{"id":50059187,"date":"2022-10-10T14:03:02","date_gmt":"2022-10-10T13:03:02","guid":{"rendered":"https:\/\/stage.dialogochino.net\/?p=59187"},"modified":"2023-10-03T22:16:12","modified_gmt":"2023-10-03T21:16:12","slug":"59091-hunger-latin-america-rise-food-export-records","status":"publish","type":"photo_story","link":"https:\/\/dialogue.earth\/en\/uncategorized\/59091-hunger-latin-america-rise-food-export-records\/","title":{"rendered":"Hunger is on the rise in Latin America \u2013 while its food exports break records"},"content":{"rendered":"\n<p class=\"has-drop-cap\">It\u2019s been four days since Mariana Cristina Lourdes Moreira has been able to eat properly.<\/p>\n\n\n\n<p>When she and her three small children lived in Santo Ant\u00f4nio de Posse, a rural town of 23,000 people around two hours from S\u00e3o Paulo, hunger was always nipping at their heels. Moreira, now 25, earned money picking oranges on a nearby farm. On her best days, she could fill seven crates in a 10-hour shift, earning her 14 Brazilian reais (US$2.70), or roughly 294 reais (US$57) per month. So as hunger became a more regular occurrence in her home, and when she could no longer bear to wipe the tears from her children\u2019s cheeks, she scraped together enough money to take the bus back to S\u00e3o Paulo.<\/p>\n\n\n\n<p>Now, sitting at a cafeteria table at the downtown S\u00e3o Martinho de Lima Community Centre, Moreira pulls back the peel of a mango for her six-year-old daughter, Elo\u00e1. Her other children \u2013 Elo\u00edsa, 4, and Kaleb, 2 \u2013 munch on bread and sip chocolate milk while they wait for help with their own fruit. Once her three little ones are fed, Moreira turns to her own meal.<\/p>\n\n\n\n<p>Here at the community centre, a group of volunteers led by Father J\u00falio Lancellotti \u2013 a champion for people experiencing hunger and homelessness \u2013 serves breakfast seven days a week to between 700 and 1,000 people, including Moreira, Elo\u00e1, Elo\u00edsa and Kaleb. For lunch, it\u2019s an even bigger crowd.<\/p>\n\n\n\n<p>Some who come for the free meals have struggled with food security for most of their lives. Across Latin America, families are struggling to put food on the table, despite rising commodities production and exports from the region that some say \u201cfeeds the world\u201d. After slowly pulling its population out of the grips of hunger over the last 15 years, Latin America has, once again, been overtaken by food insecurity, as the pandemic, the&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/agriculture\/war-ukraine-impacts-global-fertiliser-crisis-food-prices\/\">war in Ukraine<\/a>&nbsp;and more frequent&nbsp;<a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/ipcc-report-climate-crisis-latin-america\/\">extreme climate events<\/a>&nbsp;weigh heavily on what ends up on people\u2019s plates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-pandemic-increases-hunger\">Pandemic increases hunger<\/h2>\n\n\n\n<p>When the Covid-19 pandemic began in 2020, almost 3.1 billion people around the world could not afford a healthy diet. According to the \u201c<a href=\"https:\/\/www.fao.org\/3\/cc0639en\/cc0639en.pdf\">State of Food Security and Nutrition in the World<\/a>\u201d report, published this year by the UN, 117.3 million of those people were in Latin America.<\/p>\n\n\n\n<p>That\u2019s 21% of the region\u2019s population, and 6.9% more than the year before.<\/p>\n\n\n\n<p>And as food continues to become more unaffordable \u2013 the report notes that the cost of a healthy diet will rise again as food prices have surged in 2021 and 2022 \u2013 food security and proper nutrition, both issues already troubling the region, are expected to move even further out of reach.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/11396719\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>A total of 45.1 million Latin Americans, or 7.4% of people living in the region, were undernourished in 2020. That same year, the prevalence of moderate and severe food insecurity \u2013 a lack of physical, social and economic access to safe and healthy food \u2013 reached 37.5%. In 2021, those numbers jumped again, reaching 49.4 million people, or 8%, and 38.9%, respectively.<\/p>\n\n\n\n<p>But as millions of Latin Americans go hungry \u2014 or chronically undernourished \u2014 many of them continue to produce food for others.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A feast for agribusiness<\/h2>\n\n\n\n<p>Brazil, Argentina, Paraguay and Uruguay, among other countries in the region, have continued to boost commodities production and exports over the last few years. In the first half of 2022, Brazil\u2019s agribusiness exports, mainly meat, soy and coffee, totalled US$79.3 billion, up 29.4% and considered a&nbsp;<a href=\"https:\/\/www.canalrural.com.br\/noticias\/agricultura\/exportacoes-do-agronegocio-em-junho-batem-recorde-de-us-157-bilhoes\/\">new record<\/a>&nbsp;for the semester.