The report<a href=\"https:\/\/dialogue.earth\/2013\/11\/14\/soot-cooking-the-himalayas\/\" target=\"_blank\" rel=\"noopener noreferrer\"> lays out specific measures<\/a> the world can take by 2030 to reduce short-lived climate pollutants\u00a0and slow the melting of ice and snow that must stay frozen to keep oceans and global temperatures from rising even
