As the eyes of the world turn towards it, attention is falling on the city\u2019s capacity to welcome the world, and the structural challenges faced by its residents.<\/p>\n\n\n\n<p>The call for the Amazon to host the event was led by Brazil\u2019s then president-elect Luiz In\u00e1cio Lula da Silva, during <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/60757-top-of-the-cops-rockstar-lula-puts-brazil-back-on-climate-stage-at-cop27\/\">his visit to COP27 in Egypt<\/a> in November 2022. \u201cI think it\u2019s very important that people who defend the Amazon and who defend the climate get to know that region up close,\u201d Lula told the conference. Bel\u00e9m\u2019s official candidacy was launched following his inauguration in January 2023 and was <a href=\"https:\/\/www12.senado.leg.br\/noticias\/materias\/2023\/12\/12\/brasil-e-confirmado-como-sede-da-cop-30-em-2025\">accepted<\/a> by the UN at the end of the year.<\/p>\n\n\n\n<p>The selection of the city often dubbed the \u201cgateway to the Amazon\u201d as host for COP30 is recognition for the central role the rainforest plays in the planet\u2019s geopolitics and economy, experts say. \u201cThis is the moment to encourage the leading role that only we in the region can play,\u201d says Jo\u00e3o Cl\u00e1udio Tupinamb\u00e1, a professor at the University of the Amazon in Bel\u00e9m, who is representing the institution in the preparations for COP30. <\/p>\n\n\n\n<p>However, the city, the capital of the northern state of Par\u00e1, still struggles to guarantee a healthy environment and basic services for many of its 1.3 million citizens \u2013 a picture <a href=\"https:\/\/amazonia2030.org.br\/wp-content\/uploads\/2022\/02\/AMZ-31.pdf\">similar<\/a> to that of many municipalities in Brazil\u2019s Amazon region. (Image: Christian Braga \/ Dialogue Earth)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/04\/20240226_city-center-channel_water-contamination_Belem_Brazil_Christian-Braga_Dialogue-Earth.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cAround here, we hear a lot of promises, but when it comes to concrete works, the reality is different,\u201d said Renata Corr\u00eaa, a Bel\u00e9m resident who sells tapioca for a living.<\/p>\n\n\n\n<p>Corr\u00eaa highlights open-air waste dumps, a dilapidated historic centre, and <a href=\"https:\/\/g1.globo.com\/pa\/para\/noticia\/2023\/07\/25\/sede-da-cop-30-belem-enfrenta-dificuldades-com-a-rede-hoteleira.ghtml\">limited hotel capacity<\/a> as significant challenges as the city looks towards COP30, for which more than <a href=\"https:\/\/www.gov.br\/planalto\/pt-br\/assuntos\/cop28\/cop-30-no-brasil\">40,000 participants<\/a> are expected to attend. On both land and water, connecting with the islands across the Guajar\u00e1 Bay on which the city sits, public transport is precarious, sometimes non-existent in more remote areas. While the size of Bel\u00e9m\u2019s vehicle fleet <a href=\"https:\/\/www.oestadonet.com.br\/noticia\/22985\/frota-do-para-cresce-mais-que-populacao-do-estado-santarem-entre-as-cidades-que-aumentaram-frota-de-veiculos\/#:~:text=Em%202022%2C%20o%20estado%20paraense,que%20o%20pr%C3%B3prio%20crescimento%20populacional.\">grows<\/a> every year \u2013 at a faster rate than the population \u2013 its roads remain narrow and bumpy, often leading to chaotic traffic.&nbsp;<\/p>\n\n\n\n<p>With less than two years to go and many challenges to confront, Bel\u00e9m\u2019s residents told Dialogue Earth that the road to COP30 may also be a bumpy one, though some remain hopeful of a better future and legacy following the event.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-promised-works\">Promised works<\/h2>\n\n\n\n<p>Since Bel\u00e9m\u2019s confirmation as COP30 host, at least <a href=\"https:\/\/g1.globo.com\/pa\/para\/noticia\/2023\/05\/26\/belem-sede-da-cop-2025-confira-as-principais-obras-anunciadas-para-receber-o-evento-internacional.ghtml\">four major projects<\/a> related to the event have been announced, set to be funded by the regional and national governments, as well as the private sector. However, scepticism remains among market traders who have not seen major works on the site for over 20 years.<\/p>\n\n\n\n<p>Maria Cristina dos Anjos do Carmo, 63, has been selling medicinal herbs native to the Amazon for over 42 years at the market. Either you do a good job or you don\u2019t.