{"id":120646,"date":"2024-03-28T15:12:47","date_gmt":"2024-03-28T15:12:47","guid":{"rendered":"https:\/\/chinadialogue.net\/?p=120646"},"modified":"2024-04-23T09:15:07","modified_gmt":"2024-04-23T09:15:07","slug":"solutions-sought-for-thailand-oil-spills","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/solutions-sought-for-thailand-oil-spills\/","title":{"rendered":"Solutions sought for Thai oil spills"},"content":{"rendered":"\n<p class=\"has-drop-cap\">On 3 September 2023, Thailand experienced its latest <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2641214\/oil-leak-off-si-racha-clean-up-started\">major oil spill<\/a> in the Si Racha district of Chonburi province. The leak originated from a tanker owned by Thai Oil, a subsidiary of the state-run conglomerate PTT. Initially estimated at <a href=\"https:\/\/www.thaipbsworld.com\/sriracha-oil-spill-under-control\/\">45,000 litres<\/a>, the company later revised that to <a href=\"https:\/\/www.thaipbsworld.com\/complaint-filed-with-police-over-last-weekends-oil-spill\/\">60,000 litres<\/a>.<\/p>\n\n\n\n<p>Oil spills of this magnitude are a recurring problem In Thailand. On 25 January 2022, around <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2267171\/star-gets-approval-to-seal-crude-oil-leak\">47,000 litres<\/a> of crude spilled from Star Petroleum Refining\u2019s pipeline near Map Ta Phut town in Rayong province, south of Chonburi.<\/p>\n\n\n\n<p>Between 2015 to 2021, the Department of Marine and Coastal Resources <a href=\"https:\/\/www.dmcr.go.th\/detailLib\/7145\">documented<\/a> 146 combined instances of oil spills and \u201ctar balls\u201d \u2013 blobs of semi-solid oil on the ocean surface \u2013 across 23 Thai provinces. In 2022 alone, the Ministry of Natural Resources and Environment reported <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2612030\/22-oil-leaks-507-tonnes-of-waste-in-one-year#:~:text=The%20Ministry%20of%20Natural%20Resources,deputy%20government%20spokeswoman%20Traisulee%20Taisaranakul.\">22 oil leaks<\/a> in the Gulf of Thailand, mainly near Rayong and Chonburi in eastern Thailand. That same year, <a href=\"https:\/\/www.greenpeace.org\/southeastasia\/story\/45124\/thailands-oil-pollution-at-sea-the-fossil-fuel-industrys-liability\/\">Greenpeace Thailand<\/a> noted that over 240 oil spills had been recorded in the country since 1973.<\/p>\n\n\n\n<p>Fishers and marine experts warn of the harm such spills are inflicting on marine life and coastal communities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-risk-of-oil-spills-may-be-rising\">Risk of oil spills may be rising<\/h2>\n\n\n\n<p>\u201cI don\u2019t believe the recent major leak in Chonburi will be the last; it\u2019s likely to continue,\u201d Krit Silapachai, member of parliament for Rayong from the opposition Move Forward Party, tells China Dialogue. \u201cAs petroleum companies expand production due to growing energy demand, the risks will increase. Without changes to laws and regulations, people will endure ongoing consequences.\u201d<\/p>\n\n\n\n<p>Silapachai, who is also deputy chair of the Parliament\u2019s Committee on Land, Natural Resources and the Environment, has been monitoring leaks in Chonburi and Rayong. He attributes them to ageing equipment, including pipelines, loading buoys and control systems, some of which have been in service for nearly 30 years. Inspections and maintenance occur only every <a href=\"https:\/\/www.bbc.com\/thai\/thailand-60217191\">five years<\/a>, not frequently enough for equipment nearing the end of its useful life.<\/p>\n\n\n\n<p>Silapachai\u2019s sentiments echo those of a 5 billion baht (US$137.5 million) <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/thai-villagers-take-refiner-star-petroleum-court-over-oil-spill-2023-01-24\/\">lawsuit<\/a> filed in January 2023 by 837 villagers and business owners against Star Petroleum Refining (SPRC), Global Chemical which is a subsidiary of PTT, and government agencies. They allege that the oil leaks off Rayong\u2019s coast in January and February 2022 resulted from inadequate maintenance of SPRC\u2019s 27-year-old underwater pipeline\u2019s loading buoys, scheduled for replacement in 2025. Locals seek compensation for the impact on their livelihoods and environmental damage.