{"id":60041542,"date":"2024-07-12T14:53:34","date_gmt":"2024-07-12T13:53:34","guid":{"rendered":"https:\/\/dialogue.earth\/?p=60041542"},"modified":"2024-07-12T17:09:11","modified_gmt":"2024-07-12T16:09:11","slug":"opinion-is-the-chinese-market-hungry-for-carbon-neutral-beef","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/business\/opinion-is-the-chinese-market-hungry-for-carbon-neutral-beef\/","title":{"rendered":"Opinion: Is the Chinese market hungry for \u2018carbon-neutral\u2019 beef?"},"content":{"rendered":"\n<p>In late March 2023, days before Brazilian president Luiz In\u00e1cio Lula da Silva <a href=\"https:\/\/dialogue.earth\/en\/climate\/367582-lula-visits-china-four-outcomes-for-the-environment\/\">visited China<\/a>, China <a href=\"https:\/\/www.aljazeera.com\/economy\/2023\/3\/23\/china-lifts-brazilian-beef-import-ban-ahead-of-lulas-visit\">resumed<\/a> its beef imports from Brazil, lifting a temporary ban due to an earlier discovery of a case of mad cow disease. Brazil quickly bounced back as the top exporter of beef to China, a country hungry for it.<\/p>\n\n\n\n<p>With the continuous growth of China\u2019s economy and population, its urbanisation, and increasing income levels, there has been an increased demand for high-protein foods. Among these, beef has become a highly sought-after delicacy. Since 2012, China has transitioned from a net exporter to a net importer of beef, primarily <a href=\"https:\/\/ahdb.org.uk\/news\/beef-market-update-brazil-s-production-grows-as-prices-support-trade#:~:text=China%20remains%20the%20most%20important%20trading%20partner%20for%20Brazil%2C%20at,peak%20of%2060%25%20in%202022.\">relying<\/a> on countries like Brazil.<\/p>\n\n\n\n<p>However, this delectable choice comes with significant environmental impacts. Beef production is an industry that emits significant amounts of greenhouse gases (GHG). Worldwide, livestock and manure emissions contribute to roughly a third of agricultural GHG emissions, mainly in the form of methane. In Brazil, livestock farming is a major contributor to the destruction of the Amazon rainforest, one of the world\u2019s <a href=\"https:\/\/www.worldwildlife.org\/stories\/the-amazon-in-crisis-forest-loss-threatens-the-region-and-the-planet\">largest carbon sinks<\/a>.<\/p>\n\n\n\n<p>Some major beef-producing countries such as Brazil, Uruguay, and Australia have begun introducing certifications for \u201ccarbon-neutral\u201d beef, which means the producers are deemed to have undertaken sufficient carbon offsetting measures. Such certifications can create new markets and offer a potential path for supporting carbon neutrality in agriculture and livestock. As the world\u2019s top beef importer, accounting for around a third of global beef imports, China adopting carbon-neutral beef labelling could expand this nascent market and be a climate mitigation game-changer. Introducing such beef products into the Chinese market will need more consumer education, policy support, and investments.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-carbon-labelling-in-the-chinese-market\">Carbon labelling in the Chinese market<\/h2>\n\n\n\n<p>Carbon labelling for food and mutual recognition of standards in the Chinese market are gradually developing. China <a href=\"https:\/\/www.china-briefing.com\/news\/carbon-labeling-on-products-global-practice-and-implementation-in-china\/\">piloted<\/a> a carbon footprint label in 2018, and since 2020, the government has been <a href=\"http:\/\/www.scmp.com\/news\/china\/politics\/article\/3242619\/china-rolls-out-product-carbon-footprint-directive-bid-meet-global-standards-wary-steep-foreign\">developing<\/a> standards and plans for carbon labelling, particularly related to energy use.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"101498\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Currently, carbon-labelled foods mainly include rice and miscellaneous grains, fruits and vegetables, seafood, meat, and eggs, among other categories. However, the market size for these products is relatively small, mainly targeting more high-end consumers. Existing carbon labels fall into categories such as official Chinese carbon labels, regional carbon labels, domestic third-party carbon labels, and international third-party carbon labels. Labels vary in covering carbon disclosure, carbon neutrality, or items deemed to be \u201ccarbon negative\u201d.<\/p>\n\n\n\n<p>Regarding the recognition of carbon labels in the Chinese market, international experience shows that traceability systems and carbon neutrality certification have been <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S1364032115009132\">successful<\/a> in Europe and some other countries. In China, domestic certification bodies such as the China Environmental United Certification Center and international organisations like Carbon Trust have successfully registered with the State Administration for Market Regulation and have started <a href=\"https:\/\/www.carbontrust.com\/news-and-insights\/news\/the-carbon-trust-launches-carbon-footprint-label-in-china\">offering<\/a> \u201ccarbon-neutral\u201d labelling services. This trend provides favourable support for the entry of carbon-neutral-labelled beef products into the Chinese market.