Though everything seems to be drying up quickly here, Calcina points to a water well that is still providing for residents, if not like it used to.<\/p>\n\n\n\n<p>\u201cThere used to be more. With this water we wash, we sow, we water vegetables and quinoa,\u201d says Andrea, who lives in a community of 100 families, where recurring complaints that \u201cit doesn\u2019t rain like it used to\u201d are heard. Calcha K, in the southwestern department of Potos\u00ed, is one of 46 communities settled around the Uyuni and Pastos Grandes salt flats, two of the country\u2019s three major lithium reserves. But some who have attended do not feel these could be classed as a true \u201cconsultation\u201d, a right established by the International Labour Organization (<a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---americas\/---ro-lima\/documents\/publication\/wcms_445528.pdf\">ILO<\/a>).<\/p>\n\n\n\n<p>In these talks, officials have explained the benefits that Bolivia will obtain once it has an operational industry to produce lithium carbonate \u2013 the precursor to lithium-ion batteries, and the lithium product with the <a href=\"https:\/\/expansion.mx\/empresas\/2022\/04\/18\/que-es-el-litio-y-para-que-sirve#:~:text=Su%20apariencia%20es%20la%20de,litio%20probadas%20en%20el%20mundo.\">highest volume<\/a> of international trade. Aquilina Mamani, the former leader of a nearby community called Aguaquiza, says that the explanations at these talks have been technical, so very few people understand what is being explained. They also speak to the audience in Spanish, when many people only understand Quechua, their native language.<\/p>\n\n\n\n<div class=\"wp-block-cd-map-embed block--map-embed\"><div class=\"block--map-embed__column\"><div class=\"block--map-embed__embed aspect-ratio--16-9\"><iframe src=\"https:\/\/www.youtube.com\/embed\/hDhqV9w0_ls?si=ldpKhAVBtMbX2pXq\"><\/iframe><\/div><div class=\"block--map-embed__content\"><div itemprop=\"caption\" class=\"block--map-embed__caption\"><em>(Video: Ernst Udo Drawert \/ Di\u00e1logo Chino)<\/em><\/div><\/div><\/div><\/div>\n\n\n\n<p>Though lithium production has <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/57525-understanding-bolivias-long-struggle-to-exploit-its-lithium-reserves\/\">long held promise<\/a> for the South American country, the issue picked up in the last week of June, when President Luis Arce confirmed the signing of these new agreements, which will see a total of <a href=\"https:\/\/abi.bo\/index.php\/economia2\/38890-ylb-firmo-convenios-que-comprometen-us-2-800-millones-para-industrializar-el-litio-bajo-un-modelo-de-negocios-soberano\">US$2.8 billion<\/a> of foreign investment to industrialise the metal. The announcement did not go down well in the area around the salt flats.<\/p>\n\n\n\n<p>\u201cThe fear is for the water,\u201d says Marcial Mura\u00f1a Ramos, the cacique justiciero \u2013 equivalent to a local justice minister \u2013 of Mallku Villamar, a community near the Pastos Grandes salt flat. It is perhaps a justified fear of a water-intensive activity whose promise for lithium-rich Latin American countries has so far been accompanied by doubts over its possible impacts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-state-of-south-american-lithium\">The state of South American lithium<\/h2>\n\n\n\n<p>According to a <a href=\"https:\/\/www.la-razon.com\/economia\/2022\/03\/28\/el-triangulo-del-litio-concentra-el-68-del-litio-en-tres-paises-latinoamericanos\/\">study<\/a> by the Latin American Council of Social Sciences (Clacso), Chile, Argentina and Bolivia account for 68% of global lithium reserves, in the form of brines, <a href=\"https:\/\/ri.conicet.gov.ar\/bitstream\/handle\/11336\/2588\/de%20la%20Hoz%20et%20al%20(2013)%20El%20litio%20-%20desde%20los%20salares%20de%20la%20Puna%20a%20nuestros%20celulares.pdf?sequence=4\">deposits<\/a> with the highest concentration of the metal, found within the so-called \u201clithium triangle\u201d that spans their Andean borders. However, each country\u2019s pursuit of extraction is proceeding at a different pace.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"50057203\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Chile has been producing lithium since 1984, reaching a total output of <a href=\"https:\/\/www.statista.com\/statistics\/717594\/chile-lithium-production\/\">39,000 tonnes<\/a> in 2022, while Argentina has been doing so since 1997, producing <a href=\"https:\/\/www.statista.com\/statistics\/717584\/argentina-lithium-production\/#:~:text=Lithium%20production%20in%20Argentina%20was,the%20largest%20lithium%20producers%20worldwide.