<\/p>\n\n\n\n<p>The plaintiffs also accuse the companies of mishandling the leaks, particularly through excessive use of dispersant. This reduces the appearance of surface oil but has been shown to be <a href=\"https:\/\/www.biologicaldiversity.org\/programs\/public_lands\/energy\/dirty_energy_development\/oil_and_gas\/gulf_oil_spill\/dispersants.html\">toxic<\/a> to fish. In the February oil spill, the company initially asked for 5,000 litres of dispersant. The Pollution Control Department denied this request before ultimately <a href=\"https:\/\/www.bangkokpost.com\/thailand\/general\/2262247\/navy-sent-to-deal-with-second-oil-spill-off-rayong\">dispatching<\/a> an unspecified amount.<\/p>\n\n\n\n<iframe src=\"https:\/\/flo.uri.sh\/visualisation\/16354307\/embed\" title=\"Interactive or visual content\" class=\"flourish-embed-iframe\" frameborder=\"0\" scrolling=\"no\" style=\"width:100%;height:600px;\" sandbox=\"allow-same-origin allow-forms allow-scripts allow-downloads allow-popups allow-popups-to-escape-sandbox allow-top-navigation-by-user-activation\"><\/iframe>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-environmental-impacts\">Environmental impacts<\/h2>\n\n\n\n<p>The Gulf of Thailand boasts rich biodiversity on both land and sea, with national parks like <a href=\"https:\/\/thethaiger.com\/hot-news\/environment\/oil-spill-threatening-tourism-recovery-on-koh-samet\">Khao Laem Ya\u00ad-Mu Koh Samet<\/a> sheltering dozens of threatened animal species. Oil spills put animals at risk of suffocation and chemical poisoning, as well as damaging fur and feathers.<\/p>\n\n\n\n<p>At sea, they form a deadly barrier for marine life. As crude oil emulsifies with seawater, it forms a suffocating film on the surface, impeding oxygen dissolution and obstructing sunlight vital for ocean organisms and plants.<\/p>\n\n\n\n<p>Fishers like Lamom Boonyong report halting activities for at least a month post-spill due to contamination fears, often receiving <a href=\"https:\/\/www.france24.com\/en\/live-news\/20220131-thai-fishing-crews-fear-five-year-recovery-after-oil-spill\">inadequate compensation<\/a>. Meanwhile, seafood markets, coastal restaurants and hotels suffer from decreased tourism and seafood consumption. The recovery period for marine populations like fish, crabs and squids spans years, \u00adwith some ecosystems <a href=\"https:\/\/www.washingtonpost.com\/news\/energy-environment\/wp\/2016\/09\/27\/the-deepwater-horizon-oil-spill-may-have-caused-irreversible-damage-to-marshes-along-the-gulf-coast\/\">never fully recovering<\/a>.<\/p>\n\n\n\n<p>Oil spills also harm coral reefs, which serve as crucial habitats for countless marine species, leading to bleaching, weakened structures and ecosystem disruption. Coral reef extinction might also have food-security implications, as a significant protein source may be lost, along with a decline in tourism, says Professor Suchana Chavanich, deputy director at Chulalongkorn University\u2019s Aquatic Resources Research Institute (ARRI).<\/p>\n\n\n\n<p>Chavanich has been leading a team of marine experts monitoring the impact of oil spills on corals in the Gulf of Thailand. Recent test results reveal long-term alterations in coral genes due to oil pollution impairing cells and hindering cell generation.<\/p>\n\n\n\n<div class=\"wp-block-cd-article-image aligncenter block--article-image block--article-image--article\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\"><div class=\"block--article-image__column\"><div class=\"hide-expand block--article-image__image\"><img class=\"lazy\" data-src=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/Thailand_Ramphueng-beach-oil-spill-crab_GP1SWVMG.jpg\" data-srcset=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/Thailand_Ramphueng-beach-oil-spill-crab_GP1SWVMG-768x512.jpg 768w, https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/Thailand_Ramphueng-beach-oil-spill-crab_GP1SWVMG-1024x682.jpg 1024w, https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/Thailand_Ramphueng-beach-oil-spill-crab_GP1SWVMG.jpg 2000w\" data-sizes=\"(max-width: 600px) 768px, (max-width: 1024px) 1024px, 2000px\" alt=\"Crab covered in oil on a beach\"\/><\/div><div class=\"block--article-image__content\"><div itemprop=\"caption\" class=\"block--article-image__caption\">Oil spills can suffocate and poison marine animals (Image \u00a9 Chanklang Kanthong \/ Greenpeace)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/Thailand_Ramphueng-beach-oil-spill-crab_GP1SWVMG.jpg\"\/><meta itemprop=\"contentSize\" content=\"1 MB\"\/><meta itemprop=\"height\" content=\"1333\"\/><meta itemprop=\"width\" content=\"2000\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Dispersants exacerbate the damage. They release toxic by-products, posing risks to marine life, especially corals, and have been <a href=\"https:\/\/bkktribune.com\/rehabilitation-for-marine-environment-in-chonburi-set-out-after-oil-spill-clean-up\/\">linked<\/a> to mass marine animal deaths. Following the September 2023 Si Racha oil spill, there were calls for <a href=\"https:\/\/bkktribune.com\/rehabilitation-for-marine-environment-in-chonburi-set-out-after-oil-spill-clean-up\/#:~:text=The%20oil%20spill,-On%20the%20night&amp;text=Up%20to%2023%20ships%20from,Pollution%20Control%20Department%20(PCD).