But to none did he accord as much importance as the climate crisis. &nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cClimate change is deeply personal to me,\u201d Kerry <a href=\"https:\/\/2009-2017.state.gov\/secretary\/remarks\/2016\/11\/264366.htm\">told<\/a> the 2016 UN climate summit in Marrakesh, days after Donald Trump\u2019s election, describing inaction as \u201ca moral failure\u201d.<\/p>\n\n\n\n<p>Over the last three years, the 80-year-old former presidential hopeful, secretary of state, and democratic senator has served as the US\u2019s top climate official \u2013 bringing extraordinary gravitas to the role. His tireless efforts to ensure climate cooperation between the US and China, the world\u2019s two largest emitters, have defined his recent contribution to halting dangerous global warming.&nbsp; &nbsp;<\/p>\n\n\n\n<p>Those who know him say his dedication to preventing runaway climate change is total. \u201cWorking on climate is not a job for him. It is a conviction,\u201d Christiana Figueres, former UN climate change head (2010-2016), told China Dialogue.<\/p>\n\n\n\n<p>After more than 30 years at the centre of both domestic and international climate efforts, the longstanding cheerleader for carbon-cutting action will step down by the spring as the US special presidential envoy for climate. A well-placed source told China Dialogue that the Joe Biden administration is unlikely to announce a new special envoy before the US presidential election in November. <\/p>\n\n\n\n<p>According to <a href=\"https:\/\/www.axios.com\/2024\/01\/13\/john-kerry-biden-campaign-climate-2024\">Axios<\/a>, Kerry now plans to help Biden regain the presidency and thwart Donald Trump from returning to the White House in one of the most consequential election for the world\u2019s climate this decade. If elected, Trump, who pulled the US out of the Paris Agreement in 2017, has vowed to <a href=\"https:\/\/www.ft.com\/content\/ed4b352b-5c06-4f8d-9df7-1b1f9fecb269\">gut<\/a> Biden\u2019s landmark climate law.<\/p>\n\n\n\n<p>China Dialogue spoke to a dozen former UN and US officials and climate experts about Kerry\u2019s climate legacy. They described him as \u201ca force of nature\u201d whose unflinching commitment to the climate cause led him on relentless travels to seek solutions among the world\u2019s decision-makers \u2013 a role he has struggled to let go of.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Early years<\/h2>\n\n\n\n<p>John Forbes Kerry was born in 1943, in Colorado, US, the son of a foreign service officer and a social activist, and descendant of the wealthy Forbes family.<\/p>\n\n\n\n<p>He received an elite education, at a boarding school in Switzerland, the selective St Paul\u2019s School in New Hampshire, and Yale University. There was little down time. In his 2018 memoir Every Day is Extra, Kerry <a href=\"https:\/\/www.nytimes.com\/2018\/09\/03\/books\/review-every-day-is-extra-john-kerry.html\">writes<\/a> that he sailed and mountain climbed, wrestled and played football, baseball and lacrosse. He learned to fly.<\/p>\n\n\n\n<p>Kerry defined the issues he came to champion on moral grounds. After graduating, he enlisted in the US Naval Reserve and served for four months in the Vietnam War during which he was wounded. He became a vocal critic of the war and testified against it in front of a Senate committee in 1971.<\/p>\n\n\n\n<p>On 22 April 1970, aged 26, Kerry was among 20 million people to take to the streets as part of the first Earth Day mobilisation across the US. He later <a href=\"https:\/\/www.slideshare.net\/Revkin\/department-notice-policyguidancemarch2014-dotearth\">recalled<\/a> the event as \u201can eye-opening immersion into the power of grassroots action\u201d.<\/p>\n\n\n\n<p>After working as a prosecutor in Massachusetts, he began his political career as lieutenant governor of the state in 1982. The event deepened his own engagement.