Unfortunately, his newly acquired, four-hectare plot was dry, with compacted soil and little vegetation.<\/p>\n\n\n\n<p>One of the state\u2019s <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/1564-brazils-taps-run-dry-as-water-mismanagement-deforestation-blamed\/\">worst ever water <\/a><a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/1564-brazils-taps-run-dry-as-water-mismanagement-deforestation-blamed\/\">crises<\/a> started that year. By 2014, the capacity of the five water reservoirs of the Cantareira system, which supply 8.8 million people in the surrounding area, shrank to almost zero.<\/p>\n\n\n\n<p>The deterioration of the region\u2019s natural environment preceded this crisis. Mapping of the region at the time by the Institute for Ecological Research (IP\u00ca) revealed <a href=\"https:\/\/semeandoagua.ipe.org.br\/atlas-dos-servicos-ambientais-do-sistema-cantareira\/\">21,000 hectares<\/a> of riverbanks without vegetation \u2013 areas that, <a href=\"https:\/\/www12.senado.leg.br\/noticias\/materias\/2021\/12\/30\/sancionada-com-vetos-lei-que-permite-edificacoes-as-margens-de-rios-e-lagos-em-area-urbana\">by law<\/a>, should have been protected \u2013 and 100,000 hectares of degraded pastures. <\/p>\n\n\n\n<div class=\"wp-block-cd-did-you-know alignleft block--did-you-know\"><p class=\"block--did-you-know__title\">What is soil degradation?<\/p><div class=\"block--did-you-know__content\"><p>Soil classed as degraded has lost its healthy characteristics, thereby limiting its ability to provide beneficial services to its ecosystem, such as retaining nutrients and water. Soil degradation can be caused by human exploitation.<\/p><\/div><\/div>\n\n\n\n<p>Those degraded pastures included Pupin\u2019s. Pupin can already see improvements: \u201cThe year we arrived here, it was all clearings, there was hardly a tree\u2026 In the [newly restored] agroforestry areas, there are already places where the forest is a little more advanced; there is better infiltration [of water] into the soil.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-accordion block--accordion\"><span class=\"block--accordion__title\"><strong>Agroforestry<\/strong><\/span><div class=\"block--accordion__content\"><div class=\"block--accordion__content__inner\">\n<p>Agroforestry is the practice of incorporating trees into agriculture. This can be carried out in various ways, such as planting trees in and around pastures, or farming within a forest. Trees naturally sequester carbon and improve soil health and biodiversity, so agroforestry provides a sustainable alternative to simply clearing forests for agriculture. <\/p>\n<\/div><\/div><\/div>\n\n\n\n<p>\u201cThe idea is to turn the area around the Cantareira into a centre for agroecological production,\u201d says Alexandre Uezu, a Semeando \u00c1gua coordinator.<\/p>\n\n\n\n<p>Semeando \u00c1gua is one of many independent initiatives across Brazil that contribute to the <a href=\"https:\/\/cooperacaobrasil-alemanha.com\/Mata_Atlantica\/Planaveg_ingles.pdf\">National Plan for Native Vegetation Recovery (Planaveg)<\/a>, published by the government in 2017. The targets of the plan include to \u201crestore, reforest and induce the natural regeneration\u201d of 12 million hectares of forest land and to create 5 million hectares of \u201cintegrated farming systems\u201d that combine croplands, pastures and forests, both by 2030.<\/p>\n\n\n\n<p>According to mapping by the <a href=\"https:\/\/observatoriodarestauracao.org.br\/dashboard\">Observatory of Restoration and Reforestation<\/a>, Brazil has so far added 9.35 million hectares of mostly single-crop tree plantations, but only 79,100 hectares of land has been classified as restored.<\/p>\n\n\n\n<p>Moreover, the size of the problem is much bigger than Brazil\u2019s targets suggest: according to the environmental monitoring network <a href=\"https:\/\/brasil.mapbiomas.org\/en\/\">MapBiomas<\/a>, the country has 95.5 million hectares of degraded pastures, equivalent to the area of Venezuela. \u201cA large part of the deforested area in the country is for livestock, and these pastures are degraded,\u201d explains Ane Alencar, a researcher at the network.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/14879954\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<p>Through current and upcoming national policies and state-funded financial stimulus programmes, Brazil is now seeking to boost its land restoration efforts.