On a still afternoon in June, weeds entangling brick stacks, cement mixers and truck tires showed construction had long been paused.<\/p>\n\n\n\n<p>Locals toasting happy hour down the road from the front gate complained of months of delayed pay for the site\u2019s security guards, adding there was no date set for operations to resume. But the announced plants are now facing years of delay, raising questions about when, or if, the kingdom\u2019s last coal projects will go online.<\/p>\n\n\n\n<p>When announced, all three plants were attached to China\u2019s global infrastructure-focused Belt and Road Initiative. But while China\u2019s 2021 pledge to cut support for new coal power abroad killed projects elsewhere in Southeast Asia, its plans for Cambodia appeared to survive the chopping block.<\/p>\n\n\n\n<p>Southeast Asia Globe documented the slate of projects across three provinces, as well as Cambodia\u2019s original coal-fired power plant. Of these three sites \u2013 which the Cambodian government <a href=\"https:\/\/asia.nikkei.com\/Business\/Energy\/Cambodia-minister-vows-no-new-coal-plants-beyond-those-approved\">pledged are its last coal plants<\/a> \u2013 two are in varying stages of inertia. Falling revenue for the Chinese companies in charge led them to pivot the project to new contractors, who are sticking with coal, but are also now investing in solar energy at the same plant.<\/p>\n\n\n\n<p>Meanwhile, near the coast in Koh Kong province, south-west Cambodia, the politically connected Royal Group conglomerate has yet to even break ground on a 700 MW power plant initially scheduled to go online this year. Former residents of the area allege unfair deals and heavy-handed evictions.<\/p>\n\n\n\n<p>Just across the Bay of Kampong Som in Sihanoukville province, Cambodia International Investment Development Group\u2019s (CIIDG) new 700 MW coal project appears to be the only one of the three to have hit its expected completion targets.<\/p>\n\n\n\n<p>Just down the same road in Steung Hav district is another plant, the 250 MW Cambodian Energy Limited (CEL) coal complex, which was the first of its kind in the kingdom. Delgado \/ Southeast Asia Globe)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231116_Cambodia-Sihanoukville-fisher-Hang-Dara-overlooks-power-plants\u00a9AntonDelgado_SoutheastAsiaGlobe.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1707\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-future-of-fossil-fuels\">Future of fossil fuels<\/h2>\n\n\n\n<p>While <a href=\"https:\/\/news.un.org\/en\/story\/2021\/09\/1100642\">addressing the UN<\/a> in 2021 and in order to stay \u201ccommitted to harmony between man and nature\u201d, President Xi Jinping pledged that China would stop building new coal-fired power projects abroad and step up support for renewables and low-carbon energy.<\/p>\n\n\n\n<p>As a major financier and equipper of coal-fired power plants, China\u2019s announcement was hailed as a major step toward achieving the <a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\">Paris Agreement<\/a> goal to limit global temperature rise by cutting greenhouse gas emissions.<\/p>\n\n\n\n<p>The fates of 77 Chinese-backed coal projects around the world, which were in varying stages of development before Xi\u2019s pledge, were still uncertain as of October, according to the Helsinki-based Centre for Research on Energy and Clean Air (CREA).<\/p>\n\n\n\n<p>Almost half of those power plants would be in Southeast Asia.<\/p>\n\n\n\n<p>If the 37 projects in Indonesia, Vietnam, Laos, Cambodia and the Philippines are operated for their standard 25-to-30-year lifespans, CREA calculated they\u2019d emit a total of nearly 4,230 million tonnes of carbon. Delgado \/ Southeast Asia Globe)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231116_Cambodia-Sihanoukville-coal-shipment\u00a9AntonDelgado_SoutheastAsiaGlobe.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1686\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cWith the very dramatic drop of costs for clean energy and the increase of costs for coal, the Cambodian government has the chance to re-evaluate if those coal plants are the best way to meet Cambodia\u2019s power needs,\u201d said Lauri Myllyvirta, lead analyst at CREA.<\/p>\n\n\n\n<p>Cambodia is opting into an especially precarious position, Myllyvirta said, as the country mostly depends on imports of coal.<\/p>\n\n\n\n<p>\u201cThe wild swings in coal prices and global coal markets in the past three years have vividly demonstrated the economic risks of depending on fossil fuels,\u201d he said, adding that price fluctuations would only \u201cbecome more volatile\u201d.