{"id":60151104,"date":"2026-09-15T15:57:10","date_gmt":"2026-09-15T14:57:10","guid":{"rendered":"https:\/\/dialogue.earth\/?post_type=opinion&#038;p=60151104"},"modified":"2026-09-15T15:57:18","modified_gmt":"2026-09-15T14:57:18","slug":"its-time-to-build-bridges-on-climate-adaptation","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/climate\/its-time-to-build-bridges-on-climate-adaptation\/","title":{"rendered":"It\u2019s time to build bridges on climate adaptation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In recent months, Europe has been badly burned. A series of heatwaves turned parts of the Mediterranean region into a tinderbox, while drought disrupted transport and energy production. The Rhine became <a href=\"https:\/\/www.npr.org\/2022\/08\/16\/1117658727\/shallow-rhine-river-has-a-devastating-effect-on-commercial-traffic\">too shallow<\/a> for cargo ships to operate normally. French nuclear power plants had to <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/jul\/13\/weather-tracker-unusually-warm-rivers-affect-french-nuclear-power-plants\">reduce<\/a> generation as river water became too hot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new analysis by Triodos, a Dutch bank, <a href=\"https:\/\/www.reuters.com\/business\/europes-extreme-heat-could-wipe-out-eu-growth-2026-triodos-bank-says-2026-08-10\/\">estimates<\/a> that the extreme weather could reduce EU economic output by around 1% in 2026, roughly EUR 180 billion, enough to wipe out the bloc\u2019s forecast growth for the year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of Europe\u2019s experiences over the last few months will ring familiar in African ears. Many parts of the continent have been experiencing punishing droughts, heatwaves and wildfires for decades. African communities and governments have also learned many lessons \u2013 lessons that could be relevant to Europe and beyond.<\/p>\n\n\n\n<h2 id=\"h-historical-responsibility\" class=\"wp-block-heading\">Historical responsibility<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A hotter and more unstable climate is producing risks that are increasingly difficult for individual countries to manage alone, whether they are in the Global North or South.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For years, the climate conversation between Africa and the \u201cdeveloped\u201d world has been <a href=\"https:\/\/dialogue.earth\/en\/climate\/we-are-not-here-to-beg-africa-asserts-agency-at-ethiopia-climate-summit\/\">framed<\/a> largely around historical responsibility. Who caused the problem? Who has suffered most? And who owes what to whom?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answers to these important questions are built into the international climate negotiations <a href=\"https:\/\/unfccc.int\/resource\/docs\/convkp\/conveng.pdf\">established<\/a> under the UN Framework Convention on Climate Change; most notably in its distinction between developed and developing countries and the principle of common but differentiated responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But as the costs of a hotter planet land with ever greater, unavoidable and increasingly indiscriminate force across the world, we should ask another question: how do we turn the case for climate justice into the kind of action that can actually protect people?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The scale of Africa\u2019s financing gap illustrates the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Africa has contributed less than 4% to cumulative greenhouse gas emissions, yet <a href=\"https:\/\/wmo.int\/media\/news\/africa-suffers-disproportionately-from-climate-change\">faces<\/a> some of the world&#8217;s most severe climate risks. Its need for financing to adapt to climate impacts are enormous, at least USD 70 billion a year, according to a joint analysis by the Climate Policy Initiative and the Global Center on Adaptation. It received about USD 14.8 billion in 2023, more than double its 2017 level but still a long way short. The African Development Bank has similarly <a href=\"https:\/\/www.afdb.org\/sites\/default\/files\/documents\/publications\/adaptation_brochure_infographics_press1_1.pdf\">estimated<\/a> that USD 11-13 billion in adaptation finance currently flows to the continent annually, against needs of roughly USD 70 billion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why the growing African debate over climate reparations is so understandable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hundreds of climate advocates, legal scholars and policymakers will <a href=\"https:\/\/www.afalab.org\/the-latest\/events\/2026\/african-symposium-on-climate-reparations\/\">gather<\/a> in Mombasa, Kenya at the end of this month for the inaugural African Symposium on Climate Reparations. Their moral argument, being <a href=\"https:\/\/youtu.be\/dIu70IzePpw?si=Jj_bfvOAMZQURFC7\">echoed<\/a> in Nepal in the aftermath of the devastating floods there, is simple and powerful. Industrialised countries <a href=\"https:\/\/www.unep.org\/news-and-stories\/press-release\/rich-countries-use-six-times-more-resources-generate-10-times\">accumulated<\/a> much of their wealth through centuries of fossil-fuel use and extraction. Now, poorer countries, which contributed comparatively little to the crisis, are bearing a disproportionate share of its consequences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside stating the moral case, a political question is worth asking: what approach is most likely to catalyse the cooperation and investment the crisis now demands?