{"id":20010522,"date":"2015-05-21T14:05:24","date_gmt":"2015-05-21T08:35:24","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=10522"},"modified":"2021-01-08T00:39:50","modified_gmt":"2021-01-07T19:09:50","slug":"how-can-himalayan-countries-prepare-for-the-next-quake","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/nature\/how-can-himalayan-countries-prepare-for-the-next-quake\/","title":{"rendered":"How can Himalayan countries prepare for the next quake?"},"content":{"rendered":"<p>The two devastating earthquakes and hundreds of aftershocks that struck Nepal in the last month have left\u00a0over 8,000\u00a0people dead\u00a0and an estimated\u00a08.1 million\u00a0people in need of humanitarian assistance.<\/p>\n<p>Ten days after the\u00a0first earthquake, Nepal\u2019s government asked rescue teams to conclude their operations as the likelihood of finding survivors dwindled.<\/p>\n<p>The focus now is on the rehabilitation of the thousands of people left homeless, both in Kathmandu and rural areas where many villages have been flattened. Nepal&#8217;s Minister of Commerce and Supplies estimates\u00a0the economic cost of reconstruction will exceed the national annual budget\u00a0and has set the country\u2019s economy\u00a0back a decade.<\/p>\n<p>Preparing better for disasters could have reduced the damage significantly.<\/p>\n<p>Earthquakes are a more common phenomenon in South Asia &#8211; as this\u00a0video below shows &#8211; \u00a0but an earthquake of such a high magnitude is rare.\u00a0 While geologists can anticipate regions where quakes may occur, it is not possible to predict when they are going to occur. Nepal and other countries in the Himalayan region are particularly\u00a0prone to earthquakes.<\/p>\n<p><iframe loading=\"lazy\" title=\"The Story of One Thousand Earthquakes\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/ucnRn9CmKN0?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>The Himalayan region is also susceptible to other natural disasters such as landslides and flash floods due to its fragile mountainous terrain. Nepal is ranked\u00a0fourth\u00a0out of 200 countries most vulnerable to climate change, a known threat multiplier. Add to this the region\u2019s high population density \u2013and we have an urgent need for better disaster response and preparedness measures in the region.<\/p>\n<p>The ways to reduce earthquake damage are well known \u2013 ensuring compliance of building codes, schools safety drills and setting up open safe zones for evacuation for example. But South Asian countries have not implemented these solutions on a large scale. Countries like\u00a0<a href=\"http:\/\/www.npr.org\/2011\/03\/11\/134468071\/japanese-preparedness-likely-saved-thousands\">Japan<\/a>\u00a0and <a href=\"http:\/\/www.businessinsurance.com\/article\/20100912\/ISSUE01\/309129982\">New Zealand<\/a>\u00a0have shown leadership in earthquake preparedness and have considerably minimised damage as a result.<\/p>\n<p><strong>Grassroots\u00a0action<\/strong><\/p>\n<p>Experts say the damage in Kathmandu was\u00a0<a href=\"http:\/\/www.ft.com\/intl\/cms\/s\/0\/d6141b26-ecbf-11e4-a81a-00144feab7de.html\">not as severe as expected\u00a0<\/a>\u2013 thanks to the efforts of organisations such as the\u00a0National Society for Earthquake Technology-Nepal (NSET)\u00a0\u2013 which have been working hard to retrofit schools and hospitals and increase awareness by conducting evacuation drills.<\/p>\n<p>Professor Kimiro Meguro,\u00a0director of the <a href=\"http:\/\/icus.iis.u-tokyo.ac.jp\/en\/\">International Centre for Urban Safety Engineering<\/a> at the University of Tokyo, has also\u00a0recognised the achievements\u00a0of NSET\u2019s school safety programme. A survey carried out shortly after the first earthquake showed how schools and mud mortar houses which had been retrofitted had suffered no or minimal damage, he said.<\/p>\n<p>Experts have\u00a0warned\u00a0that India\u2019s capital New Delhi \u2013 which sits on the same fault line as Nepal &#8211; would be devastated by a high magnitude earthquake, as the city\u2019s poorly designed infrastructure would collapse, causing large-scale human and economic losses.<\/p>\n<p>This brutal earthquake is a sharp reminder countries in high seismic risk zones need to adopt precautionary measures.\u00a0 Knowledge of how to build earthquake resilient infrastructure is not enough, implementation is key.<\/p>\n<p>Is a lack of resources a valid excuse for not implementing solutions?\u00a0 Are there any effective mechanisms to enforce for standards?\u00a0How can awareness of how to mitigate risks be raised among communities in remote areas?\u00a0These are the lines of thought that need to be examined in India and Nepal in the aftermath of two high intensity earthquakes.<\/p>\n<p>Amod Mani Dixit from NSET an\u00a0interview\u00a0says that cost is not the major constraint\u00a0\u2013 it\u2019s more expensive to rebuild damaged buildings than to meet building codes the first time round, he points out. The focus should thus be on training people how to construct stronger buildings whilst looking at price constraints.<\/p>\n<p>UNDP\u00a0is advocating for such measures in Nepal as well as directing banks and financial institutions to ensure construction complies with building codes prior to investment.<\/p>\n<p>There are new low-cost solutions which can be used in the context of resource and technological constraints.<\/p>\n<p>For example, using old tyres can increase the resistance of buildings in an earthquake. Hemanta Hazarika, an Indian civil engineering professor who has pioneered this technique in Japan, <a href=\"http:\/\/meconstructionnews.com\/story\/4547\/nepal-quake-plan-to-use-old-tyres-to-better-protect-buildings\">told the Press Trust of India<\/a>\u00a0that his \u201ctechniques can preserve the