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-consumer-attitudes-and-willingness-to-pay-in-china\">Consumer attitudes and willingness to pay in China<\/h2>\n\n\n\n<p>Results from a <a href=\"https:\/\/www.mckinsey.com\/industries\/consumer-packaged-goods\/our-insights\/for-love-of-meat-five-trends-in-china-that-meat-executives-must-grasp\">2022 survey<\/a> of restaurant consumers in Beijing and Shanghai indicated that Chinese consumers generally have a positive attitude towards carbon labelling. But, as it true in <a href=\"https:\/\/www.bcg.com\/publications\/2023\/next-frontier-in-consumer-carbon-footprint-credits\">other countries<\/a>, there is a gap in their willingness to pay a premium for carbon-neutral\u2013labelled beef. Particularly among consumers in mid- to high-end restaurants, there is a disparity in the willingness to pay a premium for carbon-labelled beef, and some consumers <a href=\"https:\/\/www.fuqua.duke.edu\/duke-fuqua-insights\/larrick-food-energy\">underestimate<\/a> the carbon emissions of beef. In January 2022, Uruguay successfully <a href=\"https:\/\/www.tridge.com\/news\/uruguays-first-carbon-neutral-beef-exported-to-swi\">exported<\/a> its first batch of reportedly carbon-neutral beef to Switzerland. The beef is said to have undergone the strictest international standards review by Uruguay\u2019s carbon footprint certification and verification organisation LSQA, passed carbon neutrality inspections, and entered the European market. This indicates that carbon-label certification organisations in exporting countries following international standards have gained recognition in the consumer markets of importing countries.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-recommendations-and-prospects-for-the-chinese-market\">Recommendations and prospects for the Chinese market<\/h2>\n\n\n\n<p>The feasibility of introducing beef products labelled as \u201ccarbon-neutral\u201d into the Chinese market is promising, but the current market situation and challenges must be fully considered. To achieve this goal, actions can be taken in four main areas:<\/p>\n\n\n\n<p>\u2022 <strong>Strengthen communication with beef-producing countries<\/strong>. For example, working with government, corporate, and farming stakeholders in Brazil to help them understand the pathways to achieving carbon-neutral certification. Also key are providing these stakeholders with guidelines on how to improve Brazil\u2019s carbon-neutral product labelling system and mutual recognition standards.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50379742\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>\u2022 <strong>Establish a cross-border traceability system for beef product supply chains<\/strong>. Some states in Brazil are developing state-level traceability systems for carbon-neutral\u2013labelled beef, such as the <a href=\"https:\/\/www.climatepolicyinitiative.org\/publication\/brazilian-environmental-policies-and-the-new-european-union-regulation-for-deforestation-free-products-opportunities-and-challenges\/#:~:text=In%202021%2C%20the%20government%20of,areas%20without%20deforestation%20after%202008.\">Green Seal<\/a> in Par\u00e1 state and the <a href=\"https:\/\/dialogochino.net\/en\/agriculture\/379742-opinion-green-passport-can-promote-sustainable-china-brazil-beef-trade\/\">Green Passport<\/a> in Mato Grosso state. During a recent visit to Brazil in late 2023, I learned about the imminent launch of a national-level traceability system, the AgroBrasil+Sustent\u00e1vel platform. China should actively participate in discussions at the state and federal levels in Brazil to quickly establish an efficient national-level cross-border traceability system, ensuring the accuracy and transparency of agricultural product traceability information.<\/p>\n\n\n\n<p>\u2022 <strong>Strengthen outreach and education to raise consumer awareness<\/strong>. China needs to conduct targeted publicity and educational activities, including through media and social platforms, to increase consumer awareness of \u201ccarbon-neutral\u201d beef. Well designed and concise promotional materials highlighting the environmental value of carbon neutrality could help inspire consumers\u2019 willingness to support environmentally friendly products. China\u2019s Ministry of Education <a href=\"https:\/\/wwf.panda.org\/es\/?164232\/CHINA---National-Environment-Education-Guidelines\">recently mandated<\/a> environmental education guidelines for schools. There is also an opportunity for the Chinese government, universities and NGOs to help develop environmental education materials on \u201ccarbon-neutral\u201d beef for schools, thus cultivating consumer awareness of more sustainable consumption.<\/p>\n\n\n\n<p>\u2022 <strong>Provide financial support and tax incentives<\/strong>.