<\/p>\n\n\n\n<p>The reuse of Brazil\u2019s degraded pastures is one of the main environmental goals of President Luiz In\u00e1cio Lula da Silva. In <a href=\"https:\/\/g1.globo.com\/politica\/noticia\/2023\/01\/01\/veja-a-integra-do-discurso-do-presidente-lula-no-congresso.ghtml\">his inauguration speech<\/a> in January, Lula mentioned the subject, while in April, he <a href=\"https:\/\/agenciabrasil.ebc.com.br\/es\/node\/1526642\">claimed<\/a> that investments in the restoration of degraded pastures can \u201cdouble [agricultural] productivity, without disrupting Indigenous populations and forests\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A global challenge<\/h2>\n\n\n\n<p>According to the UN\u2019s <a href=\"https:\/\/www.unccd.int\/resources\/global-land-outlook\/glo2-summary-decision-makers\">Global Land Outlook 2 report<\/a>, published in 2022, humanity has \u201calready transformed more than 70% of the Earth\u2019s land area from its natural state, causing unparalleled environmental degradation and contributing significantly to global warming.\u201d In 2018, land degradation and its consequences for water and food security were estimated to affect the lives of <a href=\"https:\/\/www.unesco.org\/en\/articles\/worsening-land-degradation-impacts-32-billion-people-worldwide?TSPD_101_R0=080713870fab200021a3b366563083f1aaddb45e97c80185738496aafeb96a25f4e27d56de500bed081efd84a514300069eb80d77ad8f8cbc47336397684207b30ba470cec8ab39534a0ad0d70d7012fe868fe5eeaa05d0bb5fa8c636af1b607\">3.2 billion<\/a> people. The degradation of Earth\u2019s soils is interlinked with other environmental crises, too. Alencar says fires, logging and landscape fragmentation are the main vectors of soil degradation in humid forests such as the Amazon, while in savannas like the Cerrado, grain monocultures and extensive livestock farming are predominantly to blame. The 2021 <a href=\"https:\/\/forestdeclaration.org\/about\/new-york-declaration-on-forests\/\">New York Declaration on Forests<\/a> saw more than 200 actors \u2013 including national and sub-national governments, Indigenous peoples, and companies \u2013 commit to restoring 350 million hectares of degraded land by 2030. This was followed by an <a href=\"https:\/\/www.cbd.int\/article\/cop15-cbd-press-release-final-19dec2022\">agreement<\/a> at the 2022 UN Biodiversity Conference (COP15), in which nearly every country in the world pledged to restore 30% of all terrestrial and marine ecosystems within this decade.<\/p>\n\n\n\n<p>On a trip to Beijing in April, Marina Silva, Brazil\u2019s environment and climate change minister, <a href=\"https:\/\/dialogue.earth\/pt-br\/mudanca-climatica-e-energia-pt-br\/367582-lula-a-china-quatro-resultados-para-o-meio-ambiente\/\">said<\/a> that the country \u201ccan learn from the Chinese experience\u201d of recovering degraded areas.<\/p>\n\n\n\n<p>Silva was likely referring to China\u2019s national <a href=\"http:\/\/en.people.cn\/n3\/2019\/1209\/c90000-9639194.html\">Grain for Green<\/a> programme, which aims to regenerate soil damaged by agriculture and livestock. Since its creation in 1999, the programme has <a href=\"http:\/\/www.forestry.gov.cn\/html\/main\/main_195\/20200630085813736477881\/file\/20200630090428999877621.pdf\">restored<\/a> more than <a href=\"https:\/\/www.nature.com\/articles\/ncomms12717\">30 million hectares<\/a> of forests, fields, mountain vegetation and wetlands.<\/p>\n\n\n\n<p>Grain for Green is voluntary, but there are incentives to join. In May, the government set up the Council for Sustainable Social Economic Development, a body made up of representatives from civil society and the state. By August, the council had set up a <a href=\"https:\/\/www.gov.br\/planalto\/pt-br\/acompanhe-o-planalto\/noticias\/2023\/08\/grupos-de-trabalho-do-conselhao-vao-buscar-solucoes-para-amazonia-e-terras-degradadas\">working group<\/a> on land restoration.<\/p>\n\n\n\n<p>Brazil\u2019s minister for institutional relations, <a href=\"https:\/\/www.youtube.com\/live\/AjqFIiMuYkc?si=FhMKV-MLA2T5goRr&amp;t=158\">Alexandre Padilha<\/a>, says the working group\u2019s goal is to present Lula with \u201cconcrete proposals\u201d for recovering degraded areas by early October.<\/p>\n\n\n\n<p>Elsewhere, a new version of the <a href=\"https:\/\/www.gov.br\/agricultura\/pt-br\/assuntos\/noticias\/presidente-anuncia-plano-safra-2023-2024\">Safra Plan<\/a> was launched in June. A month later, the private investment firm Paramis Capital <a href=\"https:\/\/www.metropoles.com\/negocios\/investidores-buscam-lucrar-com-recuperacao-e-plantio-em-area-degradada\">launched<\/a> a fund to transform degraded Brazilian land into productive areas.