<\/p>\n\n\n\n<p>In 2021, Cambodia imported approximately US$222 million worth of coal, according to records from the <a href=\"https:\/\/comtradeplus.un.org\/\">UN Comtrade Database<\/a> processed by Harvard Growth Lab\u2019s <a href=\"https:\/\/atlas.cid.harvard.edu\/explore?country=118&amp;queryLevel=location&amp;product=undefined&amp;year=2021&amp;tradeDirection=import&amp;productClass=HS&amp;target=Product&amp;partner=undefined&amp;startYear=undefined\"><\/a><a href=\"https:\/\/atlas.cid.harvard.edu\/explore?country=118&amp;queryLevel=location&amp;product=undefined&amp;year=2021&amp;tradeDirection=import&amp;productClass=HS&amp;target=Product&amp;partner=undefined&amp;startYear=undefined\">Atlas of Economic Complexity<\/a>.<\/p>\n\n\n\n<p>The trade data underlines the role of Indonesia as Cambodia\u2019s largest coal exporter for more than a decade. Nearly 85% of coal imported by Cambodia from 2012 to 2021 came from the country.<\/p>\n\n\n\n<p>Zulfikar Yurnaidi, a senior officer at the ASEAN Centre for Energy in Jakarta, agreed with Myllyvirta on the future of coal being increasingly uncertain. Yurnaidi said the international \u201callergy\u201d for the commodity continues to be an unaddressed ASEAN issue.<\/p>\n\n\n\n<p>\u201cWe cannot wish coal and fossil fuels gone right away,\u201d Yurnaidi said. \u201cSupport from foreign financial institutions is still required. After the third Belt and Road Forum in mid-October, Cambodia\u2019s <a href=\"https:\/\/southeastasiaglobe.com\/with-motorcade-cambodias-ruling-party-marks-expected-election-victory\/\">Prime Minister Hun Manet<\/a> <a href=\"https:\/\/kiripost.com\/stories\/cambodia-chinese-company-to-invest-600m-in-renewable-energy-projects\">announced<\/a> Chinese state-owned power companies had offered the kingdom more than US$600 million to fund renewable energy projects.<\/p>\n\n\n\n<p>Despite foreign funding, Yurnaidi said ASEAN\u2019s emphasis on economic growth means the bloc will continue to require coal while member states shift to renewable energy sources.<\/p>\n\n\n\n<p>\u201cASEAN is a very huge ship with hundreds of millions of people and trillions in GDP,\u201d Yurnaidi said. \u201cWith the energy transition, we know this ship needs to take a turn. But we cannot just make a sudden roundabout, because then everyone will fall into the sea.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Counting on coal<\/h2>\n\n\n\n<p>Cambodia\u2019s bet on coal seemed to embody that idea.<\/p>\n\n\n\n<p>In the aftermath of Covid-19, Cambodia\u2019s <a href=\"https:\/\/media.vdb-loi.com\/wp-content\/uploads\/2023\/06\/Final-PDP-Cambodia-English-version.pdf\">Power Development Master Plan<\/a> charts the way for the country\u2019s energy expansion from 2022 to 2040 and predicts a steady rise in national demand for energy.<\/p>\n\n\n\n<p>The first five years of every \u201cenergy scenario\u201d within the plan prioritises the development of Cambodia\u2019s proposed roster of three new coal sites.<\/p>\n\n\n\n<p>At a meeting before COP26 in 2021, Cambodia\u2019s Minister of Mines and Energy Suy Sem said the country would no longer approve additional coal projects.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231110_Cambodia-coal-plants_SEA-Globe-repubsvg.svg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231110_Cambodia-coal-plants_SEA-Globe-repubsvg.svg 768w, https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231110_Cambodia-coal-plants_SEA-Globe-repubsvg.svg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231110_Cambodia-coal-plants_SEA-Globe-repubsvg.svg 2001w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2001px\" alt=\"Map of Cambodia, with markers showing the location of coal power plants in south and north of country\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">The Ministry of Mines and Energy\u2019s power plan for Cambodia includes the development of two new coal plants: Han Seng in Oddar Meanchay province and the Royal Group facility in Koh Kong province. Data: Cambodia\u2019s Ministry of Mines and Energy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231110_Cambodia-coal-plants_SEA-Globe-repubsvg.svg\"\/><meta itemprop=\"contentSize\" content=\"405 KB\"\/><meta itemprop=\"height\" content=\"1744.5\"\/><meta itemprop=\"width\" content=\"2001\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>The years of construction delays facing two of the three power plants have some experts wary of potential energy shortages. <a href=\"https:\/\/southeastasiaglobe.com\/cambodia-energy-policy\/\">Chea Sophorn<\/a>, an energy project manager who specialises in renewable developments, said shortages would depend on how quickly the kingdom\u2019s post-Covid economy, and thus energy demand, recovers.