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">He really wanted to understand the substance to a level that was not typical for a senator<\/blockquote><cite class=\"block--pull-quote__cite\">Nigel Purvis, former US climate negotiator and CEO of Climate Advisers<\/cite><\/div><\/div>\n\n\n\n<p>In 1992, Kerry travelled with a Senate delegation to the Earth Summit in Rio de Janeiro, Brazil. There, he <a href=\"https:\/\/www.climatechangenews.com\/2016\/11\/16\/john-kerry-full-transcript-of-cop22-climate-summit-speech\/\">met<\/a> his second wife Teresa Heinz, heiress to the Heinz company fortune, who was among NGO representatives attached to the delegation.<\/p>\n\n\n\n<p>Jonathan Pershing, a former US climate envoy and lead negotiator, then a science advisor in the State Department, briefed the delegation ahead of their travel.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Kerry stood out for \u201calways being actively engaged,\u201d Pershing told China Dialogue. \u201cHe was interested in the breadth of the issues.\u201d<\/p>\n\n\n\n<p>\u201cHe really wanted to understand the substance to a level that was not typical for a senator,\u201d agreed Nigel Purvis, a former US climate negotiator and CEO of Climate Advisers, who remembers Kerry at the 1998 climate talks in Buenos Aires. \u201cHe got it,\u201d he said. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Climate battle in Congress<\/h2>\n\n\n\n<p>By the late 1990s, the US encountered its first big test to reconcile domestic politics with global expectations to act on climate change. In Kyoto, Japan, in 1997, countries agreed on a deal mandating wealthy nations to set legally binding emissions cuts.<\/p>\n\n\n\n<p>But a Senate <a href=\"https:\/\/www.congress.gov\/bill\/105th-congress\/senate-resolution\/98\">resolution<\/a> closed the door to the US ratifying the accord unless developing countries were also asked to curb emissions. The move was a blow to emerging economies, including China, whose economic boom of the 1990s had led to American concerns of economic rivalry.<\/p>\n\n\n\n<p>With support from both Republican and Democrat lawmakers, the resolution was approved with <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1051\/vote_105_1_00205.htm\">no-one voting against<\/a>. Kerry backed it.<\/p>\n\n\n\n<p>After the failure of the US to participate in the Kyoto deal, and losing to George W Bush in the 2004 presidential election, Kerry put his energy into passing major climate legislation through Congress.<\/p>\n\n\n\n<p>In 2009, Kerry replaced Joe Biden \u2013 picked by Barack Obama as vice president \u2013 as chair of the influential Senate Committee on Foreign Relations. The US\u2019s inability to deliver strong domestic climate action was crippling its credibility on the international scene.<\/p>\n\n\n\n<p>His biggest effort came as <a href=\"https:\/\/www.newyorker.com\/magazine\/2010\/10\/11\/as-the-world-burns\">a lead sponsor<\/a> of a cap and trade bill that would have made power plants and manufacturers pay for their pollution.<\/p>\n\n\n\n<p>At the 2009 Copenhagen climate talks, both the US and China were under pressure to commit to deep emission cuts. Kerry <a href=\"https:\/\/www.theguardian.com\/environment\/2009\/dec\/16\/john-kerry-senate-copenhagen-deal\">said<\/a> Congress would pass carbon-cutting legislation if countries forged a deal that included transparent monitoring of each other\u2019s emission cuts \u2013 ensuring the US could check on China\u2019s climate progress and vice versa.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/U.S.-senator-Johan-Kerry-addresses-a-press-conference-at-COP15-in-Copenhagen_Zeng-Yi_Alamy_2RK4WWN.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/U.S.-senator-Johan-Kerry-addresses-a-press-conference-at-COP15-in-Copenhagen_Zeng-Yi_Alamy_2RK4WWN-768x472.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/U.S.-senator-Johan-Kerry-addresses-a-press-conference-at-COP15-in-Copenhagen_Zeng-Yi_Alamy_2RK4WWN-1024x629.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/U.S.-senator-Johan-Kerry-addresses-a-press-conference-at-COP15-in-Copenhagen_Zeng-Yi_Alamy_2RK4WWN.jpg 2560w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2560px\" alt=\"John Kerry speaking at a summit\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">John Kerry at the 2009 UN climate summit in Copenhagen (Image: Zeng Yi \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/01\/U.S.