{"id":20005104,"date":"2012-11-21T11:58:03","date_gmt":"2012-11-21T06:28:03","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=5104"},"modified":"2020-10-01T20:36:29","modified_gmt":"2020-10-01T15:06:29","slug":"why-a-4c-warmer-world-must-be-avoided","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/why-a-4c-warmer-world-must-be-avoided\/","title":{"rendered":"Why a 4\u00b0C warmer world must be avoided"},"content":{"rendered":"<p>A world warmer by 4\u00b0C would be \u201cone of unprecedented heat waves, severe drought and major floods in many regions, with serious impacts on ecosystems and associated services,\u201d says a new report by the World Bank. \u201cBut with action, a 4\u00b0C world can be avoided and we can likely hold warming below 2\u00b0C.\u201d<\/p>\n<p>Providing a serious warning just a few days before the summit of the UN Framework Convention on Climate Change starts in the Qatar capital Doha, the report says: \u201cWithout further commitments and action to reduce greenhouse gas (GHG) emissions, the world is likely to warm by more than 3\u00b0C above the preindustrial climate. Even with the current mitigation commitments and pledges fully implemented, there is roughly a 20% likelihood of exceeding 4\u00b0C by 2100. If they are not met, a warming of 4\u00b0C could occur as early as the 2060s. Such a warming level and associated sea-level rise of 0.5 to 1 metre, or more, by 2100 would not be the end point: a further warming to levels over 6\u00b0C, with several meters of sea-level rise, would likely occur over the following centuries.\u201d<\/p>\n<p>All governments have pledged to keep global warming within 2\u00b0C. But their GHG emission reduction commitments fall far short of matching the pledge. GHG emissions \u2013 mostly carbon dioxide \u2013 are largely caused by the use of coal and oil for power generation and transport. The excess carbon dioxide accumulates in the atmosphere and prevents the earth\u2019s heat from escaping into space. The consequent climate change is already affecting farming worldwide, making droughts, floods and storms more frequent and more severe, and raising the sea level.<\/p>\n<p>The current path of development is taking the world to far more dangerous levels of global warming, says the report &#8211; <a href=\"http:\/\/climatechange.worldbank.org\/sites\/default\/files\/Turn_Down_the_heat_Why_a_4_degree_centrigrade_warmer_world_must_be_avoided.pdf\">Turn Down the Heat: Why a 4\u00b0C Warmer World Must be Avoided<\/a> &#8211; which has been written for the World Bank by the Potsdam Institute for Climate Impact Research and Climate Analytics. It is called.<\/p>\n<p>Almost simultaneously, the United Nations Environment Programme (UNEP) has come out with a study that shows how the gap between current emissions and the needed reductions is not only wide, but widening. UNEP says while time is running out, \u201cCurrent pledges by governments indicate a 3-5\u00b0C temperature rise this century without fast action.\u201d UNEP has come out with what it calls the <a href=\"http:\/\/www.unep.org\/publications\/ebooks\/emissionsgap2012\">Emissions Gap Report 2012<\/a>, which says GHG emissions levels are now around 14% above where they need to be in 2020.<\/p>\n<p>Preliminary economic assessments highlighted in the report estimate that inaction will trigger costs likely to be at least 10-15% higher after 2020 if the needed emission reductions are delayed into the following decades. The report estimates that there are potentially large emissions reductions possible from sectors such as buildings, power generation and transport that can more than bridge the gap by 2020.<\/p>\n<p>Achim Steiner, UN under-secretary general and UNEP executive director, said: \u201cThere are two realities encapsulated in this report \u2013 that bridging the gap remains do-able with existing technologies and policies; that there are many inspiring actions taking place at the national level on energy efficiency in buildings, investing in forests to avoid emissions linked with deforestation; new vehicle emissions standards alongside a remarkable growth in investment in new renewable energies world-wide which in 2011 totalled close to US$260 billion. Yet the sobering fact remains that a transition to a low carbon, inclusive green economy is happening far too slowly and the opportunity is narrowing annually.