But with a large number of proposed hydropower projects, how can we decide which projects should move forward and which should not?<\/p>\n<p style=\"background: white; margin: 0cm 0cm 12.0pt 0cm;\"><span lang=\"EN-US\" style=\"color: #222222; background: white;\">Researchers from the\u00a0International Water Management Institute (IWMI) carried out a survey of communities across the Karnali basin to explore the social and cultural importance of rivers for local people, as part of\u00a0<\/span><span lang=\"EN-US\"><a href=\"http:\/\/djb.iwmi.org\/\"><span style=\"color: #0fa4d4; background: white;\">USAID\u2019s Digo Jal Bikas (DJB) project<\/span><\/a><span style=\"color: #222222; background: white;\">.\u00a0They\u00a0carried out\u00a0260 social surveys and 5\u00a0focus group discussions across six sites in the Karnali Basin. The insights from these interviews can be used to develop tools to help policymakers make better decisions about dam building at a local level.<\/span><\/span><\/p>\n<p style=\"background: white; margin: 0cm 0cm 12.0pt 0cm;\"><span lang=\"EN-US\" style=\"color: #222222;\">One such tool is an environmental flow assessment (EFA), which determines the quantity, timing, and quality of water that is necessary to leave in the river to maintain river health.\u00a0 <\/span><\/p>\n<p style=\"background: white; margin: 0cm 0cm 12.0pt 0cm;\"><span lang=\"EN-US\" style=\"color: #222222;\">EFAs\u00a0in the Karnali basin must also account for importance of water flow for livelihoods and daily activities and socio-cultural aspects, such as household activities, fishing, irrigation, rituals, and tourism. This is particularly important as the\u00a0growing number of planned dams and hydropower projects in the region raise concerns about the undue strain on rivers.<\/span><\/p>\n<p style=\"background: white; margin: 0cm 0cm 12.0pt 0cm;\"><span lang=\"EN-US\" style=\"color: #222222;\">In Nepal, developers are required to conduct an\u00a0Environmental\u00a0Impact\u00a0Assessment (EIA) before building a hydropower projects, but this does not necessarily include an environmental flow assessment.<\/span><\/p>\n<p style=\"background: white; margin: 0cm 0cm 12.0pt 0cm;\"><span lang=\"EN-US\" style=\"color: #222222;\">This photo story shows some of the findings of the IWMI survey.<\/span><\/p>\n<figure id=\"attachment_25391\" aria-describedby=\"caption-attachment-25391\" style=\"width: 760px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-25391\" src=\"\/wp-content\/uploads\/2018\/08\/Fig2a1-1024x768-1-768x1024.jpg\" alt=\"\" width=\"760\" height=\"1013\" \/><figcaption id=\"caption-attachment-25391\" class=\"wp-caption-text\">Dam construction in Far West Nepal \/ Emma Karki<\/figcaption><\/figure>\n<p>In the mountain and hilly areas where many families do not have access to safe piped water or groundwater, the rivers serve as a vital lifeline, providing water for drinking, cooking, irrigation, fishing, milling, livestock rearing, transport, tourism, and recreation. These sacred rivers have been providing communities with water for their everyday needs for generations.<\/p>\n<figure id=\"attachment_25347\" aria-describedby=\"caption-attachment-25347\" style=\"width: 815px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-25347 size-full\" src=\"\/wp-content\/uploads\/2018\/08\/Fig31.png\" alt=\"\" width=\"815\" height=\"450\" \/><figcaption id=\"caption-attachment-25347\" class=\"wp-caption-text\">Sanfebagar, Accham, Far West Nepal\/ Gitta Shrestha<\/figcaption><\/figure>\n<p>Locals know that no matter how clean the water might look to the naked eye it could in fact be still polluted.\u00a080% of the respondents were concerned about the quality of water from the rivers, but many still have to use the river water for their daily chores. Marginalised families who do not have access to the piped water from the local bazaar also use the water for drinking and cooking.