In a rare move following civil-society protests, president Thein Sien announced that the US$3.6 billion Myitsone dam would be put on hold until 2016 because it was \u201ccontrary to the will of the people\u201d.<\/p>\n<p>The state-owned China Power Investment Corp involved in the project expressed shock at the decision. In an interview with China News Service, company manager Lu Qizhou\u00a0<a href=\"http:\/\/af.reuters.com\/article\/energyOilNews\/idAFL3E7L327720111003?pageNumber=1&amp;virtualBrandChannel=0\">warned of legal consequences<\/a>\u00a0and \u201cimmeasurable losses\u201d for both sides if construction does not resume.<\/p>\n<p>In the same interview, as\u00a0<a href=\"http:\/\/af.reuters.com\/article\/energyOilNews\/idAFL3E7L327720111003?pageNumber=1&amp;virtualBrandChannel=0\">reported by Reuters<\/a>, Lu reproached western environmental groups for interfering by putting pressure on Myanmar\u2019s government.<\/p>\n<p>Last week\u2019s announcement may have come as a surprise to some observers, but it represents the culmination of escalating domestic tensions over Chinese-financed infrastructure projects in Myanmar. Myitsone \u2013 one of many dam, mining and other infrastructure projects in the country &#8212; has become a focus for those who fear China\u2019s growing influence in the country. China\u2019s most ambitious project is the oil and gas pipeline network that will take gas from Burma\u2019s offshore\u00a0<a href=\"http:\/\/enipedia.tudelft.nl\/wiki\/Field_Shwe_-_Area_Kunming_Pipeline\">Shwe field<\/a>\u00a0into China\u2019s\u00a0<a href=\"http:\/\/www.china.org.cn\/english\/features\/ProvinceView\/156484.htm\">Yunnan<\/a>\u00a0province, avoiding the\u00a0<a href=\"http:\/\/www.britannica.com\/EBchecked\/topic\/359411\/Strait-of-Malacca\">Strait of Malacca<\/a>.<\/p>\n<p>The construction of the Myitsone dam has been particularly divisive in the ethnic\u00a0<a href=\"http:\/\/en.wikipedia.org\/wiki\/Kachin_State\">Kachin state<\/a>\u00a0in the north of the country, bordering China. Last year several bombs exploded at the dam site, killing Chinese workers, and this year Kachin rebels warned that if the dam were not stopped, the construction would lead to civil war. Since June, Kachin armed forces have clashed with Myanmar\u2019s military despite a notional ceasefire.<\/p>\n<p>Environmental and pro-democracy campaigners in Myanmar argue that the dam will have devastating environmental effects on the\u00a0<a href=\"http:\/\/en.wikipedia.org\/wiki\/Ayeyarwady_River\">Irrawaddy<\/a>, the country\u2019s most important river, and displace around 15,000 people. Ninety per cent of the power generated would be exported to China and none of the benefits would reach local communities, according to the activist group\u00a0<a href=\"http:\/\/www.burmariversnetwork.org\/\">Burma Rivers Network<\/a>. Until now, the Chinese power company has\u00a0<a href=\"http:\/\/www.burmariversnetwork.org\/images\/stories\/publications\/english\/EIA_Report.pdf\">swept aside the findings<\/a>\u00a0of an\u00a0environmental-impact assessment commissioned by authorities in both countries, which called for the project to be scrapped.<\/p>\n<p>China, Myanmar\u2019s leading foreign investor, has a lot at stake. The Chinese foreign ministry has\u00a0<a href=\"http:\/\/us.mobile.reuters.com\/article\/environmentNews\/idUSTRE7900N120111001\">urged Myanmar<\/a>\u00a0to \u201cguarantee the legal and legitimate rights of Chinese companies\u201d. But the Myitsone dam will fuel the ongoing debate over the social and environmental impact of China\u2019s investment in south-east Asia and beyond. Only last month, two Chinese state-owned companies were forced to pull out of\u00a0<a href=\"http:\/\/asian-power.com\/project\/more-news\/chinese-firm-heeds-protests-stop-cambodian-hydro-projects\">controversial infrastructure projects in Cambodia<\/a>\u00a0following local protests.<\/p>\n<p>But rather than address these issues, China Power Investment Corp has issued a public statement asserting that the Myitsone dam is \u201cmutually beneficial\u201d and work should be
