This month\u2019s historic flooding in Spain, soon after the havoc of hurricanes Helene and Milton in Florida, demonstrate that climate-related loss and damage does not discriminate between rich and poor. These events reinforce the urgent need for <em>global<\/em> climate action.<\/p>\n\n\n\n<p>Climate finance is expected to dominate discussions at COP29, which began this week in Baku. There is some hope that bolder action will be agreed, although Donald Trump\u2019s election win has created huge uncertainty.<\/p>\n\n\n\n<p>During Trump\u2019s first term, the US became the first nation in the world to announce its withdrawal from the Paris Agreement (a decision <a href=\"https:\/\/www.state.gov\/the-united-states-officially-rejoins-the-paris-agreement\/\">reversed<\/a> by Joe Biden in 2021). Trump\u2019s second <a href=\"https:\/\/www.npr.org\/2024\/11\/06\/nx-s1-5181891\/trump-win-climate-change-fossil-fuels-clean-energy\">victory<\/a> is very likely to increase fossil fuel production, and he has also pledged to \u201crescind all unspent funds under the <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/08\/16\/fact-sheet-one-year-in-president-bidens-inflation-reduction-act-is-driving-historic-climate-action-and-investing-in-america-to-create-good-paying-jobs-and-reduce-costs\/\">Inflation Reduction Act<\/a>\u2019\u2019. The act aims to create green jobs, reduce fossil fuel consumption and switch to clean energy.<\/p>\n\n\n\n<p>As UN Secretary-General Ant\u00f3nio Guterres emphasised in his <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2023-12-13\/secretary-generals-statement-the-closing-of-the-un-climate-change-conference-cop28\">closing remarks<\/a> at COP28 in 2023: \u201cThe world cannot afford delays, indecision, or half-measures.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-potential-new-path-forward\">A potential new path forward<\/h2>\n\n\n\n<p>The past two decades have seen some progress in the realm of climate finance, but not enough. The <a href=\"https:\/\/www.iisd.org\/system\/files\/publications\/enb_copenhagen_commentary.pdf\">Copenhagen Accord<\/a> of 2009 marked a pivotal moment, when industrialised countries pledged to increase overall climate change financing for poorer countries to USD 100 billion a year by 2020.<\/p>\n\n\n\n<p>The question of how this pledge would be fulfilled was left unanswered. As a result, the methodology by which these industrialised countries have claimed to mobilise funds has drawn fierce criticism. The target was officially met in 2022 after a two-year <a href=\"https:\/\/www.theguardian.com\/global-development\/2023\/nov\/16\/rich-countries-hit-climate-finance-goal-two-years-late-data\">delay<\/a>. This was called into question, however, after a <a href=\"https:\/\/www.reuters.com\/investigates\/special-report\/climate-change-finance\/\">Reuters<\/a> report revealed suspicious allocations of the cash. Large sums had been invested in coal plants, hotels, chocolate shops, a film and an airport expansion. This comes as little surprise, due to the lack of official guidelines in place.<\/p>\n\n\n\n<p>What\u2019s more, according to <a href=\"https:\/\/www.oecd.org\/en\/about\/news\/press-releases\/2024\/05\/developed-countries-materially-surpassed-their-usd-100-billion-climate-finance-commitment-in-2022-oecd.html\">OECD reports<\/a>, USD 21.9 billion of the USD 115.9 billion in climate finance provided in 2022 was private sector cash. This makes it appear like a short-term fix, driven by profit and growth-oriented outcomes, rather than a human rights-based approach.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"20094584\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Under the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\">Paris Agreement<\/a>, nations agreed to set a new climate finance target by 2025 \u2013 a New Collective Quantified Goal (NCQG). This will be a decisive issue at COP29.<\/p>\n\n\n\n<p>The NCQG is designed to respond to the inevitable harm that climate change inflicts on LDCs (Least Developed Countries) and SIDS (Small Island Developing States). The Solomon Islands, for example, is ravaged by cyclones every year and threatened by rising sea levels, which could erase its identity, history and culture.