a future conflict, but less remarked upon are the severe effects these changes are already having on people and environment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-stripped-of-land-severed-from-cultural-networks\">Stripped of land, severed from cultural networks<\/h2>\n\n\n\n<p>There is little information about what is happening on the Chinese side of the disputed eastern region (called Arunachal Pradesh by India and contested by China). <a href=\"https:\/\/www.thehindu.com\/news\/national\/other-states\/arunachal-villagers-fight-to-save-sacred-forest-from-bro-road-project\/article65878768.ece\">Villagers<\/a> in West Kameng district have fiercely protested the destruction of over 80% of a 36 sq km sacred forest by the Border Roads Organisations (BRO) without prior consultation, to make way for a road. This <a href=\"https:\/\/arunachalobserver.org\/2023\/05\/26\/endangered-red-panda-spotted-in-tawang\/\">community-managed forest<\/a> was home to the endangered <a href=\"https:\/\/www.iucnredlist.org\/species\/714\/110023718\">red panda<\/a>.<\/p>\n\n\n\n<p>Similarly, <a href=\"https:\/\/arunachaltimes.in\/index.php\/2018\/06\/13\/dollungmukh-protests-demands-shifting-of-iaf-base\/\">the people of Dolyngmukh in Kamle district<\/a> staged a large protest, demanding the Indian Air Force base move its practice bombing zone, alleging that indiscriminate bombing had killed livestock, destroyed vegetation and injured villagers. <a href=\"https:\/\/arunachal24.in\/arunachal-public-protest-demanding-stop-of-bombing-practice-and-shifting-of-iaf-bombing-zone\/\">Social activist Bini Ranjan<\/a> described the practice as \u201cwar-like\u201d and that locals feared for their lives.&nbsp;<br><br>It is not as if the Indian government is unaware of the environmental impact of such practices. The Wildlife Institute of India conducted an <a href=\"https:\/\/wii.gov.in\/images\/images\/documents\/publications\/rr_2023_MTFFR_Ladakh.pdf\">environmental assessment<\/a> of the Mandal Thang Field Firing Range in Ladakh, on the western side of the LAC, just last year. Despite acknowledging the strategic significance of the site, it noted that ammunition waste had made the land dangerous for humans and animals, contaminating the water. It recommended environmental awareness training programmes for military officers in response. Despite these findings, the National Board for Wildlife <a href=\"https:\/\/ladakh.gov.in\/honble-lt-governor-brig-dr-bd-mishra-retd-chairs-meeting-of-9th-state-board-of-wildlife-of-ut-ladakh-board-members-give-clearance-to-25-projects-in-wildlife-areas-of-ladakh\/\">approved several projects<\/a> in the Changthang and Karakoram wildlife sanctuaries in Ladakh, in November 2023, without undertaking any environmental assessments, including diverting 1,259.25 hectares of land from the Changthang wildlife sanctuary for the Mahe Field Firing Range, to bolster defence infrastructure near the LAC.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"66288\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>The very presence of personnel and equipment in such an ecologically fragile area present challenges of their own. A <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s11356-022-19524-0\">March 2022 article<\/a> identified heavy vehicular pollution as a key contributor to black carbon, which accelerates the melting of Himalayan glaciers. Sonam Wangchuck, <a href=\"https:\/\/www.voanews.com\/a\/india-china-military-buildup-threatens-fragile-himalayan-ecosystems-\/7190915.html\">a Ladakhi environmentalist<\/a>, said \u201cthe Indian side alone emits approximately 300,000 tons of CO2 annually, considering the substantial amount of fuel transported and burned for military operations\u201d, with Chinese emissions \u201cslightly higher\u201d and Pakistani emissions slightly lower. Combined, he said, there were nearly 1 million tons of CO2 being released in the region.<\/p>\n\n\n\n<p>Although it is harder to assess what is happening on the Chinese side, large-scale deployment and military exercises also likely impact the region\u2019s ecology. For instance, in August 2021, <a href=\"https:\/\/www.globaltimes.cn\/page\/202108\/1232487.shtml\">the PLA Tibet Military Command<\/a> conducted joint exercises at an altitude of 4,700 metres, firing thousands of munitions, including mortar shells, rifles, grenades and rockets and involved dozens of tanks and infantry fighting vehicles.<\/p>\n\n\n\n<p>Communities caught in between these militarised Himalayan zones have historically enjoyed free flow of trade and cultural exchange. But in the post-colonial era, the Indigenous people of these lands \u2013 the rightful owners of the land and its resources \u2013 have become a source of friction between India and China.<\/p>\n\n\n\n<p><a href=\"https:\/\/southasianvoices.org\/assessing-the-human-impact-of-the-india-china-border-dispute\/#:~:text=In%20the%20last%20few%20years,troops%20clashed%20in%20Galwan%20valley.\">The Changpa community<\/a> has been prevented from accessing its traditional grazing grounds in the west of the LAC. The <a href=\"https:\/\/www.jstor.org\/stable\/90017668\">Mishmi<\/a> tribal community in the east has lost cultural ties with their sub-group on the other side of the LAC since 1962.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/India-Ladakh-Changpa-nomad-flock-sheep_Alamy_F5BMHJ.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/India-Ladakh-Changpa-nomad-flock-sheep_Alamy_F5BMHJ-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/India-Ladakh-Changpa-nomad-flock-sheep_Alamy_F5BMHJ-1024x683.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/India-Ladakh-Changpa-nomad-flock-sheep_Alamy_F5BMHJ.