{"id":20018336,"date":"2016-04-20T07:11:20","date_gmt":"2016-04-20T01:41:20","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=18336"},"modified":"2021-08-13T11:08:23","modified_gmt":"2021-08-13T05:38:23","slug":"carcasses-in-the-ganga","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/water\/carcasses-in-the-ganga\/","title":{"rendered":"Carcasses in the Ganga"},"content":{"rendered":"<p>Activist Vikash Chandra was tired of fishing out human bodies and rotting animal carcasses from the Ganga in the eastern Indian state of Bihar. After months of relentless labour, he realised that the problem stemmed from the fact that there was no way to dispose of animal carcasses in the state or the entire country.<\/p>\n<p>\u201cI decided to approach the court to seek a legal solution to the problem,\u201d he told <a href=\"https:\/\/dialogue.earth\/\">thethirdpole.net<\/a>. This is how he began his decade long battle, which included 30 legal proceedings, to remove dead bodies from the Ganga.<\/p>\n<p>Among the various suits&nbsp;he filed were those under the \u201ccontempt of court\u201d category, as the government authorities ignored the court\u2019s orders to <a href=\"http:\/\/www.telegraphindia.com\/1140708\/jsp\/bihar\/story_18590262.jsp#.VwJN3za78vF\">dispose of dead bodies<\/a> in an environmentally friendly way. One&nbsp;plea asked for the resumption of three defunct sewage treatment plants that debouched in the Ganga.<\/p>\n<p><strong>The death of vultures<\/strong><\/p>\n<p>Behind Chandra\u2019s long campaign lay another reality: the sudden death of the vast majority of vultures in South Asia. \u201cWe are paying the cost of the near extinction of vultures. For centuries these raptors scavenged carcasses within a few hours,\u201d said Asad Rahmani, the former director of Bombay Natural History Society. The International Union for Conservation of Nature (IUCN) has placed vultures under <a href=\"http:\/\/www.iucn.org\/es\/noticias\/noticias_por_fecha\/?9848\/Conserving-South-Asias-Critically-Endangered-Vulture-Species\">the critically endangered category<\/a>, observing that, \u201cThe White-rumped Vulture has suffered a population decline of more than 99.9% in just 15 years. But since 1994, when <a href=\"https:\/\/dialogue.earth\/2015\/09\/01\/endangered-vultures-waiting-to-soar-again\/\">diclofenac was introduced<\/a> as an anti-inflammatory medicine for animals, the vulture population went into a steep decline.<\/p>\n<p><strong>The deadly diclofenac&nbsp;<\/strong><\/p>\n<p>\u201cVultures suffer renal failure after consuming flesh of animals that were <a href=\"http:\/\/www.birdlife.org\/datazone\/sowb\/casestudy\/156\">administered diclofenac<\/a>,\u201d Rahmani told <a href=\"https:\/\/dialogue.earth\/\">thethirdpole.net<\/a>. The use of diclofenac nearly wiped out the vulture population in India, Pakistan, Bangladesh and Nepal, and India banned the drug for use in animals. But a number of veterinarians merely found a way around the ban, by diverting the drug <a href=\"http:\/\/www.rspb.org.uk\/media\/releases\/details.aspx?id=288975\">supplied for humans to use on animals<\/a>. While the government has <a href=\"https:\/\/www.theguardian.com\/environment\/india-untamed\/2015\/sep\/05\/indian-government-takes-major-step-to-save-vultures\">tightened regulations<\/a> since then, India is still not diclofenac-free, and thus a danger to vultures.<\/p>\n<p><a href=\"https:\/\/dialogue.earth\/2015\/09\/01\/endangered-vultures-waiting-to-soar-again\/\">Read also: Endangered vultures wait to soar again<\/a><\/p>\n<p>As vultures declined, other scavengers stepped in. In 2004, a study by environmental economist <a href=\"http:\/\/base-adaptation.eu\/anil-markandya\">Anil Markandaya<\/a> revealed that the decline in the vulture population led to a huge increase in the stray dog population, which went from <a href=\"https:\/\/ore.exeter.ac.uk\/repository\/bitstream\/handle\/10036\/4350\/Vultures.pdf?sequence=7\">18 million in 1987 to 25.5 million in 1997<\/a>. With this spurt came rabies, particularly in rural areas. A <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC3464588\/#pntd.0001847.s002\">report on rabies<\/a> shows that 91% of rabies deaths were reported from rural areas, nearly 50% of the victims were children below the age of 15.<\/p>\n<p>Today there is some hope. Breeding centres have been established to save vultures from extinction in Haryana, Assam, West Bengal and Madhya Pradesh.<\/p>\n<p>\u201cVulture breeding is successful but we have not released them in the wild,\u201d Rahmani said. Until the diclofenac content in animal carcasses is completely negative, there is little point in letting the vultures out to die.<\/p>\n<p><strong>The \u201celectric vulture\u201d<\/strong><\/p>\n<p>This means that the natural solution \u2013 vultures \u2013 for disposing of&nbsp;carcasses&nbsp;along the Ganga will not be available anytime soon. Chandra and his volunteers carried out a survey and found that around 300 carcasses and corpses are dumped in the Ganga every day in Bihar, and submitted their findings to the court. The answer has been the \u201celectric vulture\u201d, or more prosaically, the establishment of an electric crematorium to dispose of the bodies.<\/p>\n<p>On March 19, 2016 the government of Bihar inaugurated north India\u2019s first, and the country\u2019s fourth, electric crematorium for animals in state capital Patna. It has been built&nbsp;at the cost of INR 30.6 million (USD 460,000), and has the capacity to cremate 18 animals in one go. The court also ordered the government to start mass awareness campaigns and ensure transportation of carcasses to the crematorium. For the first three years the municipality will provide free transportation for carcasses to the crematorium. After three years, INR 200-250 (USD 3.00-3.75) will be charged.<\/p>\n<p><strong>An imperfect solution<\/strong><\/p>\n<p>It is only a partial success. Arvind Mishra, the Bihar based member of IUCN, feels that electric crematoriums for animals can be a good idea for urban centres but are not feasible for poor farmers in states like Bihar, where cattle population is high. \u201cWhile vultures have a natural instinct to detect a carcass, crematoriums will only add to our carbon footprint. Also, farmers would find it expensive to pay money to transport their dead cattle to a crematorium,\u201d he told <a href=\"https:\/\/dialogue.earth\/\">thethirdpole.net<\/a>.<\/p>\n<p>A further problem is that, as vultures disappeared, local communities have changed their ways of disposing carcasses. Satya Prakash, the state coordinator for Indian Bird Conservation Network (IBCN) in Jharkhand, said that earlier farmers would hand over the dead cattle to skinners. The skinner, after removing the hide would dump the carcass at a designated location. \u201cIn states like Bihar, traditionally the carcasses [of animals] are dumped a few metres away from the cremation ground or <em>samsaan ghats<\/em> [which are used for humans],\u201d he explains.<\/p>\n<p>This has now changed. \u201cNow, carcasses are either buried or thrown at various locations,\u201d Prakash said. He fears that even if diclofenac use stops, vultures would find it difficult to find carcasses. Electric crematoriums would add to a food crisis for the raptors. It seems that the travails of the vulture will not end, even if humans find a way to live without it, with their \u201celectric