\u201d<\/p>\n\n\n\n<p>Another planned project is to <a href=\"https:\/\/agenciapara.com.br\/noticia\/43845\/estado-anuncia-obras-do-parque-da-cidade-a-maior-intervencao-urbana-dos-ultimos-100-anos-em-belem\">transform<\/a> a disused airport into a 50-hectare complex featuring everything from cultural centres, theatres and an exhibition space, to food courts and markets. This project and the expansion of Porto Futuro, a port complex on the shores of the Guajar\u00e1 Bay, are set to be <a href=\"https:\/\/www.oliberal.com\/economia\/vale-inaugura-centro-de-excelencia-em-gestao-e-amplia-presenca-em-belem-1.718229\">financed<\/a> by Vale \u2013 the multinational mining company behind the collapses of both the <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/6675-brazils-fatal-dam-disaster-preventable-say-experts\/\">Mariana<\/a> and <a href=\"https:\/\/dialogue.earth\/en\/extractive-industries\/21937-as-iron-ore-prices-collapsed-so-did-waste-dams\/\">Brumadinho<\/a> dams in Minas Gerais state, which were among the worst environmental disasters in Brazil\u2019s history, leading to severe damage and nearly 300 deaths. He has announced plans focusing on boosting <a href=\"https:\/\/www.semas.pa.gov.br\/2024\/02\/28\/o-financiamento-climatico-na-amazonia-deve-priorizar-solucoes-baseadas-na-natureza-diz-helder-barbalho\/\">climate finance<\/a>, promoting the <a href=\"https:\/\/dialogue.earth\/en\/agriculture\/367951-can-one-of-brazils-deforestation-hotspots-become-a-green-leader\/\">bioeconomy<\/a>, and actions to reduce forest loss in a state that, since 2006, has seen <a href=\"http:\/\/terrabrasilis.dpi.inpe.br\/app\/dashboard\/deforestation\/biomes\/legal_amazon\/rates\">more deforestation<\/a> than any other in the Brazilian Amazon.<\/p>\n\n\n\n<p>In August 2023, the Par\u00e1 capital hosted another major event: the <a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/376660-amazon-summit-observers-frustrated-by-more-talk-not-enough-action\/\">Amazon Summit<\/a>, which brought together leaders from the South American countries that share the rainforest, aiming to boost cooperation on its protection. The gathering ended with frustration from observers at a lack of concrete targets to curb deforestation in the biome. As of 2021, <a href=\"https:\/\/brasil.mapbiomas.org\/2023\/08\/09\/amazonia-ja-perdeu-17-de-sua-cobertura-nativa\/\">17%<\/a> of the Amazon\u2019s original forest cover was estimated to have been lost, edging ever closer to an irreversible \u201c<a href=\"https:\/\/dialogue.earth\/en\/climate-energy\/59515-tipping-point-indigenous-peoples-call-for-urgent-measures-in-the-amazon\/\">tipping point<\/a>\u201d that could lead to the forest\u2019s progressive death, and have significant implications for global climate and biodiversity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-riverside-communities\">Riverside communities<\/h2>\n\n\n\n<p>Ilha do Combu is one of the 39 islands that surround Bel\u00e9m in the Guajar\u00e1 Bay, and is an <a href=\"https:\/\/uc.socioambiental.org\/pt-br\/arp\/2969\">environmentally protected area<\/a>. There are few official records, but it is thought to have been <a href=\"https:\/\/ilhadocombu.tur.br\/a-ilha-do-combu\/\">founded<\/a> in the 19th century by Indigenous and black populations who fled to the islands to avoid impacts from the city\u2019s urbanisation. Her family fishes for a living and grows a\u00e7a\u00ed for their own food. To help with the family income, she also works in a local restaurant. She hadn\u2019t even heard of COP30: \u201cI\u2019m finding out about this event now, because you\u2019re talking about it.\u201d<\/p>\n\n\n\n<p>Official population figures for the islands are lacking, but according to the town hall, around 2,500 people travel by ferry from the island to Bel\u00e9m between Monday and Friday, while 15,000 do so at weekends. Ilha do Combu has made a name for itself as an ecotourism spot, thanks to largely to its preserved Amazon rainforest surroundings, though its residents must also deal with water pollution and inadequate waste services.<\/p>\n\n\n\n<p>In a restaurant on the water\u2019s edge, waitress Suelane Costa, 28, expresses doubt over the city\u2019s ability to host COP30: \u201cI keep imagining an event of this size in Bel\u00e9m. He says that the company has already started investing to prepare for the upsurge in visitors for COP30, with the construction of a caf\u00e9, an increase in chocolate production and improvements to the path that leads to his cocoa plantation.<\/p>\n\n\n\n<p>Carvalho regularly travels from Bel\u00e9m to the island. He says this is why, in addition to tourism, he would like to see longstanding demands resolved, such as improving the quality of ferry transport and drinking water supply.