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50051562\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>That growth has been mostly attributed to the increase in food prices, significantly affected by the war in Ukraine\u2019s disruption of supply chains and influence on fertiliser and energy prices, as well as the effects of the pandemic.<\/p>\n\n\n\n<p>At the 2018 Brazilian Agribusiness Congress, Alan Bojanic, the then representative for the UN\u2019s Food and Agriculture Organization in the country,&nbsp;<a href=\"https:\/\/www.fao.org\/brasil\/noticias\/detail-events\/en\/c\/1148609\/\">said<\/a>&nbsp;that Brazil had \u201cthe conditions to be the world\u2019s breadbasket,\u201d citing the positive growth of its grain and meat markets.<\/p>\n\n\n\n<p>Export has become more attractive to commodities producers in recent years, as the devaluation of the Brazilian real has made their sales more competitive outside the country than within it.<\/p>\n\n\n\n<p>Argentina\u2019s agribusiness exports have also never brought as many dollars into the country as they have this year. A&nbsp;<a href=\"https:\/\/www.bcr.com.ar\/es\/mercados\/investigacion-y-desarrollo\/informativo-semanal\/noticias-informativo-semanal\/liquidacion\">report<\/a>&nbsp;by the Rosario Stock Exchange (BCR), the country\u2019s main agricultural market, says that agriculture contributed US$65 out of every US$100 exported during the first half of 2022. In total, a record-breaking US$22 billion was brought into the country in those six months through the export of grains, cereals and by-products.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">We produce food for 400 million people, but it seems that none of them live here<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<p>But like the rest of Latin America, food insecurity, undernourishment and hunger continue to grow in Argentina.<\/p>\n\n\n\n<p>Structural problems, runaway inflation that has already reached 70% year-on-year, a high market concentration in the food industry, and a weak macroeconomy are just some of the factors that help explain how a country with such wealth in agribusiness can struggle to feed its own population.<\/p>\n\n\n\n<p>\u201cWe produce food for 400 million people, but it seems that none of them live here, where there are more and more poor people,\u201d says Enrique Mart\u00ednez, coordinator of the Institute for Popular Production and former director of the National Institute of Industrial Technology (INTI). \u201cIt is a great paradox.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vulnerable households<\/h2>\n\n\n\n<p>Leidi Cuevas is 29 years old, has three children and a husband who just lost his job. She lives in the southwest of the city of Rosario and, since the pandemic began, has been in charge of a community kitchen that initially served 200 families. As food insecurity rises in Brazil and neighbouring countries, an increasing number of people are relying on community kitchens (Image: Dan Agostini \/ Di\u00e1logo Chino)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/10\/Hunger-Latin-America_04_Dan-Agostini_Dialogo-Chino_DSCF3430.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1333\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cMore and more people are coming, easily 10 or 15 new families a week looking for a plate of food or something to snack on,\u201d she says, adding that now that her partner is unemployed, she is \u201cexperiencing first-hand not having any money to buy food.\u201d<\/p>\n\n\n\n<p>For Cuevas, the price of food \u201cis crazy\u201d.<\/p>\n\n\n\n<p>\u201cMeat is a privilege that we don\u2019t have,\u201d she says. \u201cWe almost never have fruit, maybe oranges if we\u2019re given some.\u201d<\/p>\n\n\n\n<p>When they cook at the community kitchen, it\u2019s stew simmered in two pots \u2013 one holding 100 litres and another 50 litres \u2013 filled with rice, noodles, canned tomatoes and, if they\u2019re lucky, chicken.<\/p>\n\n\n\n<p>\u201cI feel powerless and sad, because when my husband was working a white-collar job, we could buy what we wanted,\u201d she says. \u201cNow everything is much more difficult. She\u2019s already reserved a spot for the four of them to live in a squatters\u2019 community of about 100 people, located just across the street from the centre.<\/p>\n\n\n\n<p>\u201cThere\u2019s just enough room for everything we need,\u201d she says, adding that they were given mattresses to sleep on. \u201cNow all I need to do is buy some nails and save 50 reais (US$9.50) to pay one of the men there to help put up our walls.\u201d<\/p>\n\n\n\n<p>As a Black woman who works informal jobs and who has children in her home, Moreira represents all of the sectors of the population most affected by hunger in the country.<\/p>\n\n\n\n<div class=\"wp-block-cd-story-image aligncenter block--story-image block--story-image--wide\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--story-image__column\"><div class=\"block--story-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/10\/Hunger-Latin-America_06_Dan-Agostini_Dialogo-Chino_DSCF3332.