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is important because the political environment in the west is in flux. Climate policy faces stronger opposition from right-wing parties. Development cooperation and climate-finance budgets are under pressure. Governments are increasingly concerned with energy security, economic competitiveness and a less settled geopolitical environment. Climate action is also competing with a growing list of domestic and international priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That case for climate justice is no weaker but the politics of delivering it is harder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is, however, another way of imagining the relationship between climate impacts and a more resilient future. One of shared challenges.<\/p>\n\n\n\n<h2 id=\"h-building-bridges-of-adaptation\" class=\"wp-block-heading\">Building bridges of adaptation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The extreme weather sweeping across the world, North and South, presents a moment where countries could, and should, come together to face the shared and urgent challenge of adaptation.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/09\/Parched-sunflower-field_Alamy_3FAAJP1.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/09\/Parched-sunflower-field_Alamy_3FAAJP1-768x480.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2026\/09\/Parched-sunflower-field_Alamy_3FAAJP1-1024x640.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2026\/09\/Parched-sunflower-field_Alamy_3FAAJP1.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"Parched sunflower field\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">A largely parched field of sunflowers in Austria this August (Image: APA-Images \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2026\/09\/Parched-sunflower-field_Alamy_3FAAJP1.jpg\"\/><meta itemprop=\"contentSize\" content=\"4 MB\"\/><meta itemprop=\"height\" content=\"1601\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">Africa\u2019s decades of <a href=\"https:\/\/www.fao.org\/wasag\/awsame-initiative\/indigenous-drought-resilient-and-nutritious-crops\/\">experience<\/a> coping with climatic extremes, often with limited resources, are a valuable resource to <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg2\/chapter\/chapter-9\/\">share<\/a>. Farmers have <a href=\"https:\/\/dialogue.earth\/en\/food\/indigenous-crops-could-boost-food-security-in-southern-africa\/\">developed<\/a> drought-resistant cropping practices. Communities have <a href=\"https:\/\/dialogue.earth\/en\/climate\/confronting-climate-migration-in-drought-hit-east-africa\/\">built<\/a> systems for managing scarce water. Governments and civil-society organisations have <a href=\"https:\/\/www.undrr.org\/news\/africas-early-warning-experts-and-officials-call-sustained-momentum-life-saving-disaster\">developed<\/a> early-warning and anticipatory-action systems. In fact, multi-hazard early-warning coverage in Africa has grown from 14 countries in 2015 to 41 in 2026, according to the United Nations Office for Disaster Risk Reduction (UNDRR).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This knowledge is often treated as evidence of Africa\u2019s vulnerability, but it should also be recognised as a reservoir of expertise. After years of experimenting with ways to manage threats like bush fires, some African countries like South Africa are <a href=\"https:\/\/youtu.be\/N3GLCxn-iB4?si=f-vovbXSX4vQ5L59\">teaching<\/a> their European counterparts what they have learned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe, meanwhile, has capabilities that much of Africa needs: finance, technology, research, infrastructure and institutions capable of mobilising investment at scale. In the last few months, more than ever, it also has a realisation of the urgency of climate adaptation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China, too, cannot be absent from this conversation. At home it is climate vulnerable and <a href=\"https:\/\/dialogue.earth\/en\/climate\/how-is-the-chinese-public-engaging-in-climate-adaptation\/\">responding<\/a> to that. Internationally, it is emerging as an important new <a href=\"https:\/\/dialogue.earth\/en\/climate\/as-new-sources-of-climate-finance-grow-the-poorest-are-neglected\/\">climate finance partner<\/a> \u2013 though with an overwhelming emphasis on mitigation rather than adaptation.<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\">Climate mitigation versus adaptation<\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p class=\"wp-block-paragraph\">Mitigation means actions to stop climate change by cutting the greenhouse gases that enter the air. For example, switching to renewable energy or protecting forests so they can store carbon. Adaptation means adjusting life and nature to deal with the real and future effects of climate change. This includes building sea walls or planting crops that survive in extreme heat.<\/p>\n<\/div><\/div><\/div>\n\n\n\n<h2 id=\"h-enlightened-self-interest\" class=\"wp-block-heading\">Enlightened self-interest<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, politics complicates cooperation. And calls for climate reparations will likely only increase in the coming years and decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the choice should not be between climate justice and international cooperation. We can acknowledge historical responsibility while recognising that the world has an immediate shared interest in building resilience. Adaptation should not be treated as charity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2026, when the world is experiencing climate disasters like never before, it is time to build bridges on adaptation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Europe has woken up to the impacts of climate change.
