{"id":60058647,"date":"2024-11-04T16:10:16","date_gmt":"2024-11-04T16:10:16","guid":{"rendered":"https:\/\/dialogue.earth\/?post_type=opinion&#038;p=60058647"},"modified":"2024-11-04T16:10:27","modified_gmt":"2024-11-04T16:10:27","slug":"analysis-pakistans-cop29-priorities","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/climate\/analysis-pakistans-cop29-priorities\/","title":{"rendered":"Analysis: Pakistan\u2019s COP29 priorities"},"content":{"rendered":"\n<p>With the latest UN climate conference fast approaching \u2013 <a href=\"https:\/\/cop29.az\/en\/home\">COP29<\/a> in Baku, Azerbaijan, 11-22 November \u2013 the government of Pakistan is gearing up to make its case before the world. Pakistani civil society organisations have also become involved, holding stakeholder consultations. One such meeting was convened in the week of 14 October by the <a href=\"https:\/\/issi.org.pk\/\">Institute of Strategic Studies<\/a>, to <a href=\"https:\/\/crss.pk\/pakistan-at-cop29-confronting-climate-change-on-the-world-stage\/\">highlight<\/a> the issues to be negotiated in Baku and mobilise support for climate action at home.<\/p>\n\n\n\n<p>Pakistan\u2019s ambitions for COP29 are high. The prime minister, Shehbaz Sharif, is likely to attend the high-level segment of the conference, although a formal decision is yet to be announced. The Pakistani delegation will comprise officials from the Ministry of Climate Change and the National Disaster Management Authority, with the Foreign Office participating in the negotiations. Officials representing the provinces and autonomous regions will also be there. Members of the parliamentary standing bodies on climate change are also likely to attend.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-matching-agendas-with-the-g77\">Matching agendas with the G77<\/h2>\n\n\n\n<p>For Pakistan, the key grouping at COP29 will be the <a href=\"https:\/\/www.g77.org\/doc\/\">G77<\/a>. This comprises the largest bloc of developing countries (including China) that are UN members. Pakistani officials will again support the G77\u2019s demand that the Global Goal on Adaptation actually meets the needs of developing countries, as laid out in their National Adaptation Plans.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">What is the Global Goal on Adaptation?<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>The Global Goal on Adaptation (<a href=\"https:\/\/unfccc.int\/topics\/adaptation-and-resilience\/workstreams\/gga\">GGA<\/a>) was established by the Paris Agreement in 2015. More specifically, it was established by Article 7 of the agreement, which is dedicated to climate change&nbsp;<a href=\"https:\/\/unfccc.int\/most-requested\/key-aspects-of-the-paris-agreement\">adaptation<\/a>:&nbsp;\u201cEnhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change in the context of the temperature goal of the Paris Agreement. It aims to significantly strengthen national adaptation efforts, including through support and international cooperation.\u201d<\/p>\n\n\n\n<p>The GGA triggered the&nbsp;Glasgow-Sharm el-Sheikh work programme, which gathered scientists, technology experts&nbsp;and reviewers to establish how best to achieve global climate change adaptation. This work programme started in 2021 and was concluded two years later, with the publication of the UAE&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/climate\/cop28-climate-action-lifeline-but-no-finish-line\/\">Framework for Global Climate Resilience at COP28<\/a>&nbsp;in Dubai.<\/p>\n\n\n\n<p>Multinational efforts to achieve the GGA\u2019s vision continue.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>In August 2023, Pakistan <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/National_Adaptation_Plan_Pakistan.pdf\">issued<\/a> a comprehensive, well-structured and ambitious National Adaptation Plan. It aims to enhance resilience to the impacts of climate change across sectors, including the agricultural-water nexus, urban resilience, pollution control and disaster risk management. The plan envisages adaptation to climate change becoming integrated into national policies and development strategies. Enhanced collaboration among government bodies, the private sector and civil society will enable this integration.<\/p>\n\n\n\n<p>The Loss and Damage Fund (<a href=\"https:\/\/unfccc.int\/loss-and-damage-fund-joint-interim-secretariat\">LDF<\/a>) was established during COP28, but it does not have a formal source of funding. Pakistan\u2019s COP29 delegation will therefore seek G77 support for an agreement on ensuring regular replenishment of the LDF. Pakistani officials will also continue to <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/Pakistan%27s%20Submission%20to%20TC-4.pdf\">stress the need<\/a> for its fund-approval procedures to be simpler and more user-friendly.