{"id":67741,"date":"2020-10-15T13:47:36","date_gmt":"2020-10-15T13:47:36","guid":{"rendered":"https:\/\/chinadialogue.net\/?post_type=opinion&#038;p=67741"},"modified":"2020-10-15T14:00:11","modified_gmt":"2020-10-15T14:00:11","slug":"us-presidential-election-heats-up","status":"publish","type":"opinion","link":"https:\/\/dialogue.earth\/en\/climate\/us-presidential-election-heats-up\/","title":{"rendered":"US presidential election heats up"},"content":{"rendered":"\n<p>The vast majority of people, including <a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/oct\/14\/us-election-record-turnout-early-voting\">many in the United States<\/a>, can\u2019t vote in the US presidential election. Yet the election will have gigantic, potentially irreversible consequences for us all.<br><br>The two candidates have put forward radically different visions on climate, the environment and clean energy.<\/p>\n\n\n\n<p>Throughout his time in office, President Trump has expressed scepticism about climate science and scientists. His recent coronavirus diagnosis is at least partially a result of his consistent ignoring of the scientific experts working for him. Meanwhile, Joe Biden, his challenger from the Democratic Party, has the <a href=\"https:\/\/www.washingtonpost.com\/politics\/biden-set-to-offer-newly-ambitious-climate-goals\/2020\/07\/14\/39ced8b8-c578-11ea-b037-f9711f89ee46_story.html\">most detailed climate plan<\/a> of any presidential candidate, ever.<\/p>\n\n\n\n<p>These contrasting visions were especially evident during the first presidential debate. The debate may have been fairly described as \u201c<a href=\"https:\/\/www.thedailybeast.com\/cnn-absolutely-shreds-shit-show-debate-calls-it-a-hot-mess-inside-a-dumpster-fire\">a shitshow<\/a>\u201d, with constant interruptions by President Trump, and poor performances from both candidates, but it did feature questions on climate change for the first time in 20 years.<\/p>\n\n\n\n<p>Pushed to explain his denial of climate science, President Trump suggested that \u201ca lot of things\u201d cause climate change, including greenhouse gases, but insisted that the Paris Agreement, which he is withdrawing from, was a \u201cdisaster from our standpoint\u201d and that Obama-era climate regulations, some of which never came into force, were \u201cdriving energy prices through the sky\u201d.&nbsp;<\/p>\n\n\n\n<p>A recent spate of forest fires across the western United States was another significant flashpoint of the debate. In September, climate change exacerbated <a href=\"https:\/\/www.climatesignals.org\/events\/california-statewide-heat-wave-september-2020\">a \u201ckiln-like\u201d heatwave<\/a> that broke records, including setting the global all-time maximum temperature record \u2013 a scorching 56.7C in Furnace Creek Ranch, Death Valley, California. Constant dry lightning then sparked hundreds of wildfires, which grew into some of the largest ever seen, burning more than 4 million acres of land. During the debate, he committed to a greener recovery plan than Trump\u2019s, which he said would create \u201cmillions of good-paying jobs\u201d. He was bullish on the prospects for renewable energy and declared that \u201cnobody\u2019s going to build another coal-fired plant in America\u201d.&nbsp;<\/p>\n\n\n\n<p>But Biden has been at pains to point out, his plan isn\u2019t as radical as the <a href=\"https:\/\/dialogue.earth\/en\/climate\/11087-the-green-new-deal-puts-climate-back-on-the-agenda\/\">Green New Deal<\/a>, with less spending, and no ban on fracking. Arguments over fracking have taken on outsized importance during the election campaign because they are a big issue in Pennsylvania, a \u201cswing state\u201d. If Biden wins Pennsylvania he almost certainly wins the election. Currently, the finances of most frackers are <a href=\"https:\/\/dialogue.earth\/en\/climate\/bailing-out-us-fossil-fuel-industry-ridiculous\/\">perilous<\/a>. They contribute substantially to US greenhouse gas emissions, and most fracking takes place on privately owned land so can\u2019t be banned by the government. Despite all of this, Biden does not want to directly oppose fracking, lest he be seen as anti-jobs, or overly left-wing.&nbsp;&nbsp;<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"35504\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Heading into the election, voter support for climate action is at near-record highs, with &nbsp;almost three quarters in favour of government action on climate change, according to a &nbsp;<a href=\"https:\/\/climatenexus.org\/wp-content\/uploads\/2015\/09\/Covering-Climate-Now-Climate-Change-Poll-Press-Release.pdf\">recent poll<\/a> by Yale and Climate Nexus. Notably, majorities of voters are also supportive of the&nbsp;Green New Deal and of banning fracking. Clear majorities of Americans also support cooperation and partnership with China on climate, including majorities in Rust Belt states, which have been directly impacted by <a href=\"https:\/\/dialogue.earth\/en\/energy\/10504-in-a-trade-war-everyone-loses\/\">the recent trade war<\/a>.&nbsp;<\/p>\n\n\n\n<p>A Biden presidency would likely see renewed engagement with China and international climate negotiations, although it\u2019s not clear how much leverage the US has after four years of inaction at the federal level, and disruptive behaviour internationally. Biden said that just re-entering the Paris Agreement, which the US will leave the day after the election, is not enough. But he\u2019s also argued that the Paris Agreement without the US is \u201cfalling apart\u201d, with countries like Brazil backsliding on pledges to <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/36907-fires-threaten-the-amazon-once-again-what-have-we-learned\/\">reduce deforestation<\/a>. The participation of the world\u2019s second largest emitter would clearly be good for climate negotiations, but it\u2019s not clear that China and the European Union would be happy with Biden taking the lead.\u00a0The US may need to earn its seat back at the table by submitting a new climate commitment under the Paris Agreement and making progress domestically first.<\/p>\n\n\n\n<p>According to current polls, Democrats are on course to win the presidency, and the Senate, on top of the House of Representatives, which they already control. This would give them the ability to actually put in place some of Biden\u2019s climate plan. But there\u2019s a problem: the recent death of Justice Ruth Bader Ginsburg means Republican-appointed judges will control the country\u2019s Supreme Court, likely for years to come. Even if climate-friendly Democrats take power and pass legislation, long court battles are likely to await them.