<\/p>\n\n\n\n<p>Elsewhere, in April, Chinese commodity giant COFCO International \u2013 <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/378124-cofco-chinese-soy-trader-progress-on-traceability-brazil-unclear\/\">a significant player<\/a> in the Brazilian grain trade \u2013 also reportedly <a href=\"https:\/\/www.reuters.com\/business\/environment\/brazil-lures-chinas-cofco-finance-recovery-degraded-land-2023-04-12\/\">expressed interest<\/a> in financing efforts to recover degraded farmland in the country, though firm commitments have yet to be announced.<\/p>\n\n\n\n<p>Despite the large sums of money required, Mesquita says action on land and soil degradation can bring financial returns: \u201cRestoration has the potential to drive a local bioeconomy.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Restoration has the potential to drive a local bioeconomy<\/blockquote><cite class=\"block--pull-quote__cite\">Rita de C\u00e1ssia Mesquita, secretary for biodiversity, forests and animal rights, Brazilian environment ministry<br\/><br\/><\/cite><\/div><\/div>\n\n\n\n<p>Research by Brazilian sustainable development organisation <a href=\"https:\/\/escolhas.org\/wp-content\/uploads\/2023\/08\/Onepage_12mi.pdf\">Instituto Escolhas<\/a> also suggests that big inputs will generate even greater outputs. For example, the institute estimates that Brazil still needs 228 billion reais (US$46 billion) to hit its target of 12 million hectares of restored forests by 2030, but it also says this could create 2.5 million jobs and generate revenues of 776.5 billion reais (US$157 billion).<\/p>\n\n\n\n<p>However, the granting of rural credit using public funding has been heavily criticised. For example, Brazil\u2019s Forest Code 2012 was brought in to manage the conservation of native vegetation on private rural land. The law dictates that landowners who have failed to conserve this vegetation must now do so at their own expense. Yet, according to the <a href=\"https:\/\/observatorioflorestal.org.br\/\">Forest Code Observatory<\/a> (OCF), which monitors the implementation of this law, these landowners are still able to obtain public rural credit.<\/p>\n\n\n\n<p>The OCF estimates that as many as 20 million hectares of native vegetation protected by the Forest Code are yet to be restored. The OCF\u2019s executive secretary, Roberta Del Giudice, told Di\u00e1logo Chino that there should be no granting of public credit \u201cat least, to those who don\u2019t comply with this law\u201d.<\/p>\n\n\n\n<p><strong>Restoring environments and economies<\/strong><\/p>\n\n\n\n<p>Ten years after his arrival, Derc\u00edlio Pupin\u2019s land now employs an agroforestry system. Piracaia is located within the Atlantic Forest, so Pupin integrated plant species native to this biome, such as jacaranda, jequitib\u00e1-rosa and tamboril trees. More economically fruitful products, such as coffee beans, have also been incorporated.<\/p>\n\n\n\n<p>The farmer says this agroforestry system is now making a sufficient income, and that he is setting up a cooperative with other Semeando \u00c1gua members to help with access to food markets.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<div class=\"wp-block-cd-story-image content=\"true\"\/><\/div>\n\n\n\n<p>In a decade, Semeando \u00c1gua has trained 334 local producers and technicians, regenerated 100 hectares of degraded pastures, replanted 70 hectares of protected areas and created 33 hectares of sustainable farming systems, according to its team. Biological corridors have re-established themselves, benefiting endangered monkey species in the Atlantic Forest, such as the <a href=\"https:\/\/www.icmbio.gov.br\/cpb\/index.php\/component\/phocagallery\/1-especies-ameacadas\/detail\/38-sagui-caveirinha-callithrix-aurita&amp;Itemid=0\">buffy-tufted marmoset<\/a> and <a href=\"https:\/\/www.gov.br\/icmbio\/pt-br\/assuntos\/biodiversidade\/pan\/pan-muriquis\">southern muriqui<\/a>.<br><br>However, Pupin cautions that there is a lack of incentives to encourage small producers. For example, he receives just 283 reais (US$57) of municipal funds per year to protect 1.06 hectares of forest on his land; Brazil\u2019s minimum wage is 1,320 reais (US$265) per month. Gustavo Brichi, a forestry engineer at the IP\u00ca, says the institution must expand its strategy beyond vegetation restoration, to focus on productive but sustainable models for rural properties, \u201cwithout the need for abrupt interventions\u201d.<\/p>\n\n\n\n<p>\u201cToday, after ten years that we\u2019ve been here, I can see that the wheel is starting to turn,\u201d says Pupin. \u201cWe plant the corn, the corn goes to the chicken\u2026 we add manure to the plants, the plants grow, it goes back to the chicken. There\u2019s already a cycle closing\u2026 When payments for environmental services are advantageous, many people will join.\u201d<\/p>\n\n\n\n<p><em><strong>Yedan Li <\/strong>contributed to this