<\/p>\n\n\n\n<p>Negotiations over the NCQG have been taking place for months. The key <a href=\"https:\/\/www.cseindia.org\/what-do-we-mean-by-paris-alignment-of-finance-flows-decoding-article-2-1-c-of-the-paris-agreement--12379\">pillars<\/a> include:<\/p>\n\n\n\n<ul style=\"background-color:#c2c2c245\" class=\"wp-block-list has-background\">\n<li>The mobilisation of climate finance for both mitigation and adaptation.<\/li>\n\n\n\n<li>Addressing the financial needs of developing nations.<\/li>\n\n\n\n<li>Ensuring that \u201cnew and additional\u201d climate finance does not detract from existing development aid.<\/li>\n\n\n\n<li>Aligning financial resources with the Paris Agreement\u2019s goals, focusing on low greenhouse gas emissions and climate resilience.<\/li>\n\n\n\n<li>Promoting inclusivity, equity, transparency and accountability.<\/li>\n<\/ul>\n\n\n\n<p>Despite the importance of these measures, the failure of the symbolic USD 100 billion goal has fostered political distrust between nations at recent UN climate talks. Disagreements are rife and progress is slow.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-debt-burden-and-crumbling-public-support\">The debt burden and crumbling public support<\/h2>\n\n\n\n<p>The delay in meeting the agreed climate funding target has worsened the situation for nations most vulnerable to climate change impacts. This ties into broader debates on global priorities, as fossil fuel investments continue alongside growing clean energy investments.<\/p>\n\n\n\n<p>According to the UN\u2019s \u201cTrade and Development Report 2023\u201d, <a href=\"https:\/\/unctad.org\/system\/files\/official-document\/tdr2023ch6_en.pdf\">61%<\/a> of fossil fuel companies\u2019 credit comes from banks in developed countries. The report says most of this supports export-oriented projects, for global minority consumption. For example, Africa\u2019s oil and gas is largely consumed by the EU and the profits flow to transnational companies.<\/p>\n\n\n\n<p>Multilateral organisations like the International Monetary Fund and the World Bank are still <a href=\"https:\/\/re-course.org\/wp-content\/uploads\/2024\/10\/Off-track_mainstreaming-climate-action-into-IMF-lending_October-2024_Recourse.pdf\">pushing<\/a> measures that charge the public for emissions reductions. This threatens to undermine public support for climate action.<\/p>\n\n\n\n<p>Additionally, in 2022, <a href=\"https:\/\/www.reuters.com\/business\/environment\/wealthy-countries-met-global-climate-finance-goal-two-years-late-oecd-says-2024-05-29\/\">69%<\/a> of the USD 91 billion in public climate finance was loaned, at market-based interest rates. According to <a href=\"https:\/\/www.iied.org\/worlds-least-developed-countries-spend-twice-much-servicing-debts-they-receive-climate-finance\">new analysis<\/a> by the International Institute for Environment and Development, 58 developing countries and SIDS spent half the climate finance they received during 2022 on debt repayment. Indebtedness can lead nations to cut public services, and every dollar spent on loan repayments is one dollar less for climate-resilient infrastructure to address loss and damage.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-wrong-priorities\">The wrong priorities<\/h2>\n\n\n\n<p>COP29 has been referred to as the <a href=\"https:\/\/www.theguardian.com\/environment\/article\/2024\/may\/05\/cop29-summit-to-call-for-peace-between-warring-states-says-host-azerbaijan\">\u201cCOP of peace\u201d<\/a> by host nation Azerbaijan. But one of the most pressing-yet-overlooked issues of loss and damage discourse remains militarism.<\/p>\n\n\n\n<p>Military spending has surged as climate financing has lagged. As the economist <a href=\"https:\/\/marianamazzucato.com\/books\/mission-economy\/\">Mariana Mazzucato<\/a> puts it: \u201cThe urgency to win is why money is always available for wartime missions \u2013 whether in the world wars, Vietnam, or Iraq. Money seems to be created for this purpose. There is no reason why a \u2018whatever it takes\u2019 mentality cannot be used for social problems.