<\/p>\n\n\n\n<p>But with international investors turning away from fossil fuels, Sophorn emphasised that securing support to jump-start the two stalled projects could be difficult.<\/p>\n\n\n\n<p>\u201cWhat type of investor will still be able to finance <a href=\"https:\/\/carbontracker.org\/terms\/stranded-assets\/\">stranded assets<\/a> like this?\u201d Sophorn asked, explaining that, without China, there are few to no places for these projects to turn.<\/p>\n\n\n\n<p>Cheap Sour, an official with the Ministry of Mines and Energy, declined to comment and referred Southeast Asia Globe to the ministry spokesman, Heng Kunleang, who left the Globe\u2019s text and voice messageson \u201cread\u201d.Eung Dipola, director-general of the ministry\u2019s Department of Minerals, was unavailable for comment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Construction in Cambodia<\/h2>\n\n\n\n<p>In Oddar Meanchey, financial difficulties have already pushed companies backing the US<a href=\"https:\/\/thepeoplesmap.net\/project\/oddar-meanchey-coal-power-plant\/\">$370 million<\/a> Han Seng power plant to pivot.<\/p>\n\n\n\n<p>The state-owned Guodian Kangneng Technology Stock Co Ltd suffered a <a href=\"https:\/\/www.sohu.com\/a\/609010103_121118710\">massive decrease in its net profit<\/a> for shareholders in the first half of last year and brought in a new contractor, Huazi International, in September.<\/p>\n\n\n\n<p>The plan to install 265 MW of coal-fired power hasn\u2019t changed, but Huazi has <a href=\"https:\/\/www.cshnac.com\/hnacNews\/info.aspx?itemid=1127\">since announced intentions<\/a> to add 200 MW of solar capacity to the site. Delgado \/ Southeast Asia Globe)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2023\/11\/20231116_Cambodia-Koh-Kong-residents-petition-for-land-compensation\u00a9AntonDelgado_SoutheastAsiaGlobe.jpg\"\/><meta itemprop=\"contentSize\" content=\"2 MB\"\/><meta itemprop=\"height\" content=\"1728\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n<\/div>\n<\/div>\n\n\n\n<p>In Koh Kong, stories from evicted residents may validate such fears.<\/p>\n\n\n\n<p>Royal Group, one of the largest investment conglomerates in Cambodia with <a href=\"https:\/\/www.rfa.org\/english\/news\/special\/hunmanet-nepotism\/index.html\">direct ties<\/a> to <a href=\"https:\/\/southeastasiaglobe.com\/after-38-years-cambodia-pm-hun-sen-to-hand-office-to-son\/\">former prime minister Hun Sen<\/a>, received a nearly 170-hectare land concession in 2020 within <a href=\"https:\/\/opendevelopmentcambodia.net\/tag\/botum-sakor-national-park\/#!\/story=post-177940\">Botum Sakor National Park<\/a> for the coal power plant.<\/p>\n\n\n\n<p>People living on the site without land titles complained of rough evictions for which they were not compensated. Former resident Keo Khorn\u2019s home was torn down in 2021 by a government task force. With 37 other evictees, he petitioned for reparations.<\/p>\n\n\n\n<p>\u201cWe all came together to complain about the company,\u201d Khorn said. \u201cEveryone heard us, the provincial ministries and the national ministries. But no one did anything.\u201d<\/p>\n\n\n\n<p>The project site is currently vacant, but workers are clearing forests around the location. Socheat said many of the families in her village have stopped collecting rainwater due to fears of contamination from the coal.<\/p>\n\n\n\n<p>Despite having attended several meetings about potential employment opportunities at the power plant, Socheat said she has also never been informed of any potential health impacts.<\/p>\n\n\n\n<p>Residents complained of respiratory issues and headaches, but coal-fired power plants have also been linked to cancer. He believed the plant\u2019s discharged water was heating the bay and <a href=\"https:\/\/www.ucsusa.org\/resources\/coal-and-water-pollution#:~:text=%E2%80%9COnce%2Dthrough%E2%80%9D%20coal%20plants,increase%20heart%20rates%20in%20fish.\">harming the environment<\/a>.<\/p>\n\n\n\n<p>\u201cI was very worried about my health,\u201d said Dara, who explained he had severe headaches and chronic coughs while working at the power station. \u201cBut now I am very worried about the health of the fish.\u201d<\/p>\n\n\n\n<p>As Dara stood by the bow, his fishing partner Loy Chaeum drove from the stern. As they passed coal loading docks supplying the two power plants, Chaeum excitedly pointed out an Indo-Pacific humpback dolphin \u2013 classed as a <a href=\"https:\/\/www.iucnredlist.org\/species\/82031425\/123794774\">vulnerable<\/a> species \u2013surfacing for air.<\/p>\n\n\n\n<p>\u201cI don\u2019t see many dolphins now; they don\u2019t like the coal.