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/10\/Hunger-Latin-America_06_Dan-Agostini_Dialogo-Chino_DSCF3332.jpg\" data-sizes=\"(max-width: 600px) 768px, (max-width: 999px) 1024px, (max-width: 1400px) 1400px, (max-width: 2000px) 2000px, 2000px\" alt=\"people pushing food in trolleys\"\/><\/div><div class=\"block--story-image__content\"><div itemprop=\"caption\" class=\"block--story-image__caption\">Father J\u00falio Lancellotti and his team arrive with food at the S\u00e3o Martinho de Lima Community Centre in S\u00e3o Paulo (Image: Dan Agostini \/ Di\u00e1logo Chino)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2022\/10\/Hunger-Latin-America_06_Dan-Agostini_Dialogo-Chino_DSCF3332.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1333\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>According to a&nbsp;<a href=\"https:\/\/olheparaafome.com.br\/\">study<\/a>&nbsp;conducted by Brazilian Research Network on Food and Nutrition Sovereignty and Security (<a href=\"https:\/\/pesquisassan.net.br\/\">Rede Penssan<\/a>), hunger among Brazil\u2019s Black population increased by 70% between 2020 and 2022. The report, titled \u201cOlhe Para a Fome\u201d (Look at the Hunger), also highlights that households headed by women were more affected than those headed by men, with the percentage of such households experiencing hunger jumping from 11.2% to 19.3% in the last two years.<\/p>\n\n\n\n<p>For households with children under 10, hunger doubled, reaching 18.1% this year. Hunger is also greater in households where the person responsible is unemployed (36.1%), works in small-scale farming (22.4%), or has informal employment (21.1%).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Welfare not easing insecurity<\/h2>\n\n\n\n<p>In S\u00e3o Paulo, Moreira spends the day travelling the city\u2019s subway, selling gum and sweets to passengers on the packed trains. One man she met offered her a one-off job cleaning three houses that he planned to rent out. Thrilled to have enough work to pay for setting up her home across from the community centre, she accepted. But when she finished the back-breaking labour, the man told her he didn\u2019t have the money to pay her. She left with nothing, unsure of how to make up for the time she had spent doing the unpaid work.<\/p>\n\n\n\n<p>Moreira dreams of finding a steady job so that she can give her children more stability. She currently receives Aux\u00edlio Brasil, a cash transfer of 600 reais (US$115) per month for families living in poverty or extreme poverty, launched by the current federal government after it dismantled a similar welfare programme called Bolsa Fam\u00edlia. For 32.7% of families that receive Aux\u00edlio Brasil and earn less than half of Brazil\u2019s minimum wage \u2013 1,212 reais (US$232) a month \u2013 per person in their household, hunger is still a reality.<\/p>\n\n\n\n<p>For those in Argentina, it\u2019s no different.<\/p>\n\n\n\n<p>Victoria Cl\u00e9rici is one of the leaders of an Argentine association of informal recyclers, a job she says is becoming more and more popular, and which she estimates is currently done by 300,000 people across the country.<\/p>\n\n\n\n<p>Meat and fruit, she says, are mostly \u201cimpossible\u201d purchases for people living in Argentina\u2019s working-class neighbourhoods.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote block--pull-quote--no-citation\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Food in these neighbourhoods is more expensive, there isn\u2019t as much variety and there are no supermarkets that can sell things cheaper<\/blockquote><cite class=\"block--pull-quote__cite\"><\/cite><\/div><\/div>\n\n\n\n<p>\u201cNow we buy the cheapest cuts of meat, what we used to give to the dogs,\u201d she says. \u201cChicken is consumed more because it\u2019s cheaper, and then we can at least add something to the stew.\u201d<\/p>\n\n\n\n<p>According to Cl\u00e9rici, the neighbourhoods located on the outskirts of Argentina\u2019s big cities suffer much more from inflation than the more affluent sectors, as they have less access to large shops that have the financial backing to offer bargains.<\/p>\n\n\n\n<p>\u201cIt\u2019s incredible, but food in these neighbourhoods is sometimes more expensive, there isn\u2019t as much variety and there are no supermarkets that can sell things cheaper,\u201d she says, noting that what most people can afford to buy isn\u2019t healthy. \u201cEven the food that arrives as state aid is all dry and low in protein.\u201d<\/p>\n\n\n\n<p>In Brazil, items in a typical&nbsp;<em>Cesta B\u00e1sica<\/em>&nbsp;\u2013 the \u201cbasic basket\u201d of staple foods such as rice, beans, pasta, flour and sugar, commonly distributed to poor households \u2013 also don\u2019t provide complete and healthy meals to those who receive them. She\u2019s already working on enrolling her two girls in school now that they\u2019ve moved (her son is still too young to go), and she\u2019s hoping to find a steady job so she can put food on the table, leaving more room at the centre for others who need a helping hand from the volunteers.<\/p>\n\n\n\n<p>\u201cI want to stand on my own,\u201d she says. \u201cI\u2019ve always worked hard, but it just isn\u2019t enough anymore.