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"A shepherd tends to a flock of sheep in grassland, snowy mountains in the distance\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">The Changpa shepherds have traditionally grazed their sheep along the areas now defined as the Line of Actual Control between India and China (Image: Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/05\/India-Ladakh-Changpa-nomad-flock-sheep_Alamy_F5BMHJ.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-diplomatic-efforts-offer-hope\">Diplomatic efforts offer hope <\/h2>\n\n\n\n<p>Yet, hope remains. Biodiversity protection could help curb militarisation and its damaging effects on people and wildlife. In April 2023, China adopted the <a href=\"https:\/\/npcobserver.com\/legislation\/qinghai-tibet-plateau-ecological-conservation-law\/\">Qinghai-Tibet Plateau Ecological Protection Law<\/a>, promoting conservation and protection of the plateau.<\/p>\n\n\n\n<p>Similarly, in India, the Supreme Court passed <a href=\"https:\/\/www.livelaw.in\/top-stories\/statesuts-must-follow-definition-of-forest-given-by-godavarman-judgment-till-forests-are-identified-as-per-2023-rules-supreme-court-249897\">an interim order<\/a> in February 2024 regarding the Forest (Conservation) Amendment Act, 2023, which initially excluded forests \u201csituated within 100 km of international borders or LAC from protection. While the final order is pending, the court has urged the government to pay attention to all forests.<\/p>\n\n\n\n<p>These incremental legal steps could mitigate the ecological degradation caused by militarisation and help reduce tensions. Ecosystem services specialist, Sunita Chaudhary, from the International Centre for Integrated Mountain Development (ICIMOD) <a href=\"https:\/\/www.icimod.org\/press-release\/scientists-declared-the-hindu-kush-himalaya-a-biosphere-on-the-brink\/\">declared recently<\/a> that ecological decline in the Himalayas is \u201cso advanced and accelerating so fast they now pose a threat to the lives of not just animals and plant life, but also human societies\u201d. Maharaj K Pandit, a scholar of Himalayan ecology, <a href=\"https:\/\/www.nature.com\/articles\/d41586-020-01809-4\">argues<\/a> that \u201cDiplomacy is their only hope\u201d.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Even the demilitarised zone between North and South Korea has become a unique nature sanctuary.<\/blockquote><cite class=\"block--pull-quote__cite\">Opangmeren Jamir<\/cite><\/div><\/div>\n\n\n\n<p>Establishing <a href=\"https:\/\/portals.iucn.org\/library\/efiles\/documents\/PAG-023.pdf\">transboundary conservation<\/a> areas holds promising prospects, as the border landscape between India and China is one of the world&#8217;s most biodiverse, hosting four of the 36 global biodiversity hotspots. Evidence shows that transboundary conservation areas can lead to better biodiversity conservation, improved ecosystem services and the promotion of international peace and cooperation.<\/p>\n\n\n\n<p>While this may sound radical, India and China have precedent for such cooperation. In September 1993, the two countries signed a <a href=\"https:\/\/www.mea.gov.in\/Portal\/LegalTreatiesDoc\/CH93B2241.pdf\">bilateral agreement on the environment<\/a> during the then Indian Prime Minister PV Narashimha Rao\u2019s visit to Beijing.<\/p>\n\n\n\n<p>Other tense border regions have also successfully implemented transboundary protected areas, including the <a href=\"https:\/\/www.taylorfrancis.com\/chapters\/edit\/10.4324\/9780203109793-38\/peru-ecuador-peace-park-one-decade-peace-settlement-yolanda-kakabadse-jorge-caillaux-juan-dumas\">Condor-Kutuku Peace Park<\/a>, between Ecuador and Peru despite their own decades-long border dispute. Another example is the Kgalagadi Transfrontier Park between South Africa and Botswana, founded in 2000. Even the demilitarised zone between <a href=\"https:\/\/www.jstor.org\/stable\/24916002\">North and South Korea<\/a> has become a unique nature sanctuary.<\/p>\n\n\n\n<p>In an <a href=\"https:\/\/www.narendramodi.in\/prime-minister-narendra-modi-s-interview-to-newsweek-581292\">interview with <em>Newsweek<\/em><\/a>, Indian Prime Minister Narendra Modi said \u201cStable and peaceful relations between India and China are important not just for our two countries but the entire region and world.\u201d He added \u201cthat through positive and constructive bilateral engagement at the diplomatic and military levels, we will be able to restore and sustain peace and tranquillity in our borders.\u201d Reacting to the Prime Minister\u2019s statement, <a href=\"https:\/\/www.fmprc.gov.cn\/eng\/xwfw_665399\/s2510_665401\/2511_665403\/202404\/t20240411_11280341.html\">China said<\/a>: \u201cWe hope that India will work with China\u2026and seek to handle differences appropriately to put the relationship on a sound and stable track.\u201d&nbsp;<\/p>\n\n\n\n<p>These recent reciprocal and positive gestures raise hopes that preserving biodiversity in the Himalayas will become a diplomatic priority for India and China, potentially leading to a more peaceful and ecologically stable region.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Militarisation and unresolved border disputes in the Himalayas threaten biodiversity, disrupt communities and accelerate environmental degradation<\/p>\n","protected":false},"featured_media":60021007,"comment_status":"closed","ping_status":"closed","template":"","categories":[764],"tags":[511,13887,20000022,50040707],"country":[20000115,20027489,20000110,20000111,20000112],"class_list":["post-60020845","opinion","type-opinion","status-publish","has-post-thumbnail","hentry","category-nature","tag-biodiversity","tag-conflict","tag-himalayas","tag-the-third-pole","country-afghanistan","country-bhutan","country-china","country-india","country-pakistan"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) -