\u201d<\/p>\n<p>In the World Bank report, the authors say no nation will be immune to the impacts of climate change. However, the distribution of impacts is likely to be inherently unequal and tilted against many of the world\u2019s poorest regions, which have the least economic, institutional, scientific, and technical capacity to cope and adapt. For example:<\/p>\n<p>\u2022 Even though absolute warming will be largest in high latitudes, the warming that will occur in the tropics is larger when compared to the historical range of temperature and extremes to which human and natural ecosystems have adapted and coped. The projected emergence of unprecedented high-temperature extremes in the tropics will consequently lead to significantly larger impacts on agriculture and ecosystems.<\/p>\n<p>\u2022 Sea-level rise is likely to be 15-20% larger in the tropics than the global mean.<\/p>\n<p>\u2022 Increases in tropical cyclone intensity are likely to be felt disproportionately in low-latitude regions.<\/p>\n<p>\u2022 Aridity and drought are likely to increase substantially in many developing country regions located in tropical and subtropical areas.<\/p>\n<p>Such changes \u2013 which will be catastrophic to human civilization as we know it \u2013 can still be avoided, says the report. \u201cNumerous studies show that there are technically and economically feasible emissions pathways to hold warming likely below 2\u00b0C. Thus the level of impacts that developing countries and the rest of the world experience will be a result of government, private sector, and civil society decisions and choices, including, unfortunately, inaction.\u201d<\/p>\n<p>A global mean temperature increase of 4\u00b0C approaches the difference between temperatures today and those of the last ice age, when much of central Europe and the northern United States were covered with kilometres of ice and global mean temperatures were about 4.5\u00b0C to 7\u00b0C lower. \u201cAnd this magnitude of climate change \u2013 human induced \u2013 is occurring over a century, not millennia,\u201d the authors point out.<\/p>\n<p>Apart from a warmer world, it will be a world where the oceans are more acidic, as some of the excess carbon dioxide dissolves in water. This will mean the death of coral reefs, the nursery of almost all marine life. The sea level is likely to rise 0.5-1 metre by 2100 and more thereafter. And that is the global average. It will be 20% higher in the tropics. The report says coastal cities most vulnerable to this rise will be in Mozambique, Madagascar, Mexico, Venezuela, India, Bangladesh, Indonesia, the Philippines and Vietnam.<\/p>\n<p>The authors quote some estimates that indicate a 4\u00b0C warming \u201cwould significantly exacerbate existing water scarcity in many regions, particularly northern and eastern Africa, the Middle East, and South Asia, while additional countries in Africa would be newly confronted with water scarcity on a national scale due to population growth.\u201d<\/p>\n<p>Even with a 2\u00b0C rise, monsoon-dominated river basins such as the Ganga and the Nile \u201care particularly vulnerable to changes in the seasonality of runoff, which may have large and adverse effects on water availability.\u201d Average annual runoff is projected to increase by about 20% in both these basins. These changes approximately double in magnitude in a world 4\u00b0C warmer.<\/p>\n<p>In such a world, \u201cclimate change seems likely to become the dominant driver of ecosystem shifts, surpassing habitat destruction as the greatest threat to biodiversity. Recent research suggests that large-scale loss of biodiversity is likely to occur in a 4\u00b0C world, with climate change and high CO2 concentration driving a transition of the Earth\u00b4s ecosystems into a state unknown in human experience.\u201d<\/p>\n<p>The report refers to recent studies that suggest a rapidly rising risk of crop yield reductions as the world warms. \u201cLarge negative effects have been observed at high and extreme temperatures in several regions including India, Africa, the United States and Australia.\u201d<\/p>\n<p>All these \u201cimpacts on water availability, ecosystems, agriculture and human health could lead to large-scale displacement of populations and have adverse consequences for human security and economic and trade systems,\u201d the report points out. It concludes by saying, \u201cThe projected 4\u00b0C warming simply must not be allowed to occur \u2013 the heat must be turned down. Only early, cooperative, international actions can make that happen.\u201d<\/p>\n<p>As yet, there is no indication that governments are paying heed to such dire warnings.<\/p>\n<p>Image by\u00a0<a