\">6,200 tonnes<\/a> in 2022. Bolivia, however, has long struggled to get its extraction off the ground, though the government says it will be able to produce <a href=\"https:\/\/correodelsur.com\/economia\/20230630_bolivia-producira-100-mil-toneladas-de-litio-en-2025.html\">100,000 tonnes per year<\/a> by 2025, when its planned carbonate plants begin operation.<\/p>\n\n\n\n<p>Argentina, meanwhile, has <a href=\"https:\/\/chequeado.com\/el-explicador\/cuales-son-los-proyectos-de-litio-que-existen-en-la-argentina-y-en-que-estado-se-encuentran\/\">five projects<\/a> in various advanced stages of construction, which would be added to the three already in operation, all located in the country\u2019s north-west: Salar de Hombre Muerto in Catamarca province, and the Salar de Olaroz and Salar de Cauchari-Olaroz in Jujuy province.<\/p>\n\n\n\n<p>Chile, the world\u2019s <a href=\"https:\/\/thelogisticsworld.com\/actualidad-logistica\/chile-segundo-productor-mundial-de-litio-segun-sp-global-intelligence\/#:~:text=Chile%20es%20el%20segundo%20productor,2021%2C%20seg%C3%BAn%20el%20Banco%20Central.\">second-largest lithium producer<\/a> after Australia, has two operations in the Salar de Atacama, in the northern region of Antofagasta. Exploration is already underway in the Salar Cuenca Francisco in the Atacama region, also in the north, and there are plans to produce lithium carbonate in the Salar de Maricunga, also in Atacama.<\/p>\n\n\n\n<div class=\"wp-block-cd-map-embed block--map-embed\"><div class=\"block--map-embed__column\"><div class=\"block--map-embed__embed aspect-ratio--16-9\"><iframe src=\"https:\/\/www.youtube.com\/embed\/Zds2_yeoA3g?si=d37itPoYV0BAd03R\"><\/iframe><\/div><div class=\"block--map-embed__content\"><div itemprop=\"caption\" class=\"block--map-embed__caption\"><em>Note: This clip shows a plant in R\u00edo Grande, on the border of the Uyuni salt flat (00:08-00:15); this is not lithium but borax extraction, though lithium projects have been announced near the area. (Video: Ernst Udo Drawert \/ Di\u00e1logo Chino)<\/em><\/div><\/div><\/div><\/div>\n\n\n\n<p>Bolivia planned to<a href=\"https:\/\/www.la-razon.com\/economia\/2023\/08\/03\/ylb-ratifica-la-inauguracion-de-la-planta-industrial-de-litio-para-este-mes-patrio\/\"> inaugurate<\/a> its first industrial lithium carbonate plant in August this year \u2013 15 years after its <a href=\"https:\/\/www.reuters.com\/article\/latinoamerica-mineria-bolivia-litio-idLTASIE58K19A20090921\">construction began<\/a>. However, this did not materialise, and the month was instead marked by political troubles for YLB, as the country\u2019s hydrocarbons minister, Franklin Molina, removed and replaced the state lithium company\u2019s president.<\/p>\n\n\n\n<p>Though this year has seen the country sign the agreements to build four plants, their timelines and conditions are unclear as the documents were not made public \u2013 and not even members of congress had access to them, the press team of Senator Cecilia Requena, of the Land and Territory, Natural Resources and the Environment Commission, told Di\u00e1logo Chino.<\/p>\n\n\n\n<p>With relatively small, as yet unexploited deposits located beyond the northern extremity of the lithium triangle, Peru is a minor player and newcomer in the lithium arena. In May, however, the country <a href=\"https:\/\/www.bnamericas.com\/es\/noticias\/peru-aprueba-permiso-para-exploracion-de-litio\">approved<\/a> the exploration of the Falchani lithium project in the south-eastern region of Puno by Macusani Yellowcake, a subsidiary of Canadian company American Lithium Corp.<\/p>\n\n\n\n<p>Peru may yet emerge as a notable fourth point of the \u201clithium triangle\u201d because \u201ca high recovery of pure lithium carbonate has been obtained\u201d in the Falchani deposit, Ulises Sol\u00eds Llapa, general manager in Peru for the Canadian company American Lithium Corp, <a href=\"https:\/\/elperiodicodelaenergia.com\/el-triangulo-del-litio-puede-convertirse-en-un-cuadrilatero-con-peru\/\">told<\/a> media in June. Economy minister Alex Contreras <a href=\"https:\/\/www.swissinfo.ch\/spa\/per%C3%BA-litio_per%C3%BA-busca-inversores-extranjeros-para-el-litio-y-la-miner%C3%ADa--sin-condiciones-particulares\/48579744\">told<\/a> news outlet Swissinfo that his country\u2019s openness to overseas participation is \u201ctotal\u201d. \u201cOur objective is to attract investment in the different stages of the production process that we can be competitive in,\u201d he said.