Most people fear that <em>gungtongs<\/em> are guarded by giant snakes or that ghosts live inside, said Sonam Jamtsho, media spokesperson and planning officer for Dagana. Because of this, the remaining villagers avoid the abandoned dwellings.<\/p>\n<p><figure id=\"attachment_38262\" aria-describedby=\"caption-attachment-38262\" style=\"width: 2500px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-38262\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/09\/A-pot-and-a-few-bamboo-chairs-left-inside-a-gungtong-at-Tashiding-Dagana.jpg\" alt=\"A pot and a few bamboo chairs left inside a gungtong at Tashiding, Dagana\" width=\"2500\" height=\"1666\" \/><figcaption id=\"caption-attachment-38262\" class=\"wp-caption-text\">A pot and a few bamboo chairs left inside a gungtong at Tashiding, Dagana [Dawa Gyelmo]<\/figcaption><\/figure>Tawla, a local leader in Dagana, said that no one knows when and why the houses near Dagapela were abandoned as the owners did not inform anyone. \u201cIn most cases local government staff find out when visiting the particular houses for some official work or when they call local meetings,\u201d he said.<\/p>\n<p>Tawla\u2019s community is Tshangkha gewog (a group of villages). With 64 houses empty out of 489, the gewog has one of the highest numbers of <em>gungtongs<\/em> in the district.<\/p>\n<p><em>Gungtongs<\/em> in Bhutan\u2019s remote rural villages are the physical manifestation of <a href=\"http:\/\/www.nsb.gov.bt\/news\/files\/attach0qz10986cv.pdf\">rapid urbanisation<\/a>. Since the 1960s, according to the 2017 census, 21.7% of the rural population has moved to urban areas. The 2017 census put the number of empty houses across the country <a href=\"https:\/\/www.mowhs.gov.bt\/wp-content\/uploads\/2019\/07\/National_Housing_Policy.pdf\">at around 4,800<\/a>.<\/p>\n<p>With more than 1,400 empty houses, the district of Trashigang in eastern Bhutan has the highest number of <em>gungtongs<\/em>. Many other districts, including Tsirang, Trashi Yangtse, Lhuntse, Mongar and Zhemgang have similar issues, according to the <a href=\"http:\/\/www.gnhc.gov.bt\/\">Gross National Happiness Commission<\/a>, a government organisation mandated to promote development with values.<\/p>\n<p><figure id=\"attachment_38259\" aria-describedby=\"caption-attachment-38259\" style=\"width: 2500px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-38259\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/09\/An-empty-traditional-house-which-has-been-locked-up-for-more-than-15-years-in-Dagepela-Dagana.jpg\" alt=\"An empty house in Dagana with a sunken roof\" width=\"2500\" height=\"1666\" \/><figcaption id=\"caption-attachment-38259\" class=\"wp-caption-text\">An empty house in Dagana with a sunken roof [image by: Dawa Gyelmo]<\/figcaption><\/figure>However, no comprehensive studies have been carried out on the subject yet, and many local leaders say that the real number is much higher than official figures. The <a href=\"https:\/\/www.nlcs.gov.bt\/?page_id=603\">National Land Commission Secretariat<\/a> has started to map <em>gungtongs<\/em>, but acknowledges that no proper study has been conducted.<\/p>\n<p>Between 2005 and 2017, Bhutan\u2019s urban population increased from 30.9% to 37.8%. The <a href=\"https:\/\/www.mowhs.gov.bt\/wp-content\/uploads\/2019\/07\/National_Housing_Policy.pdf\">2019 National Housing Policy<\/a> projects this will grow to 56.8% by 2047. As the urban population grows, so too will the number of empty houses in rural villages.<\/p>\n<h2>Rural poverty drives <em>gungtongs<\/em><\/h2>\n<p>Rural poverty is one of the main causes of out-migration, said Jamtsho, the officer from Dagana. It is exacerbated by the fact that a lot of land is unsuitable for agriculture, due to steep slopes and lack of irrigation. What crops farmers are able to grow are often pillaged by wild boars, bears, deer and monkeys, he said.<\/p>\n<p><figure id=\"attachment_38266\" aria-describedby=\"caption-attachment-38266\" style=\"width: 1020px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-38266 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/09\/Gungtong2.jpg\" alt=\"Two men carrying grass to Kana, a village in Dagana\" width=\"1020\" height=\"680\" \/><figcaption id=\"caption-attachment-38266\" class=\"wp-caption-text\">Two men carrying produce to Kana, a village in Dagana [image by: Dawa Gyelmo]<\/figcaption><\/figure>In southern districts like Gelephu and Samtse, elephants frequently devour crops. In other districts, wild dogs, leopards and tigers attack livestock.<\/p>\n<p>Jamtsho said people also move away because of a lack of infrastructure such as roads, poor access to drinking water and electricity, a shortage of employment opportunities, and family members securing job in towns and cities. In some cases, elderly parents are left behind; when they die, their houses become <em>gungtongs<\/em>.<\/p>\n<figure id=\"attachment_38269\" aria-describedby=\"caption-attachment-38269\" style=\"width: 1920px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-38269\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2020\/09\/IMG-7133-scaled.jpg\" alt=\"The skeletal remains of old houses sometimes retain their majesty\" width=\"1920\" height=\"2560\" \/><figcaption id=\"caption-attachment-38269\" class=\"wp-caption-text\">The skeletal remains of old houses sometimes retain their majesty [image by: Dawa Gyelmo]<\/figcaption><\/figure>\n<h2>Increased wildlife conflict<\/h2>\n<p>Pema Chodup, a local leader of Kengkhar gewog in Mongar in eastern Bhutan, said <em>gungtongs<\/em> lead to labour shortages in communities, resulting in fields being left untilled. Local leaders complain that as the land becomes overgrown it attracts many wild animals \u2013 which destroy the crops of those who have stayed.<\/p>\n<h2>Erodes social fabric<\/h2>\n<p>\u201cAs a young girl I witnessed five households from my village abandon their houses and leave for towns,\u201d said 36-year-old Kinga Choden, who lives in Bongzor, Trashigang. The 15-household village has a road, electricity and other basic amenities, but this has not attracted people to return.<\/p>\n<p>\u201cIt has been more than 15 years since they left but none have returned,\u201d said Choden. Socially, they mean there are not enough people at monthly and annual functions and gatherings. Economically, there are problems with tax collection and funding for social services.<\/p>\n<p>Planned development work is often delayed or cancelled for communities with <em>gungtongs<\/em>, said a local administration officer at Nichula, a gewog in Dagana. This is because of the limited number of beneficiaries, manpower and inability to contribute to volunteer works. This system, introduced in 2011, aimed to strengthen communities by involving local people. But in villages with empty houses, there are fewer households to compete for work, and all contract work might be done by just one or two people.<\/p>\n<h2>Will people return?<\/h2>\n<p>Changko is 52 and lives in the capital, Thimphu. He has not been back to his village in Mongar in nearly 30 years. When his parents passed away, they left him the house and some farmland.<\/p>\n<p>\u201cI got a government job and since there is no one to call family back in the village, I couldn\u2019t go,\u201d Changko said. \u201cHowever, I wish to return home after my retirement, renovate the house and live there.\u201d<\/p>\n<p>His house will remain locked for years until he reaches the state retirement
