{"id":20009848,"date":"2015-02-09T18:35:19","date_gmt":"2015-02-09T18:35:19","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=9848"},"modified":"2020-10-01T20:46:00","modified_gmt":"2020-10-01T15:16:00","slug":"nepal-forest","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/nepal-forest\/","title":{"rendered":"Nepal prepares for UN forest carbon trading"},"content":{"rendered":"<p>Nepal\u2019s forests store more than 500 million tonnes of carbon, new government research has revealed. This is equivalent to about two thirds of <a href=\"https:\/\/www.theguardian.com\/environment\/2011\/apr\/21\/countries-responsible-climate-change\">India&#8217;s total emissions<\/a> in 2011.<\/p>\n<p>Officials say this is the first nationwide survey of its kind and an important step towards preparing the country for trading carbon stored in forests, a mechanism for which is under discussion by the <a href=\"http:\/\/en.wikipedia.org\/wiki\/United_Nations_Framework_Convention_on_Climate_Change\">United Nations Framework Convention on Climate Change<\/a> .<\/p>\n<p>\u201cNow we are among the few countries that have solid scientific information about the status of its forest carbon,\u201d said Krishna Acharya, a spokesperson at Nepal\u2019s Forest Ministry.<\/p>\n<p>How to pay poor countries for their efforts to preserve and store carbon in forests has long been a subject of hot debate at UN climate conferences.<\/p>\n<p>As a least developed country, Nepal is eligible to sell carbon to developed countries who want to offset their emissions under the UN mechanism called <a href=\"http:\/\/www.un-redd.org\/\">Reducing Emissions through Deforestation and Degradation<\/a> (REDD). But no agreement has yet been reached on how to verify and report emissions reductions \u2013 and wrangling has long stalled discussions initiated back in 2005.<\/p>\n<p>But there are high hopes a deal will finally be made at the <a href=\"https:\/\/dialogue.earth\/2014\/12\/16\/ambitious-climate-deal-no-closer-ahead-of-rocky-road-to-paris\/\" target=\"_blank\" rel=\"noopener noreferrer\">UN climate meeting in Paris<\/a> this December.<\/p>\n<p>\u201cDiscussions over forest carbon trade are at the final stage so chances are very high that an agreement will be inked in Paris. This research data will help Nepal to immediately move towards implementation once countries sign the deal,\u201d said Ugan Manandhar, forest carbon expert at WWF Nepal.<\/p>\n<p>In the past Nepal has received money for carbon saved <a href=\"http:\/\/www.bspnepal.org.np\/\">from biogas<\/a> and micro hydropower projects that reduce forest loss in rural areas.<\/p>\n<p>Officials are now waiting for a global deal on forest carbon. \u201cThis data could be used as baseline data for calculating increased carbon stock due to conservation efforts of the communities that could be traded,\u201d said\u00a0Chudamani Joshi,\u00a0special advisor to the Finnish embassy in Kathmandu.<\/p>\n<p>\u201cMany questions raised about how much carbon we store have been solved, however the trade and benefits depend on what international mechanism is agreed,\u201d added Acharya.<\/p>\n<h2><strong>Forest area decreasing in lowlands, increasing in highlands<\/strong><\/h2>\n<p>The new research &#8211; started in 2010 and supported by the Finnish government &#8211; has also calculated the forest area of the country. Advanced remote sensing technology called <a href=\"http:\/\/www.franepal.org\/fra-nepal-project\/component-2-forest-mapping\/component-2-lidar-assisted-multisource-programme-in-tal\">LiDAR<\/a> \u00a0was used to map forests in the low-lying areas of Terai and Chure. Experts say this technology provides more accurate data on forest coverage.<\/p>\n<p>The survey shows that the forest area in the Terai (below 110 metres above sea level) is decreasing, whereas the forest area in the middle mountains (below 3,000 metres) is increasing. Total forest area increased by over 316,000 hectares in the middle mountains from 1995 to 2010, but decreased by 16,500 hectares in the Terai from 2001 to 2010, said Joshi of the Finnish embassy.<\/p>\n<p>Researchers say growing pressures from rapid migration, human encroachment and illegal tree felling have led to forest loss in low lying areas bordering India. However, in the highlands, large scale community forestry management has restored forest areas and the population pressure has fallen due to out-migration. There are currently more than 16,000 community forest groups in Nepal actively engaged in protecting forests.<\/p>\n<h2><strong>Mixed hopes for carbon trade<\/strong><\/h2>\n<p>Some people are hopeful Nepal can benefit from carbon trading.\u00a0 Forests cover about 40% of country and the success of its community forestry has won\u00a0global recognition.<\/p>\n<p>Donor agencies are already supporting a number of pilot forest projects in Nepal in a bid to work out how money from the carbon trade can be shared with local communities.<\/p>\n<p>\u201cWe have been discussing this for a long time, but we don\u2019t have an answer yet. Delays in an international agreement will increase frustration among communities who have high expectations,\u201d said Thakur Bhandari, executive committee member of the <a href=\"http:\/\/fecofun.org.np\/\">Federation of Community Forests User Group Nepal<\/a>.<\/p>\n<p>However, there are still major disagreements to resolve before a deal is signed \u2013 particularly over the reporting and verifications of emission reductions. \u201cInternational mechanisms obligate robust measurement of carbon, its verification and reporting, but poor countries have been
