Why is the swim bladder of the protected totoaba fish still on sale in Hong Kong\u2019s dried seafood markets? Enforcing international controls on the trade in endangered marine species is a challenge everywhere; identifying the fins of an endangered shark mixed up in a container-load from other, as yet unprotected, species is not always possible. <\/p>\n\n\n\n

But in Hong Kong, the punishment for smuggling threatened wildlife does not befit the crime. And when fish are harvested in the open seas, beyond the reach of national jurisdictions, what then? No laws apply, and the crime of over-exploitation metes out no punishment at all.