-senator-Johan-Kerry-addresses-a-press-conference-at-COP15-in-Copenhagen_Zeng-Yi_Alamy_2RK4WWN.jpg\"\/><meta itemprop=\"contentSize\" content=\"265 KB\"\/><meta itemprop=\"height\" content=\"1572\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>\u201cKerry worked very hard, with different hats on, to make sure that we would be getting a climate agreement that would be palatable for the US to sign,\u201d Yvo de Boer, former head of UN Climate Change (2006-2010), told China Dialogue.<\/p>\n\n\n\n<p>But as the talks in Copenhagen collapsed, and with opposition from both sides on Capitol Hill, the climate bill was <a href=\"https:\/\/www.theguardian.com\/environment\/2010\/jul\/23\/us-senate-climate-change-bill\">abandoned<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A global climate treaty<\/h2>\n\n\n\n<p>As the White House turned its international efforts to the design of a new global climate treaty, Kerry was appointed secretary of state under Obama\u2019s second administration.<\/p>\n\n\n\n<p>Kerry elevated climate change as a <a href=\"https:\/\/2009-2017.state.gov\/secretary\/remarks\/2014\/02\/221704.htm\">key pillar<\/a> of American foreign policy, <a href=\"https:\/\/www.slideshare.net\/Revkin\/department-notice-policyguidancemarch2014-dotearth\">instructing<\/a> \u201call bureaus\u201d of the State Department to focus on the issue. Pro markets, he <a href=\"https:\/\/www.climatechangenews.com\/2014\/11\/05\/john-kerry-stresses-need-for-us-china-climate-cooperation\/\">argued<\/a> that the transition from dirty to clean energy was \u201cone of the greatest economic opportunities in history\u201d.<\/p>\n\n\n\n<p>\u201cNot one to be bound by protocol,\u201d Kerry was \u201cwilling to engage with whoever [was] necessary\u201d to advance the agenda, said former official Ogden.<\/p>\n\n\n\n<p>China topped the list. \u201cChina is soon going to have double the emissions of America, so we\u2019ve got to get these folks as part of a unified effort,\u201d Kerry <a href=\"https:\/\/www.c-span.org\/video\/?310497-1\/secretary-state-nomination-hearing\">told the Senate<\/a>.&nbsp;<\/p>\n\n\n\n<p>As 2014 dawned, Todd Stern, then US climate envoy, received a call from Kerry. He was interested in discussing the US\u2019s next big climate diplomacy move, Stern told China Dialogue.<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">He would never go on a trip without climate being a central part of the conversation<\/blockquote><cite class=\"block--pull-quote__cite\">Jonathan Pershing, former US climate envoy and lead negotiator<\/cite><\/div><\/div>\n\n\n\n<p>Obama was due to visit Beijing that November for the Asia-Pacific Economic Cooperation (APEC) summit. Stern\u2019s team proposed to work on a US\u2013China climate deal ahead of the meeting. A green light from the White House began nine months of secret talks between Washington and Beijing. The concluding <a href=\"https:\/\/obamawhitehouse.archives.gov\/the-press-office\/2014\/11\/11\/us-china-joint-announcement-climate-change\">US\u2013China agreement<\/a> paved the way to the 2015 Paris Agreement.<\/p>\n\n\n\n<p>Stern and China\u2019s climate envoy Xie Zhenhua negotiated the details. Stern said: \u201cKerry set the whole thing in motion. [He] was always looking for the next big thing to do that could shift the ball forward. And that was really impressive.\u201d<\/p>\n\n\n\n<p>As secretary of state, Kerry travelled extensively, raising the climate issue in bilateral and multilateral meetings. \u201cHe would never go on a trip without climate being a central part of the conversation,\u201d said Pershing.<\/p>\n\n\n\n<p>He was found in negotiation sessions when he was by far the most senior diplomat in the room. He worked with the <a href=\"https:\/\/carnegieendowment.org\/experts\/1364\">Carnegie Endowment for International Peace<\/a> and <a href=\"https:\/\/jackson.yale.edu\/person\/john-kerry\/\">Yale University<\/a> and held private sessions with officials overseas.<\/p>\n\n\n\n<p>He returned to political life in January 2021 to serve as the first US special presidential envoy for climate \u2013 an elevated, tailor-made cabinet position with a seat on the National Security Council.