\">greater transparency<\/a> in the clean-up operation, particularly on dispersant use. Chavanich warns against their usage near fish cages and sensitive resources like shellfish beds.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-solutions-and-restitution\">Solutions and restitution<\/h2>\n\n\n\n<p>In July 2013, an unprecedented 50,000 litres of oil <a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-23487380\">leaked<\/a> from a PTT Global Chemical pipeline near the town of Map Ta Phut in Rayong province. Before this incident, fishers regularly caught 30-40kg of prawns per day, says Boonyong, leader of the province\u2019s fishers\u2019 group, Pak Nam Baan Rao, a plaintiff in the 5-billion-baht lawsuits.<\/p>\n\n\n\n<p>After the spill and subsequent use of dispersants in the clean-up, crustacean catches plummeted for two to three years, Boonyang says. \u201cWe couldn\u2019t find any shrimp or crabs. Many other animals, like cuttlefish, also washed ashore.\u201d Stocks took nearly a decade to recover, he says. \u201cThe catch reduces drastically after each spill; sometimes we cannot \u2026 find them at all.\u201d<\/p>\n\n\n\n<div class=\"wp-block-cd-pull-quote block--pull-quote\"><div class=\"block--pull-quote__wrapper\"><blockquote class=\"block--pull-quote__quote\">Our laws are too weak to protect the environment<\/blockquote><cite class=\"block--pull-quote__cite\">Krit Silapachai, member of parliament for Rayong<\/cite><\/div><\/div>\n\n\n\n<p>Boonyong urges the government to establish a fund to support affected individuals and small businesses, in order to avoid the need for lawsuits against large companies with significant legal resources.<\/p>\n\n\n\n<p>Silapachai highlights oil companies\u2019 non-compliance with crude oil transportation regulations as a major contributor to severe leaks, particularly regarding the length of containment booms. These are required by law to be three times the boat\u2019s length. In the Rayong incident, the boom measured only 800 metres, while the tanker was 800 to 1,000 metres long.<\/p>\n\n\n\n<p>Companies violating regulations usually face fines, but these pale in comparison to the extensive damage caused by their oil spills. (Image: Peerapon Boonyakiat \/ Alamy)<\/div><\/div><\/div><meta itemprop=\"contentUrl\" content=\"https:\/\/dialogue.earth\/content\/uploads\/2024\/03\/Thailand-Rayong_Fishers-tidy-nets-oil-spills_Alamy_2HJRY33.jpg\"\/><meta itemprop=\"contentSize\" content=\"913 KB\"\/><meta itemprop=\"height\" content=\"1709\"\/><meta itemprop=\"width\" content=\"2560\"\/><meta itemprop=\"author\"\/><meta itemprop=\"representativeOfPage\" content=\"true\"\/><\/div>\n\n\n\n<p>Currently, the maximum fine for oil spillage and causing environmental degradation is just <a href=\"https:\/\/www.nationthailand.com\/in-focus\/40012342\">60,000 baht<\/a> (US$1,695), alongside paying compensation to affected parties and clean-up costs. Silapachai recommends raising fines to at least 200,000 baht (US$5,650).<\/p>\n\n\n\n<p>To mitigate the risk of leakage, companies should also invest in technology for better oil transportation control, such as computer-controlled underwater valves, he adds.<\/p>\n\n\n\n<p>Silapachai notes that a bill is being <a href=\"https:\/\/www.moveforwardparty.org\/news\/11148\/\">drafted<\/a> to enact stricter regulations nationwide, including a fund for compensation, cleanup and ecosystem restoration after future spills.<\/p>\n\n\n\n<p>\u201cLawmakers and the government must give more importance to this maritime crisis, where our laws are too weak to protect the environment,\u201d says Silapachai. \u201cOtherwise, such incidents will keep on happening, and our natural resources will continue to decline.\u201d<\/p>\n\n\n\n<p>China Dialogue sought comment from Thai Oil on the oil spill of 3 September 2023 but has not received a
