{"id":20007551,"date":"2014-02-28T11:11:52","date_gmt":"2014-02-28T05:41:52","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=7551"},"modified":"2021-01-08T00:53:07","modified_gmt":"2021-01-07T19:23:07","slug":"earthquakes-risks-rise-in-tibet","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/water\/earthquakes-risks-rise-in-tibet\/","title":{"rendered":"Dam building in Tibet increasing earthquake risks"},"content":{"rendered":"<p>The Tibetan plateau has experienced higher levels of seismic activity, according to reports over the past year, with worrying implications and risks for China\u2019s dam construction in the region.<\/p>\n<div>\n<p>Dam building in China has seen a huge increase under the 12th\u00a0Five Year Plan, which pledged that 15% of energy production would come from renewables, primarily from hydropower. The result has been a surge of dam building in China\u2019s south-west, with dam\u00a0<a href=\"http:\/\/tibetanplateau.blogspot.co.uk\/2013\/03\/2013-update-dams-on-drichu-yangtze.html\" target=\"_blank\" rel=\"noopener noreferrer\">cascades<\/a>\u00a0to be constructed on the Yangtze, Mekong and Salween rivers on the Tibetan plateau, across parts of Qinghai, Sichuan, Yunnan provinces and the Tibet Autonomous Region (TAR).<\/p>\n<p>An estimated 60 dams will be constructed in the region, with 20 already built and 40 still in the planning stages. However, exploiting the rich hydropower potential of the region comes with high geological risks. A 2012\u00a0<a href=\"http:\/\/probeinternational.org\/library\/wp-content\/uploads\/2012\/08\/JohnJacksonreport-July24.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Probe International<\/a>\u00a0report noted that \u201c98.6% of all of these dams, and 99.7% of western China\u2019s electricity generating capacity will be located in zones with a moderate to very high level of seismic hazard.&#8221;<\/p>\n<p>Several unexpectedly severe earthquakes were recorded in August 2013 in Tibet\u2019s Kham region, an area where seismic activity has been historically low. Before last year, \u00a0only two major earthquakes had been recorded in the area since\u00a0<a href=\"http:\/\/www.ceic.ac.cn\/\" target=\"_blank\" rel=\"noopener noreferrer\">1480<\/a>. The two earthquakes in August, which measured from 4.2-5.7 in magnitude on the Richter scale, caused 87 casualties and damaged 45,000 houses. The scale of the earthquakes is particularly worrying given the proximity to four large hydropower dams planned for construction on the Lancang (Mekong) nearby.\u00a0 The Rumei (or Rongmei in Tibetan) hydropower project, will be one of the\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2013\/may\/17\/chinese-approve-plans-worlds-tallest-dam\" target=\"_blank\" rel=\"noopener noreferrer\">highest dams<\/a>\u00a0in Tibet once complete and at 315 metres, the\u00a0second highest\u00a0in the world.<\/p>\n<p>Though dam plans in the region may have been based on an assumption of low seismic hazard in the region \u2013 the\u00a0<a href=\"http:\/\/neic.usgs.gov\/neis\/bulletin\/neic_c000fff5_w.html\" target=\"_blank\" rel=\"noopener noreferrer\">Global Seismic Hazard Awareness Program<\/a>\u00a0estimated only a 10% probability of moderate earthquakes in 50 years \u2013 the unusual events in August signify that past evaluations may be a gross underestimation of future seismic risks.<\/p>\n<p>\u201cIn an area like south-eastern Tibet, with such complex geology and fault lines, just because nothing\u2019s happened in the past doesn\u2019t mean nothing will happen in the future,\u201d said Adrian Moon, a geologist who has been monitoring earthquake activity in the Kham region and Tibetan plateau since 2009. Both the\u00a0<a href=\"http:\/\/www.hera.org.nz\/Story?Action=View&amp;Story_id=1398\" target=\"_blank\" rel=\"noopener noreferrer\">Christchurch<\/a>\u00a0earthquake and Japan\u2019s\u00a0<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2011\/03\/11\/AR2011031102415.html\" target=\"_blank\" rel=\"noopener noreferrer\">Tohoku<\/a>\u00a0earthquake in 2011 (at magnitude 6 and 9 respectively) were unexpectedly severe, far beyond what buildings and cities were designed to withstand; and according to Moon, a similar future event in the Tibetan region cannot be ruled out. Although Chinese\u00a0regulations stipulate that dams be designed to withstand seismic activity, the New Zealand and Japanese cases demonstrate what happens when \u201can unexpected event overwhelms calculated risk factors.&#8221;<\/p>\n<p>Dam building remains a controversial issue in China, both for the\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/6494-The-fate-of-people-displaced-by-the-Mekong-dams\" target=\"_blank\" rel=\"noopener noreferrer\">social impacts<\/a>\u00a0domestically and the\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/6509-Laos-mutes-opposition-to-controversial-Mekong-dam\" target=\"_blank\" rel=\"noopener noreferrer\">ecological effects<\/a>\u00a0downstream in neighbouring countries. In 2011 concerns about the destructive effects of large dams on\u00a0<a href=\"http:\/\/journal.probeinternational.org\/2011\/03\/25\/chinese-geologist-fan-xiao%E2%80%99s-open-letter-urging-chinese-officials-not-to-destroy-rare-fish-reserve-translated-by-probe-international\/\" target=\"_blank\" rel=\"noopener noreferrer\">fisheries<\/a>\u00a0prompted prominent Chinese geologist, Fan Xiao, to write an open letter to the state government, objecting to the reduction of a rare fish reserve on the Upper Yangtze to make way for the Xiaonanhai dam \u2013 a violation of the government\u2019s own environmental protection rules.<\/p>\n<p>Some scientists have blamed large dams for triggering previous earthquakes, most notoriously, the role of the\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/2210-The-Zipingpu-dam-after-the-quake\" target=\"_blank\" rel=\"noopener noreferrer\">Zipingpu dam<\/a>\u00a0in the Wenchuan earthquake in 2008.<\/p>\n<p>Consistent and severe seismic activity combined with the concentration of dam construction on the Tibetan plateau could have\u00a0<a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/5261\" target=\"_blank\" rel=\"noopener noreferrer\">catastrophic effects<\/a>\u00a0if an earthquake causes a dam to fail, creating a \u201cdomino effect\u201d, as a surge of water collapses cascades of dams further downstream. The course of the Mekong and Salween rivers flow over active fault lines, making such events a\u00a0<a href=\"https:\/\/dialogue.earth\/2013\/04\/26\/could-dams-be-causing-chinas-earthquakes\/\" target=\"_blank\" rel=\"noopener noreferrer\">legitimate concern<\/a>.<\/p>\n<p>Given the intensity of dam construction in this region, there is an urgent need for independent assessment and public oversight over hydropower construction plans and seismic risks. However, public access to information about dam construction plans is still\u00a0<a href=\"http:\/\/www.economist.com\/news\/china\/21586538-great-rivers-china-are-being-dammed-regardless-consequences-opening-floodgates\" target=\"_blank\" rel=\"noopener noreferrer\">limited<\/a>.<\/p>\n<p>The pressing need to secure China&#8217;s energy supplies means that long-term seismic risks are currently overlooked. China aims to\u00a0<a href=\"http:\/\/www.chinadaily.com.cn\/business\/2011-06\/23\/content_12759091.htm\" target=\"_blank\" rel=\"noopener noreferrer\">double<\/a>\u00a0its power generating capacity by 2030, with 20% coming from renewables and hydropower. Ultimately, local communities in China&#8217;s south-west need a greater say in the construction of such large dams; it is these people who will feel the consequences should they