&nbsp;<\/p>\n\n\n\n<p>Keen to leverage his experience at a time when US climate credibility was at rock bottom, Kerry, one of Biden\u2019s \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=0IHCbruyc_E&amp;ab_channel=GuardianNews\">closest friends<\/a>\u201d, asked for the role, two sources told China Dialogue.<\/p>\n\n\n\n<p>Biden <a href=\"https:\/\/www.youtube.com\/watch?v=0IHCbruyc_E&amp;ab_channel=GuardianNews\">promised<\/a> that Kerry would \u201chave a seat at every table around the world\u201d. And he mostly did.<\/p>\n\n\n\n<p>Despite the Covid-19 pandemic, Kerry obtained dispensation to continue to travel and met with heads of state, including India\u2019s Narendra Modi. \u201cHe is completely singularly focused,\u201d said Alan Yu, a former Kerry adviser now at the Center for American Progress. &nbsp;<\/p>\n\n\n\n<p>As one of the wealthiest members of the Biden administration, Kerry\u2019s lifestyle came under scrutiny. The family\u2019s private jet, <a href=\"https:\/\/www.nytimes.com\/2022\/12\/07\/climate\/john-kerry-climate-envoy.html\">sold in 2021<\/a>, led to <a href=\"https:\/\/www.foxnews.com\/politics\/john-kerrys-family-private-jet-emitted-300-metric-tons-carbon-biden-took-office\">accusations of hypocrisy<\/a>. The same year, Kerry <a href=\"https:\/\/www.axios.com\/2021\/04\/30\/john-kerry-financial-disclosure\">liquidated<\/a> millions of dollars\u2019 worth of stocks in energy-related firms, including some in <a href=\"https:\/\/www.documentcloud.org\/documents\/20694599-kerry-stock-sales\">oil and gas<\/a>.<\/p>\n\n\n\n<p>Yet, the climate czar surrounded himself with a tight team to advance on key issues, cementing a reputation for sometimes acting as a lone wolf and failing to take the whole of government with him. At times, his personal zeal complicated relations with the rest of the administration.<\/p>\n\n\n\n<p>Several sources told China Dialogue of tensions between Kerry and the White House, especially on finance, where Biden has <a href=\"https:\/\/www.state.gov\/progress-report-on-president-bidens-climate-finance-pledge\/\">struggled<\/a> to appropriate the $11.4bn in climate finance he committed by 2024, after losing control of the House of Representatives to the Republicans.<\/p>\n\n\n\n<p>Unable to commit to large climate aid, Kerry turned his attention to mobilising private sector investments for the transition. He <a href=\"https:\/\/www.weforum.org\/impact\/first-movers-coalition-worlds-largest-clean-demand-signal-climate-technologies\/\">expanded<\/a> the <a href=\"https:\/\/initiatives.weforum.org\/first-movers-coalition\/home\">First Movers Coalition<\/a>, which aims to commercialise clean technologies for heavy-emitting sectors through advance purchase commitments from companies, and launched the <a href=\"https:\/\/eg.usembassy.gov\/u-s-government-and-foundations-announce-new-public-private-effort-to-unlock-finance-to-accelerate-the-energy-transition\/\">Energy Transition Accelerator<\/a> for companies to offset their emissions by financing the shift away from coal in developing countries.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"116649\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>Together with the EU, Kerry spearheaded global efforts <a href=\"https:\/\/www.globalmethanepledge.org\/#:~:text=The%20Global%20Methane%20Pledge%20(GMP,from%202020%20levels%20by%202030.\">to cut methane emissions<\/a> \u2013 identifying reductions in the oil and gas sector as a low-hanging fruit. As discussions on the future of fossil fuels heated up, he took a bet on <a href=\"https:\/\/www.politico.com\/news\/2023\/11\/30\/john-kerry-sultan-al-jaber-cop28-00123610\">backing<\/a> the UAE\u2019s oil chief Sultan Al-Jaber running the COP28 UN climate talks in Dubai \u2013 a reflection of his belief that the oil and gas industry <a href=\"https:\/\/www.ft.com\/content\/42e67fee-5102-46cd-b11a-e343c40862e2\">have a role to play in solving the crisis<\/a> they have contributed to creating.