<\/p>\n<figure id=\"attachment_25348\" aria-describedby=\"caption-attachment-25348\" style=\"width: 606px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-25348\" src=\"\/wp-content\/uploads\/2018\/08\/Fig41.png\" alt=\"\" width=\"606\" height=\"809\" \/><figcaption id=\"caption-attachment-25348\" class=\"wp-caption-text\">A woman washing clothes by the river in Deura, Bhajang, Far West Nepal\/ Akriti Sharma<\/figcaption><\/figure>\n<p>\u201cWhen you have no other options, this is the best you have. I have seen men and women washing clothes or occasionally using the bathroom upstream while I have sat by the riverbanks to brush my teeth or drink, what can I do? I turn away and just hope that the water I am using here isn\u2019t contaminated by what I see,\u201d said a man from\u00a0Bajhang district.<\/p>\n<p>Fishing is important to Karnali\u2019s riparian communities, primarily for household consumption but also, in some cases, as a source of supplementary income. Almost 60% of respondents had an immediate family member who partook in fishing.<\/p>\n<p>Children sometimes fish and sell their catch too. They then buy stationary for school.<\/p>\n<figure id=\"attachment_25349\" aria-describedby=\"caption-attachment-25349\" style=\"width: 460px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-25349\" src=\"\/wp-content\/uploads\/2018\/08\/Fig51.png\" alt=\"\" width=\"460\" height=\"613\" \/><figcaption id=\"caption-attachment-25349\" class=\"wp-caption-text\">Deura, Bhajang, Far West Nepal\/ Akriti Sharma<\/figcaption><\/figure>\n<p>Respondents felt\u00a0that the quantity and size of fish in their rivers have been declining rapidly, and that fish no longer provide a stable supplementary source of income. How\u00a0water infrastructure could stabilise\u00a0or further exacerbate water flow challenges for fishing needs to be considered in project assessments.<\/p>\n<figure id=\"attachment_25350\" aria-describedby=\"caption-attachment-25350\" style=\"width: 808px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-25350\" src=\"\/wp-content\/uploads\/2018\/08\/Fig61.png\" alt=\"\" width=\"808\" height=\"359\" \/><figcaption id=\"caption-attachment-25350\" class=\"wp-caption-text\">Sunaphata, Kailali, Far West Nepal\/ Akriti Sharma<\/figcaption><\/figure>\n<p>Communities in the region rely heavily on a combination of rainwater and river water for irrigation. The primary use of their produce is for consumption or subsistence needs. In the mountain and hill regions, communities build canals to divert the water to their paddy fields.<\/p>\n<figure id=\"attachment_25352\" aria-describedby=\"caption-attachment-25352\" style=\"width: 445px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-25352\" src=\"\/wp-content\/uploads\/2018\/08\/Fig71.png\" alt=\"\" width=\"445\" height=\"573\" \/><figcaption id=\"caption-attachment-25352\" class=\"wp-caption-text\">Irrigation plots in Deura, Bhajang, Far West Nepal\/ Akriti Sharma<\/figcaption><\/figure>\n<p>As water levels decrease, families in the mountain region are finding it difficult to transport water required for irrigation through gravity-fed channels. \u201cWell now it\u2019s trickier to build canal systems to irrigate. In some cases, we have to figure out how to lift the water [to our villages] and sometimes we just can\u2019t do anything,\u201d said a man in Dailekh district.<\/p>\n<figure id=\"attachment_25353\" aria-describedby=\"caption-attachment-25353\" style=\"width: 796px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-25353\" src=\"\/wp-content\/uploads\/2018\/08\/Fig81.png\" alt=\"\" width=\"796\" height=\"446\" \/><figcaption id=\"caption-attachment-25353\" class=\"wp-caption-text\">Paddy fields in Bauligad, Bajura, Far West Nepal \/ Gitta Shrestha<\/figcaption><\/figure>\n<p>However, in the Terai region, where the rivers are mostly polluted and dry, communities no longer rely on the river water but use groundwater instead.<\/p>\n<p>In recent decades, erratic rainfall and a limited ability to exploit river water resources has substantially reduced the agricultural production within the Karnali Basin. Insufficient water levels mean that some families haven\u2019t sown wheat this year and several water mills in the hilly regions have shut down.