\u201d<\/p>\n\n\n\n<p>By 2023, annual global military expenditure had reached a record high of <a href=\"https:\/\/www.tni.org\/en\/publication\/climate-crossfire\">USD 2.24 trillion<\/a>. This dwarfed the USD 100 billion climate financing pledge. The US spent approximately <a href=\"https:\/\/www.sipri.org\/media\/press-release\/2024\/global-military-spending-surges-amid-war-rising-tensions-and-insecurity\">USD 916 billion<\/a> on its military last year, five times more than it allocated for its climate finance pledge. It is the largest military spender and historically the largest emitter of greenhouse gases. Of the US government\u2019s greenhouse gas emissions, <a href=\"https:\/\/www.oaklandinstitute.org\/exempted\">70%<\/a> arise from its military operations. In 2021, they generated an estimated 100 million metric tonnes of emissions at least \u2013 more than, for example, Chile\u2019s entire emissions that year.<\/p>\n\n\n\n<p>And yet, military emissions were exempt from the international reporting requirements of the Kyoto Protocol. Reporting them under the Paris Agreement is <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2024\/jan\/09\/emission-from-war-military-gaza-ukraine-climate-change\">voluntary<\/a>.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/www.oilchange.org\/publications\/road-to-cop29-shifting-and-unlocking-public-finance-for-a-fair-fossil-fuel-phase-out\/\">recent report<\/a> outlining how rich countries could raise USD 5 trillion a year for the NCQG suggested redistributing 20% of public military spending and taxing arms sales.<\/p>\n\n\n\n<p>The arms race is not only fuelling the stock prices of defence contractors and asset managers, but exacerbating the repression of climate-vulnerable countries, both socially and economically.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-can-we-dare-to-change\">What can we dare to change?<\/h2>\n\n\n\n<p>Following the NCQG discussions in Baku, <a href=\"https:\/\/www.icj-cij.org\/sites\/default\/files\/case-related\/187\/187-20241108-pre-01-00-en.pdf\">public hearings<\/a> for an historic climate justice <a href=\"https:\/\/unric.org\/en\/international-court-of-justice-starts-building-historic-opinion-on-climate-change\/\">case<\/a> take place at the International Court of Justice next month. It is essential that both adopt a rights-based approach to addressing loss and damage, which necessitates prioritising the <a href=\"https:\/\/www.wri.org\/insights\/ncqg-key-elements\">quality and transparency<\/a> of financing reforms.<\/p>\n\n\n\n<p>Crucially, any loans categorised as \u201cclimate finance\u201d must be spent on green projects, not fossil fuels. The <a href=\"https:\/\/en.nhandan.vn\/deadlock-over-funding-in-fight-against-climate-change-post136460.html\">disagreements<\/a> over funding commitments and the growing finance gap must be resolved. Who will pay and who should be prioritised for support must be clarified, especially given the voluntary nature of these contributions.<\/p>\n\n\n\n<p>These financial commitments should not be <a href=\"https:\/\/www.boell.de\/en\/2024\/10\/14\/one-year-new-loss-and-damage-fund-has-met-deadlines-decisions-its-vision-scope-and-scale\">distanced<\/a> from the responsibilities outlined in the UN Framework Convention on Climate Change and the Paris Agreement. Both vehemently consider loss and damage support from developed nations to be a critical priority.<\/p>\n\n\n\n<p>Finally, the <a href=\"https:\/\/ceobs.org\/has-climate-securitisation-obstructed-military-decarbonisation\/\">decarbonisation<\/a> of key industries, including the military and arms sectors, must be placed firmly on the agenda, especially when considering how financial resources should be diverted and prioritised to support the loss and damage fund.<\/p>\n\n\n\n<p>Only through such decisive actions can we hope to adequately address the urgent and growing challenges of climate-related loss and damage.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The New Collective Quantified Goal needs a human rights-based approach to loss and damage \u2013 and we need to talk about the military, writes Maria Syed <\/p>\n","protected":false},"featured_media":60059961,"comment_status":"closed","ping_status":"closed","template":"","categories":[761],"tags":[544,50041537,569],"country":[50041561,50041244,50040740,50040700],"class_list":["post-60059949","opinion","type-opinion","status-publish","has-post-thumbnail","hentry","category-climate","tag-finance","tag-loss-and-damage","tag-negotiations","country-azerbaijan","country-solomon-islands","country-spain","country-united-states-of-america"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) -
