The droughts it led to are continuing the affect farmers worldwide, says a report by international NGO ActionAid. Developing countries and humanitarian agencies urgently need money for relief and to help farmers get back on their feet. But there is widespread indifference and the amount available is falling short of the estimated amount needed by USD 3.1 billion.<\/p>\n<p>Releasing the report during the November 7-18 UN climate summit in Marrakech, Morocco, ActionAid climate expert Teresa Anderson said, \u201cThis may be the largest drought the world has experienced.\u201d It has affected large parts of Asia, Africa, North and South America.<\/p>\n<p>El Ni\u00f1o is a weather phenomenon originating in the Pacific Ocean that affects rainfall patterns, and has led to droughts and floods many times in the past. But there has been something new during this El Ni\u00f1o. Scientists working on the report concluded that the El Ni\u00f1o effects were considerably worsened by record high temperatures, a result of climate change.<\/p>\n<p>The World Meteorological Organisation has said 2016 is on its way to become the hottest year in the modern era, a record that has been&nbsp;broken almost every year in this millennium. Apart from the droughts across the world, it led to extreme water supply crises during this Indian summer.<\/p>\n<p>See: <a href=\"https:\/\/dialogue.earth\/2016\/05\/03\/hunger-stalks-scorched-bundelkhand\/\">Hunger stalks scorched Bundelkhand<\/a><\/p>\n<p>See: <a href=\"https:\/\/dialogue.earth\/2016\/03\/16\/water-levels-plummet-in-indian-reservoirs\/\">Water levels plummet in Indian reservoirs<\/a><\/p>\n<p>The report, called &#8220;<a href=\"http:\/\/www.actionaid.org\/publications\/hotter-planet-humanitarian-crisis\">Hotter Planet, Humanitarian Crisis<\/a>&#8220;,&nbsp;says that over 400 million people were affected by this combination of El Ni\u00f1o and climate change impacts, and smallholder farmers continue to be hit. Most of them have lost their savings, so they are not in a position to plant crops the next season, and they need urgent financial help.<\/p>\n<p>The farmers also need training and help so that they can move to crops and farming techniques that are more resilient in a warmer world with&nbsp;more floods and droughts, says the report. Agricultural scientists in India and many international organisations have developed excellent crop varieties that can do this, but there is a big communication disconnect that prevents a sufficient number of farmers from taking advantage of this new knowledge.<\/p>\n<p>ActionAid says there is another major disconnect \u2013 between climate rhetoric and disaster response. Anderson said, \u201cIt is shocking that in the year since the Paris Agreement on climate change, the world has been largely silent on one of the biggest-ever global climate emergencies.\u201d She pointed out that countries as far apart as South Africa, Ethiopia, Brazil and Vietnam have suffered their worst droughts in decades, and many countries have declared national emergencies. Many states in India and the US also declared emergencies this year for the same reason.<\/p>\n<p><strong>The intensifier&nbsp;<\/strong><\/p>\n<p>The report says scientists believe these impacts are being driven by a combination of climate change and El Ni\u00f1o, and that climate change has intensified the effects of this El Ni\u00f1o.&nbsp;Many scientists believe that even without El Ni\u00f1o, 2015 would still have been the hottest year on record.<\/p>\n<p>The report goes into detail about the social impacts of such droughts. Anderson said, \u201cWomen and children are being hit hardest. Women are missing meals and are walking hours every day to find water. Girls are dropping out of school, and child marriages are on the rise. In some countries, women are resorting to sex work to feed their families.\u201d<\/p>\n<p>She pointed out that despite these connected crises, developing countries and humanitarian agencies face a funding gap of USD 3.1 billion to meet the needs of those that are still affected. \u201cGovernments that promised climate compassion in Paris have apparently turned their backs on an actual global climate crisis.\u201d<\/p>\n<p>Apart from meeting this immediate funding gap, ActionAid has demanded:<\/p>\n<ul>\n<li>The international community must do more to provide its fair share of climate finance to support capacity building and climate adaptation strategies.<\/li>\n<li>Rich countries must commit far more money for early action, and vulnerable countries must improve planning and identification of thresholds for action in slow-onset disasters such as droughts.<\/li>\n<li>Collaboration between climate, development and humanitarian bodies must be strengthened.<\/li>\n<li>Countries\u2019 moral obligation to provide humanitarian support must be reinforced by their historic responsibility for causing climate change.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Climate scientists conclude that climate change and El Ni\u00f1o are combining to create unprecedented extreme impacts this year<\/p>\n","protected":false},"author":2194,"featured_media":20020597,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[761],"tags":[519,20000192,50040706],"hashtags":[],"country":[50000021,50040750,20000111,50041609,50040754,50040700,20028207],"class_list":["post-20020596","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-climate","tag-climate-impacts","tag-disasters","tag-migration","country-brazil","country-ethiopia","country-india","country-morocco","country-south-africa","country-united-states-of-america","country-vietnam"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) -