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20124185\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Pakistani officials will back the common positions of developing nations, espoused by the G77\u2019s negotiations. But they are also likely to lobby delegates of developed countries and multilateral institutions that have funding allocations for climate-related projects. These resources could be used to implement Pakistan&#8217;s National Adaptation Plan. They could also support initiatives such as <a href=\"https:\/\/www.wwfpak.org\/our_work_\/recharge_pakistan_\/\">Recharge Pakistan<\/a>, and projects related to revitalising the Indus Basin, such as the <a href=\"https:\/\/www.livingindus.com\/\">Living Indus Initiative<\/a>.<\/p>\n\n\n\n<p>They will also remind their developed country partners of the aid pledges they made in the wake of the huge devastation caused by <a href=\"https:\/\/dialogue.earth\/en\/climate\/climate-scientists-explain-pakistans-unprecedented-floods\">Pakistan\u2019s country-wide floods in 2022<\/a>, which were attributed to climate change impacts. As of March, only about <a href=\"https:\/\/profit.pakistantoday.com.pk\/2024\/03\/06\/pakistan-gets-only-1-4bn-out-of-pledged-11bn-for-flood-relief\/\">10%<\/a> of these pledges had reportedly been honoured.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-finance-will-dominate-cop29\">Finance will dominate COP29<\/h2>\n\n\n\n<p>Finance is expected to take centre stage at COP29 \u2013 the Baku summit is already being referred to as the \u201cFinance COP\u201d. This is partially because it will focus on the New Collective Quantified Goal on Climate Finance (<a href=\"https:\/\/unfccc.int\/NCQG\">NCQG<\/a>).<\/p>\n\n\n\n<p>A development of 2015\u2019s Paris Agreement, the NCQG is intended to succeed an annual target of USD 100 billion in climate finance flows from developed countries to developing countries. That figure was established in 2009 and supposed to be met by 2020, but most analysis suggests only a <a href=\"https:\/\/www.oxfam.org\/en\/press-releases\/rich-countries-continued-failure-honor-their-100-billon-climate-finance-promise\">limited<\/a> amount of funding has actually been made available \u2013 despite claims to the contrary.<\/p>\n\n\n\n<p>In the meanwhile, the latest research shows that somewhere in the region of <a href=\"https:\/\/www.downtoearth.org.in\/climate-change\/up-to-68-trillion-required-till-2030-to-meet-climate-goals-of-developing-nations-unfccc\">USD 5-6.8 trillion<\/a> will be needed to fund climate action in developing nations to 2030. Given the failure to meet the original USD 100 billion commitment, it is likely the NCQG negotiations will be hard and bitter.<\/p>\n\n\n\n<p>At COP29, governments will also consider the second replenishment of the Green Climate Fund (<a href=\"https:\/\/www.greenclimate.fund\/\">GCF<\/a>) and the broader challenge of reforming the International Financial Architecture, established at COP28. The latter primarily concerns the World Bank, the International Monetary Fund, and regional banks such as the Asian Development Bank and the New Development Bank (formerly the BRICS Development Bank); these institutions must work out how to realign their lending practices to reflect the global consensus on climate change.<\/p>\n\n\n\n<p>So far, the lack of headway on these major financial questions has caused widespread consternation regarding the success of the Baku meeting.<\/p>\n\n\n\n<p>Pakistani participants at COP29 \u2013 from both government and civil society \u2013 are likely to push for efforts to deal with the <a href=\"https:\/\/www.sei.org\/perspectives\/three-major-gaps-in-climate-adaptation-finance-for-developing-countries\/\">mounting<\/a> adaptation burdens developing countries face. In particular, those relating to critical sectors such as securing fresh water, enhancing resilience in food and agricultural production, and precluding the adverse health effects of the climate crisis. In Baku, as at previous COPs, the growing gap between the needs of developing countries and the support available is likely to provoke acrimonious exchanges.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20094584\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Nonetheless, there is also scope for cooperation, and assessments of initiatives that have worked (or at least been started) at COP28 and previous conferences. These include alliances for promoting the development of renewable energy, and sustainable agriculture and resilient food systems. Specific initiatives of interest to Pakistan are the likes of the Alliance of Champions for Food Systems Transformation, <a href=\"https:\/\/allianceofchampions.org\/\">launched<\/a> at COP28, <a href=\"https:\/\/unfccc.int\/topics\/education-youth\/youth\/global-youth-video-competition\/global-youth-video-competition-2019\/cities-and-local-action-to-combat-climate-change\">Cities and Local Action to Combat Climate Change<\/a> and measures to curb methane emissions.