<\/p>\n<figure id=\"attachment_25354\" aria-describedby=\"caption-attachment-25354\" style=\"width: 799px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-25354\" src=\"\/wp-content\/uploads\/2018\/08\/Fig91.png\" alt=\"\" width=\"799\" height=\"600\" \/><figcaption id=\"caption-attachment-25354\" class=\"wp-caption-text\">Women weeding in the fields of Sunaphata, Kailali, Far West Nepal \/ Emma Karki<\/figcaption><\/figure>\n<p>Could water infrastructure reduce seasonal variability and ensure adequate flow for agriculture? Given the heavy reliance on the river for food security and livelihoods, we have to consider irrigation needs.<\/p>\n<p>Originating in the Himalayas, most of the rivers that run through Nepal are considered holy. The holy water from these rivers, better known as <em>jal<\/em>, is a vital part of various religious ceremonies and festivals, such as Dahasanskar, where Hindus require flowing water to wash away the ashes of a deceased family member once the cremation is complete.<\/p>\n<figure id=\"attachment_25356\" aria-describedby=\"caption-attachment-25356\" style=\"width: 977px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-25356\" src=\"\/wp-content\/uploads\/2018\/08\/Fig101-1.png\" alt=\"\" width=\"977\" height=\"652\" \/><figcaption id=\"caption-attachment-25356\" class=\"wp-caption-text\">Preparation for a ritual in Kuti, Kailali, Far West Nepal\/ Patrick Drown<\/figcaption><\/figure>\n<p>83% of respondents use water from the rivers surrounding their village for religious purposes. They believe the water is holy as the Karnali and its tributaries continue on to merge with the Ganga in the south. The purity of the river is embedded in the religious beliefs but requires the river to flow continuously.<\/p>\n<p>Many holy sites and temples are located next to rivers. Festivals like Chatt Parva and Teej are often celebrated near the river, and the act itself of travelling together to perform these rituals is an important opportunity for women, who rarely occupy public space in these communities, to strengthen communal ties.<\/p>\n<figure id=\"attachment_25357\" aria-describedby=\"caption-attachment-25357\" style=\"width: 975px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-25357 size-full\" src=\"\/wp-content\/uploads\/2018\/08\/Fig111.png\" alt=\"\" width=\"975\" height=\"274\" \/><figcaption id=\"caption-attachment-25357\" class=\"wp-caption-text\">A local temple overlooks the river in Far West Nepal\/ Emma Karki<\/figcaption><\/figure>\n<p>The Karnali is home to the Gangetic dolphin, an endangered animal that requires deep-water channels to swim. When water levels rise during monsoon rains, these river dolphins attract local and international tourists alike. However, lowered water levels in the Karnali can limit the dolphin\u2019s mobility, further reducing their already depleted habitat within the Nepali river basin.<\/p>\n<figure id=\"attachment_25358\" aria-describedby=\"caption-attachment-25358\" style=\"width: 475px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-25358 size-full\" src=\"\/wp-content\/uploads\/2018\/08\/Fig121.png\" alt=\"\" width=\"475\" height=\"633\" \/><figcaption id=\"caption-attachment-25358\" class=\"wp-caption-text\">Dolphin viewing station in Kuti, Kailali, Far West Nepal \/ Emma Karki<\/figcaption><\/figure>\n<p>White water rafting also attracts backpackers and tourists. The Karnali River is still a popular choice, but decreasing water levels in the basin are making it difficult to sustain the associated tourism, and a dam could have further implications.<\/p>\n<p>Rivers add to the biodiversity of the area, enriching local lives with diversified food sources and building materials, as well as improved air and water quality. Families have been enjoying picnics by the riverbanks during festivals and holidays for generations and wish to continue this in the future.Respondents\u00a0described how\u00a0they feel a sense of happiness at the sight of the calm river and at the sound of it flowing.