<\/p>\n\n\n\n<p>In Dubai, countries agreed to contribute to \u201ctransitioning away from fossil fuels in the energy systems\u201d. This was a first in an international climate agreement but fell short of sending the clear fossil fuel phase-out signal demanded by more than 100 countries. &nbsp;<\/p>\n\n\n\n<p>Kerry\u2019s razor focus on cutting emissions took precedence over more targeted efforts to support vulnerable nations on the climate frontlines. But under Kerry and in spite of years of opposition, the US agreed to establish a loss and damage fund for climate victims in developing countries to recover and rebuild from climate disasters. Yet the road to climate justice will be long. At the COP27 talks in Sharm el-Sheikh, Xie told a press conference this bond went back 25 years to when Kerry was still a senator.<\/p>\n\n\n\n<p>\u201cIt\u2019s more than just a professional thing,\u201d said Pershing, who served as Kerry\u2019s deputy in 2021-2022. Pershing recalled dinners \u201cfull of laughter\u201d as the two diplomats exchanged through translators. The humour didn\u2019t get in the way of tough talks on raising each other\u2019s ambition, he added.<\/p>\n\n\n\n<p>For Rachel Kyte, visiting professor of practice at the Blavatnik School of Government, University of Oxford, the \u201ctrusted relationship\u201d between Xie and Kerry was \u201csimply fundamental to diplomacy\u201d. The fact it did stood out is \u201can indictment of the lack of robust and muscular diplomacy on climate\u201d in other aspects of US foreign policy, she said.<\/p>\n\n\n\n<p>Kerry and Xie kept informal channels of communication open even when efforts to prevent the worsening of US\u2013China relations came to a screeching halt. When the signs of a thaw appeared, the duo\u2019s relationship meant \u201cthe engine could be turned on straight away,\u201d said Stern.<\/p>\n\n\n\n<a class=\"wp-block-cd-related-news alignright block--related-news loading\" data-post-id=\"115096\"><div class=\"block--related-news__image\"><\/div><div class=\"block--related-news__content\"><span class=\"block--related-news__heading\">Recommended<\/span><span class=\"block--related-news__title\"><\/span><\/div><\/a>\n\n\n\n<p>In the last three years, Kerry and Xie struck climate deals twice, in November of <a href=\"https:\/\/www.climatechangenews.com\/2021\/11\/10\/china-us-announce-deal-cop26-accelerate-climate-action-decade\/\">2021<\/a> and of 2023, identifying methane emissions cuts as a critical area for joint work and setting up a working group for enhancing cooperation this decade.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/dialogue.earth\/en\/climate\/wind-in-the-sails-us-china-climate-agreement-can-boost-global-action\/\">latest agreement<\/a> reached in the Californian resort of Sunnylands days before the start of COP28 put wind in the sails of climate negotiations. The two nations will now need to chart a new path for cooperation outside the envoys longstanding relationship.<\/p>\n\n\n\n<p>Xie, who was <a href=\"https:\/\/www.climatechangenews.com\/2021\/02\/04\/climate-veteran-xie-zhenhua-returns-chinas-special-envoy\/\">brought out of retirement<\/a> shortly after Kerry\u2019s appointment to the envoy role, stepped down after COP28 due to health reasons. He was replaced by <a href=\"https:\/\/www.reuters.com\/world\/china\/china-names-liu-zhenmin-its-new-special-envoy-climate-change-2024-01-12\/#:~:text=BEIJING%2C%20Jan%2012%20(Reuters),in%20a%20statement%20on%20Friday.\">Liu Zhenmin<\/a>. &nbsp;<\/p>\n\n\n\n<p>For Liu Yuanling, of the&nbsp;Institute of America Studies at the Chinese Academy of Social Sciences, Kerry \u201chas played an important role in the US\u2013China cooperation on climate action.\u201d&nbsp;<\/p>\n\n\n\n<p>Maintaining this communication channel goes much beyond personal relations but is critical to broader Sino\u2013US relations and global climate action, she told China Dialogue.<\/p>\n\n\n\n<p>\u201cIf it is not Kerry, somebody else will do his job and [carry on what] he has been doing.\u201d&nbsp;<\/p>\n\n\n\n<p>A well-placed source told China Dialogue that Kerry does not see himself as \u201cretiring\u201d, but going to continue to work on climate action through other
