{"id":40076996,"date":"2018-01-31T00:00:00","date_gmt":"2018-01-30T18:30:00","guid":{"rendered":"http:\/\/china-dialogue-ocean-staging.darkbluehq.com\/uncategorized\/2629-xiangshan-fishing-industry\/"},"modified":"2022-03-14T20:19:27","modified_gmt":"2022-03-14T14:49:27","slug":"2629-xiangshan-fishing-industry","status":"publish","type":"photo_story","link":"https:\/\/dialogue.earth\/en\/uncategorized\/2629-xiangshan-fishing-industry\/","title":{"rendered":"Inside Xiangshan\u2019s struggling fishing industry"},"content":{"rendered":"\n<p class=\"has-drop-cap\">Last year, Xiangshan county&#8217;s fishermen spent four and a half months stuck in port, a month longer than usual.<\/p>\n\n\n\n<p>Xiangshan, a crab claw-shaped peninsula&nbsp;south of&nbsp;<a href=\"https:\/\/goo.gl\/maps\/YUvXQnnza982\">Ningbo<\/a>, a thriving city in the southeastern province of Zhejiang, has been a well-known fishing region since the 13th century.<\/p>\n\n\n\n<p>The decision to extend the closed season from May to mid-September, instead of June, was taken by the Ministry of Agriculture to give greater protection to fish stocks in the East China Sea.<\/p>\n\n\n\n<p>The fishing season is just beginning in Xiangshan\u2019s historic fishing grounds when I visit. Boats are docked in tight rows in Shipu harbour, colourful flags flapping from their masts. Nearby, the huge fish market is piled high with crates of fresh catch. He recalls a trip with his son, who was 19 at the time, which netted only thumb-length eels and tiny butterfish, the size of a coin. \u201cThere were no fish in the East China Sea, so we had to head to the South China Sea,\u201d he says.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-industrial-fisheries\">Industrial fisheries&nbsp;<\/h2>\n\n\n\n<p>When the elder Shen started fishing in the 1960s, nets strained under tonnes of fish. But economic reforms in the 1980s changed everything.<\/p>\n\n\n\n<p>Previously, the village commune had owned the fishing fleet, so it wasn\u2019t possible to possess your own boat. The commune planned when and how to fish, and assigned workers like Shen to a fishing crew. So a dozen or so of us got together, got a boat, and just kept fishing,\u201d says Shen.<\/p>\n\n\n\n<p>The harbour soon needed expanding, and then several times again. Most locals were rice farmers before the 80s, growing crops on the harbour-side hills. By this point the annual catch was more than 400,000 tonnes.<\/p>\n\n\n\n<p>Fishermen all along the China coast were complaining of shrinking catches by then, not just on the East China Sea. \u201cYou didn\u2019t see yellow croaker so much after the 1990s and eels were much rarer after 2000,\u201d Shen remembers. Those species had been the main catch.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/8949362\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:500px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe><div style=\"width:100%!;margin-top:4px!important;text-align:right!important;\"><a class=\"flourish-credit\" href=\"https:\/\/public.flourish.studio\/visualisation\/8949362\/?utm_source=embed&amp;utm_campaign=visualisation\/8949362\" target=\"_top\" style=\"text-decoration:none!important\" rel=\"noopener\"><\/a><\/div>\n\n\n\n<p>Xiangshan\u2019s experience is a microcosm of China\u2019s coastal fishing industry.<\/p>\n\n\n\n<p>Over 10 million tonnes of fish were caught annually from 1995, according to the government\u2019s China Fishing Industry Yearbook. China\u2019s coastal catch was 13.28 million tonnes in 2016, according to agriculture ministry data \u2013 far outstripping the eight or nine million tonnes that fishing experts estimate is sustainable.<\/p>\n\n\n\n<p>Boats are fitted with GPS systems and sonar to locate fish, meaning shoals have little chance of evading capture. Shen first recalls going to sea with only a compass and a radio to listen to weather forecasts. His generation stayed within eight nautical miles of the shore.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-closed-season-only-a-start\">Closed season only a start<\/h2>\n\n\n\n<p>Shen Xianggen has now retired, and his son Shen Haibing captains their boat.<\/p>\n\n\n\n<p>The younger Shen says fishing crews depend for their entire year\u2019s income on the first few months after the closed season. Payments are set according to a boat\u2019s horsepower and fuel consumption.<\/p>\n\n\n\n<p>Shen Haibing found his fuel subsidy was worth over 300,000 yuan (US$47,500) in 2014. In the same year, it initiated fuel subsidies for certain sectors, including agriculture and fishing, despite official concern about overfishing since 2003.<\/p>\n\n\n\n<p>The policy mismatch was not tackled until 2015 when the Ministry of Finance acknowledged that: \u201cfuel subsidies for the fishing industry\u2026 have distorted price signals and undercut policies intended to reduce the number of fishing vessels and move fishermen into other sectors.\u201d<\/p>\n\n\n\n<p>An annual reduction in the subsidy was announced. With just two patrol boats, local fishery officials complain they cannot control what fishing boats do at sea.<\/p>\n\n\n\n<p>Shen Haibin says complains that \u201cthe fishermen are losing out.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-go-to-sea-or-go-home\">Go to sea, or go home?<\/h2>\n\n\n\n<p>Despite government efforts to reduce catches, Xiangshan is still home to 2,600 fishing vessels \u2013 roughly the same as in the early 1990s, only now with greater horsepower.<\/p>\n\n\n\n<p>On shore, there are hotels, restaurants and modern apartment buildings. The local government wants to turn Xiangshan into a tourist destination.<\/p>\n\n\n\n<p>A previously obscure festival to start the fishing season has become famous. In the past, the Shens explained, some fishermen would make a small sacrifice to the sea goddess Mazu in hope of a good catch and safe passage.