<\/p>\n\n\n\n<p>Bolivia, on the other hand, has long prioritised state control. However, after 15 years of unsuccessful efforts to industrialise the metal on its own, in 2022, the government opened up to investment. Production is currently carried out by two private companies, Chilean SQM (a quarter of which is owned by Chinese Tianqi Lithium), and US-based Albemarle.<\/p>\n\n\n\n<p>As the four countries look to expand their lithium activity with global demand projected to continue to rise, they do so in an ever-changing market, subject to fluctuations in prices. In 2022, a tonne of lithium carbonate cost US$80,000; however, in April this year, the price fell by almost <a href=\"https:\/\/cincodias.elpais.com\/economia\/2023-04-21\/el-precio-del-litio-se-hunde-casi-un-50-tras-la-fiebre-de-2022-la-tormenta-que-azota-al-elemento-clave-de-las-baterias.html\">50%<\/a> due to an increase in production and the slowdown in the sale of electric vehicles in China, among other factors.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-environmental-impacts\">Environmental impacts<\/h2>\n\n\n\n<p>Back at the Pastos Grandes salt flat in Bolivia, Marcial Mura\u00f1a Ramos points to the horizon. \u201cWe have seen, both in Argentina and Chile, the consequences they have suffered in their salt flats, and we are running the same risk,\u201d he says, alluding to issues such as <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/44943-in-the-name-of-lithium-documentary-shines-a-light-on-mining-and-conflicts-in-argentina\/\">community conflicts<\/a> and impacts on water sources that have garnered attention near lithium production sites.<\/p>\n\n\n\n<div class=\"wp-block-cd-map-embed block--map-embed\"><div class=\"block--map-embed__column\"><div class=\"block--map-embed__embed aspect-ratio--16-9\"><iframe src=\"https:\/\/www.youtube.com\/embed\/RTF_pW4Y0YU?si=1MRSA0hjhKxm0j0w\"><\/iframe><\/div><div class=\"block--map-embed__content\"><div itemprop=\"caption\" class=\"block--map-embed__caption\"><em>(Video: Ernst Udo Drawert \/ Di\u00e1logo Chino)<\/em><\/div><\/div><\/div><\/div>\n\n\n\n<p>\u201cMaybe in 10, 20 years, nothing will happen, but in 30 to 40 years, all this will be deserted,\u201d he says.<\/p>\n\n\n\n<p>The Mallku Villamar territory where Ramos resides contains fresh water that flows into the saline lagoon of Pastos Grandes, forming part of the Los L\u00edpez wetland that is listed as internationally important under the <a href=\"https:\/\/www.ramsar.org\/es\/news\/los-lipez-extension-de-sitio-ramsar-altoandino-en-bolivia\">Ramsar Convention<\/a>. It describes Los L\u00edpez as a complex of high Andean permanent saline, hypersaline and brackish lakes, as well as geothermal wetlands. Here, people make a living from raising llamas, farming at least four varieties of quinoa, and tourism associated with the area\u2019s majestic landscapes.<\/p>\n\n\n\n<p>B\u00e1rbara Jerez Henr\u00edquez, a researcher at the University of Valpara\u00edso in Chile, told Di\u00e1logo Chino that research addressing the issue of lithium in environmental, social, cultural, archaeological and biological terms is \u201cvery limited\u201d. She cited a <a href=\"https:\/\/www.cedib.org\/wp-content\/uploads\/2021\/08\/extraccion-de-litio-y-derechos-de-los-pueblos-indigenas.pdf\">study<\/a> on lithium extraction and the rights of Indigenous peoples in Argentina, Bolivia and Chile, conducted by researchers from the Chilean NGO <a href=\"https:\/\/observatorio.cl\/quienes-somos-about-us\/\">Citizens\u2019 Rights Watch<\/a> and the Business &amp; Human Rights Resource Centre. This is despite the fact that salt flats are \u201cdynamic and fragile natural ecosystems\u201d, Jerez said.<\/p>\n\n\n\n<p>For Jerez, it is undeniable that <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/58865-can-lithium-be-produced-with-lower-environmental-impact-latin-america\/\">the environmental risks<\/a> associated with the activity are high. One of them is the lack of understanding of the hydrology and biodiversity of the salt flats, she said. \u201cWhat we have observed in the Salar de Atacama [in Chile] is that there is a profound water crisis due to the impact [of lithium extraction] on water reserves and biodiversity.