{"id":20017414,"date":"2016-01-28T10:56:42","date_gmt":"2016-01-28T05:26:42","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=17414"},"modified":"2021-01-04T17:30:48","modified_gmt":"2021-01-04T12:00:48","slug":"fuel-shortages-push-nepal-towards-renewables","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/fuel-shortages-push-nepal-towards-renewables\/","title":{"rendered":"Fuel shortages push Nepal towards renewables"},"content":{"rendered":"<p>Severe shortages of fuel and cooking gas over the past five months have forced Nepalese to install solar panels and take up cycling. Protests by communities in the southern plains against Nepal\u2019s new constitution since September have disrupted the supply of goods into the country, including petrol, which landlocked Nepal is completely dependent on India for. Many in Nepal blame India for imposing the blockade in tacit support for the protestors, but India refutes such claims.<\/p>\n<p>Nepal is still reeling under the impact of the earthquake in April, which may have pushed up to 800,000 below the poverty line.&nbsp; The blockade may have <a href=\"http:\/\/time.com\/4192129\/shortage-nepal-madhesi-blockade\/\">pushed another 700,000<\/a> or so under the poverty lines as shortages of food, fuel and medicine push prices up.<\/p>\n<p>Those who can afford it are seizing the opportunity to invest in green energy. \u201cFor whatever reasons the blockade was imposed, this is the right time to shift from dirty fossil fuels and invest in cleaner sources of energy. This crisis has made people realize that dependency on fossil fuel that is imported from [our] neighbour is not sustainable,\u201d said Prashanta Khanal, a longtime advocate for creating a cycle friendly city.<\/p>\n<figure id=\"attachment_17416\" aria-describedby=\"caption-attachment-17416\" style=\"width: 955px\" class=\"wp-caption alignnone\"><a href=\"\/wp-content\/uploads\/2016\/01\/Prahsant-Khanal.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-17416\" src=\"\/wp-content\/uploads\/2016\/01\/Prahsant-Khanal.jpg\" alt=\"Fuel shortages have forced people to rely on pedal power (Photo by Prahsant Khanal)\" width=\"955\" height=\"716\"><\/a><figcaption id=\"caption-attachment-17416\" class=\"wp-caption-text\">Cycling advocates hope the popularity&nbsp;will last&nbsp;(Photo by Prahsant Khanal)<\/figcaption><\/figure>\n<p>Only about 12 megawatts \u2014about 2% of the country\u2019s total energy production \u2014 has been produced from solar and less than 20 kilowatts from wind, according to the <a href=\"http:\/\/www.aepc.gov.np\/\">Alternative Energy Promotion Center<\/a> (AEPC), a government agency responsible for alternative energy. Most of the remaining energy <a href=\"http:\/\/www.aepc.gov.np\/docs\/resource\/rescenter\/20130818060043_RE%20Subsidy%20Policy%202013%20-%20English.pdf\">&nbsp;comes from firewood and hydropower<\/a>.<\/p>\n<p>But Prime Minister K.P Oli, in his first televised speech in November, said that <a href=\"http:\/\/asia.nikkei.com\/Politics-Economy\/Economy\/Nepal-turns-to-renewables-amid-electricity-crisis\">the government will generate 200 megawatts<\/a> \u2014 about one third of the current national production \u2014 from solar energy within a year. Other initiatives using biogas and renewable will also be introduced, Oli said.<\/p>\n<p>But many people are sceptical that this goal can be achieved. The pace of development since this announcement has not been encouraging. The government appears to be waiting to see if the borders will be opened to allow fuel imports from India<em>,<\/em> said Sanot Adhikari, director of Youth Alliance for Environment, an NGO working on environmental issues.<\/p>\n<p>There have been some small-scale initiatives. The government has decided to install a <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2016-01-19\/singha-durbar-to-install-solar-power-system.html\">one-megawatt set of solar panels<\/a> to power its administrative offices in Singha Durbar in Kathmandu.&nbsp; In addition, the department of mines and geology will extract methane gas in Kathmandu to provide cooking gas to about <a href=\"http:\/\/ngs.org.np\/geodetail\/4\">20,000 households<\/a>.<\/p>\n<p>A few methane gas deposits have already been identified in Kathmandu and a tender issued for interested companies to extract and supply the gas, said Sarbjit Prasad Mahato, director general of the department of mines and geology.<\/p>\n<p>The private sector has started some positive initiatives as well. Banks are providing subsidised loans to install solar panels. Last week, the Himalayan Bank, one of the biggest private banks, launched its own initiative to provide <a href=\"http:\/\/kathmandupost.ekantipur.com\/printedition\/news\/2016-01-22\/bizline-20160122091445.html\">low-interest loans<\/a> for installing solar panels.<\/p>\n<p>These changes are most visible at the household level. &nbsp;Solar panels used to be common in rural areas, but have now spread to urban areas as well. The growing number of photos of solar installations posted on social media channels such as Facebook and Twitter suggests a significant increase. \u201cNewly installed solar system on my roof, no problem even if there is power cut,\u201d wrote Saurav Dhakal posting his <a href=\"https:\/\/www.facebook.com\/dsaurav\">solar panel pictures on Facebook<\/a>.<\/p>\n<figure id=\"attachment_17417\" aria-describedby=\"caption-attachment-17417\" style=\"width: 2536px\" class=\"wp-caption alignnone\"><a href=\"\/wp-content\/uploads\/2016\/01\/Screen-Shot-2016-01-28-at-12.36.26-PM.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-17417\" src=\"\/wp-content\/uploads\/2016\/01\/Screen-Shot-2016-01-28-at-12.36.26-PM.png\" alt=\"January 4 Facebook post\" width=\"2536\" height=\"1156\"><\/a><figcaption id=\"caption-attachment-17417\" class=\"wp-caption-text\">January 4 Facebook post<\/figcaption><\/figure>\n<p>Solar installation companies have also indicated a growing demand. \u201cGetting even a day off at the weekend has not been possible over the past couple of months, demand is pretty high,\u201d said Rajesh Shrestha, who installs solar systems in Kathmandu.<\/p>\n<p><strong>Will these green initiatives make a difference?<\/strong><\/p>\n<p>Despite all the activity, these small-scale projects are unlikely to solve the country\u2019s current energy crisis, where people are reeling under 14 hours of power cuts every day.<\/p>\n<p>Over 80% of Nepal\u2019s energy demand is met through traditional source of energy like fuelwood and the rest through hydropower and &nbsp;fossil fuels imported from India.<\/p>\n<p>Nepal\u2019s hydropower potential is estimated to be around 83,000 MW but less than one percent of it has been exploited in over a century. \u201cSolar or other alternatives can help reduce increasing demand but it can\u2019t be a remedy for the current crisis. The country should aggressively develop hydropower,\u201d said Anup Upadhyay, secretary at the ministry of irrigation who worked at the energy ministry for years.<\/p>\n<p>People who have invested in alternative energy have suffered less over the past few months. While thousands of vehicles queued for days to buy petrol, electric vehicles ran without a problem.<\/p>\n<p>\u201cThis is an opportunity for the government to set policies that encourage people to invest in renewables and promote electric vehicles, otherwise it will just be a temporary arrangement during the crisis,\u201d said Raju Chhetri, Director of Prakriti Resources Centre, an environmental NGO based in Kathmandu.<\/p>\n<p>People who have bought bicycles also fear the fad might end once the situation goes back to normal and the roads become too busy and dangerous to cycle.&nbsp; Sanot Adhikari has started cycling but has had a horrible &nbsp;experience over the last few months. \u201cI have been hit twice in the last three months.
