{"id":20005514,"date":"2013-02-22T15:48:52","date_gmt":"2013-02-22T10:18:52","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=5514"},"modified":"2020-11-09T17:30:27","modified_gmt":"2020-11-09T12:00:27","slug":"hindu-kush-himalayan-countries-unprepared-for-flash-floods","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/hindu-kush-himalayan-countries-unprepared-for-flash-floods\/","title":{"rendered":"Hindu Kush-Himalayan countries unprepared for flash floods"},"content":{"rendered":"<p><strong>None of the countries in the Hindu Kush-Himalayan region &#8211; except China &#8211; have\u00a0developed strategies to deal with flash floods, according to a <a href=\"http:\/\/lib.icimod.org\/record\/27767\/files\/Case-study-on%20%20FFRM.pdf\">new report<\/a>.<\/strong><\/p>\n<p>As the frequency and intensity of flash floods increase in the countries of the Hindu Kush Himalayan region, policymakers appear lackadaisical in their approach, with no specific strategies in place despite rising death tolls and economic costs.<\/p>\n<p>Last year\u2019s flash flood-related misery was particularly bad across the region.\u00a0In May 2012, a flash <a href=\"http:\/\/www.aljazeera.com\/news\/asia\/2012\/05\/201257157487161.html\">flood hit the Seti River in central Nepal<\/a>, leaving 31 people dead, and many more unaccounted for. In August, over forty people were killed and thousands affected by <a href=\"http:\/\/www.guardian.co.uk\/world\/video\/2012\/aug\/04\/indian-flash-floods-uttarakhand-video\">flash flooding of the Bhagirathi\u00a0River<\/a> in Uttarakhand, India. <a href=\"http:\/\/www.bbc.co.uk\/news\/world-asia-19545784\">In Pakistani-administered Kashmir<\/a> 78 people were killed in a flash flood in September.<\/p>\n<p><a href=\"http:\/\/lib.icimod.org\/record\/27767\">A new report<\/a>,\u00a0published by the\u00a0International Centre for\u00a0Integrated\u00a0Mountain Development (ICMIOD), aims to serve as a guide for policymakers on how to manage flash flood risks, with case study examples from China, Nepal, India and Pakistan.<\/p>\n<p>It also holds up China as a model for flash flood disaster management, which other countries could learn from. China\u2019s move away from a reliance on structural measures to control floods &#8211; such as construction of walls or dams \u2013 to more adaptive measures, such as the use of flood plains is particularly applauded.<\/p>\n<p>In contrast, Myanmar has no policy framework for flood, or flash flood management.