\u201d<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 In this <a href=\"https:\/\/www.laizquierdadiario.com\/Litio-los-metodos-destructivos-de-extraccion-y-su-impacto-socioambiental\">process<\/a>, water is constantly extracted from the brine and evaporated in huge pools. The production of one tonne of lithium can require the evaporation of as much as <a href=\"https:\/\/www.chilesustentable.net\/2019\/05\/cada-tonelada-de-litio-requiere-la-evaporacion-de-2-millones-de-litros-de-agua\/\">2 million litres of water<\/a>.<\/p>\n\n\n\n<p>Other methods exist, though some are still little explored at the industrial level. One is direct lithium extraction (<a href=\"https:\/\/ctlithium.com\/es\/about\/direct-lithium-extraction\/\">DLE<\/a>), a technology that allows extraction from reserves without the need to use evaporation pools. The brine is pumped to a processing plant where, through chemical processes, the mineral is extracted and the lithium-free brine is re-injected back underground. Different DLE methods and proposals exist, and each company can patent its own technology.<\/p>\n\n\n\n<p>The Bolivian government has <a href=\"https:\/\/www.rumbominero.com\/bolivia\/bolivia-tecnologia-edl-litio\/\">promoted DLE<\/a> as being the \u201cmore environmentally friendly\u201d of the two methods, and targeted its use in its industry. However, experts in the field, such as Gonzalo Mondaca, a researcher at the Bolivian Centre for Documentation and Information (<a href=\"https:\/\/www.cedib.org\/\">CEDIB<\/a>), warn that these technologies \u201ccan alter the entire hydro-geological system of the area\u201d. This is due to the \u201chigh chemical development\u201d used to separate the elements to obtain lithium carbonate. <\/p>\n\n\n\n<p>Another issue is the uncertainty over what will be done with wastes left over from the process. In July, following the confirmation of Bolivia\u2019s new investments, the then-president of YLB, Carlos Ramos, agreed to an interview with Di\u00e1logo Chino. But after learning of the potential topics to be discussed \u2013 including the handling of lithium wastes \u2013&nbsp;the company\u2019s communications department cancelled the interview, announcing that the president was travelling.<\/p>\n\n\n\n<div class=\"wp-block-cd-map-embed block--map-embed\"><div class=\"block--map-embed__column\"><div class=\"block--map-embed__embed aspect-ratio--16-9\"><iframe src=\"https:\/\/www.youtube.com\/embed\/Z1psCMMCfZI?si=5h9cUopxl997YjeB\"><\/iframe><\/div><div class=\"block--map-embed__content\"><div itemprop=\"caption\" class=\"block--map-embed__caption\"><em>(Video: Ernst Udo Drawert \/ Di\u00e1logo Chino)<\/em><\/div><\/div><\/div><\/div>\n\n\n\n<p>Edwin Ramos, leader of the Mallku Villamar community, said that in the coming months residents will meet with other Indigenous groups and leaders from communities in Argentina and Chile to discuss the environmental and social impacts of lithium mining. \u201cWe need to know what\u2019s going to happen with all this,\u201d Edwin says, as he points to the large wetland into which freshwater streams flow.<\/p>\n\n\n\n<p>In Argentina, the issue of lithium <a href=\"https:\/\/www.elsaltodiario.com\/argentina\/mineria-litio-baterias-provoca-una-rebelion-popular-norte-argentino\">provoked protests<\/a> in Jujuy province in July, with several communities rejecting a controversial new provincial constitution that they argue seeks to increase lithium extraction on their territories. These groups claim they were not consulted by the government before the new document was drafted.<\/p>\n\n\n\n<p>Across South America\u2019s lithium-rich nations, concerns for what the future may hold are shared among Indigenous and local communities living close to salt flats. As governments sit on the cusp of a possible boom, and seek to boost their industries and exports amid growing demand for so-called \u201cwhite gold\u201d, these issues and conflicts will likely continue to surround projects \u2013 and require careful management.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The region could define the global lithium market and is making moves to boost its industries.
