{"id":20005527,"date":"2013-02-28T11:15:07","date_gmt":"2013-02-28T05:45:07","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=5527"},"modified":"2020-11-16T19:05:24","modified_gmt":"2020-11-16T13:35:24","slug":"cambodia-proceeds-with-china-backed-dam-on-mekong-tributary","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/cambodia-proceeds-with-china-backed-dam-on-mekong-tributary\/","title":{"rendered":"Cambodia proceeds with China-backed dam on Mekong tributary"},"content":{"rendered":"<p>The damming of the Mekong River continues.<\/p>\n<p>Following China\u2019s announcement last month that hydropower development on the upper Mekong and other river basins will surge ahead, Cambodia\u2019s National Assembly has\u00a0<a href=\"http:\/\/www.rfa.org\/english\/news\/sesan-02152013182113.html\">voted to move forward<\/a>\u00a0with the Lower Sesan 2 dam \u2013 a dam just off the mainstream river that will have staggering social and environmental consequences.<\/p>\n<p>For years, villagers in Cambodia\u2019s rural northeast \u2013 home to most of the country\u2019s indigenous communities \u2013 have campaigned against the dam, arguing that it will destroy rare fish and protected forests. One study reported in the Bangkok Post deemed the Lower Sesan 2 \u201c<a href=\"http:\/\/www.bangkokpost.com\/opinion\/opinion\/334275\/after-xayaburi-it-time-for-some-hydro-diplomacy\">the most damaging with the least benefit<\/a>\u201d of the 27 dams planned on Mekong tributaries between 2015 and 2030.<\/p>\n<p>That doesn\u2019t appear to bother Cambodia\u2019s lawmakers. Following the February 15 vote guaranteeing financial backing, China\u2019s Hydrolancang International Energy Co. Ltd and the Cambodian conglomerate Royal Group are set to begin construction next year.<\/p>\n<p><a href=\"https:\/\/dialogue.earth\/2013\/02\/01\/china-gives-green-light-to-new-era-of-mega-dams\/\" target=\"_blank\" rel=\"noopener noreferrer\">Read: China gives green light to new era of mega-dams<\/a><\/p>\n<p>In China, attention has centred on the revelation in the 2011-15 energy sector blueprint that long-shelved plans for\u00a0<a href=\"https:\/\/dialogue.earth\/2013\/02\/01\/china-gives-green-light-to-new-era-of-mega-dams\/\" target=\"_blank\" rel=\"noopener noreferrer\">dams on the Nu River<\/a>\u00a0are once again in play. But the news that China is also moving ahead with dams on the Lancang (the Chinese name for the Mekong River) and Yarlung Zangbo (Brahmaputra) river basins could have even farther-reaching impacts.<\/p>\n<p>In 2011, Australian Mekong Resource Centre director Philip Hirsch\u00a0<a href=\"https:\/\/dialogue.earth\/cascade-effect\/\">wrote in\u00a0<em>thethirdpole.net<\/em>\u00a0<\/a>of a lesser-known consequence of China\u2019s dam boom: its fueling of hydropower ambitions lower down the river.<\/p>\n<p><a href=\"https:\/\/dialogue.earth\/cascade-effect\/\">Read: Cascade effect: Regional impacts of China&#8217;s Mekong dams<\/a><\/p>\n<p>Hirsch highlighted several ways in which China has directly and indirectly encouraged dam building on the lower Mekong: the \u201cdemonstration and equity\u201d effect (as in, China\u2019s dammed this river, so why shouldn\u2019t we?), as an investor, and by changing the hydrology of the river so that the economics of hydropower are more attractive.<\/p>\n<p>\u201cIt is clear that the environmental politics around dams on the Mekong mainstream are intricately bound up in a wider world of geopolitics,\u201d Hirsch wrote. \u201cWhat is notable is the way in which these geopolitics are now enmeshed in resource and environmental concerns over a shared river system.\u201d<\/p>\n<p>Investigations by scientists, locals and NGOs have found that the Lower Sesan 2 dam could\u00a0<a href=\"http:\/\/www.internationalrivers.org\/resources\/cambodia%E2%80%99s-lower-sesan-2-dam%E2%80%99s-draft-law-evades-costs-and-concerns-7825\">destroy up to 9% of the Mekong region\u2019s fish<\/a>\u00a0biomass, as well as displacing multiple villages.<\/p>\n<p>According to the\u00a0<em>Cambodia Daily<\/em>\u00a0newspaper, the National Assembly also voted to\u00a0<a href=\"http:\/\/www.cambodiadaily.com\/news\/lawmakers-approve-lower-sesan-2-dam-10567\/\">bail out the developers<\/a>\u00a0should the US$781 million project fail. Apparently it\u2019s not only the dam\u2019s environmental risks that the public will be shouldering.<\/p>\n<p><em>\u00a0(Image by\u00a0<a
