{"id":20020836,"date":"2016-12-01T12:30:52","date_gmt":"2016-12-01T07:00:52","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=20836"},"modified":"2020-12-29T06:37:12","modified_gmt":"2020-12-29T01:07:12","slug":"wind-power-gains-momentum-in-pakistan","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/energy\/wind-power-gains-momentum-in-pakistan\/","title":{"rendered":"Wind power gains momentum in Pakistan"},"content":{"rendered":"<p>The gigantic turbines of a wind farm whirring in unison dominate the barren landscape of Mirpur Sakro Taluqa on the banks of the Indus delta in Thatta district.<\/p>\n<p>On 11 October Tenaga Generasi Limited\u2019s 49.5 MW wind farm began commercial operations, bringing Pakistan\u2019s total wind generation capacity to 630 MW.<\/p>\n<p>This region of Sindh province is virtually uninhabited as the land is too saline for cultivation and freshwater is scarce. \u201cAt high tide, seawater comes right up to the plant site,\u201d remarks Hafeez-ur-Rahman, project adviser for the company\u2019s wind farm.<\/p>\n<p>Pakistan\u2019s Alternative Energy Development Board (AEDB), the government agency responsible for renewable power, has leased the land to private developers for a twenty-year concession period to develop wind resources along the <a href=\"http:\/\/www.dawn.com\/news\/773945\/wind-power\">Gharo-Keti Bunder wind corridor<\/a>.<\/p>\n<p>TGL\u2019s wind farm consists of 31 turbines imported from General Electric, spread over an area of 20 square kilometres. Hafeez-ur-Rahman estimates that the wind farm can produce enough electricity to power 50,000 urban Pakistani homes.<\/p>\n<p>The <a href=\"http:\/\/www.pmd.gov.pk\/wind\/wind_project_files\/Page767.html\">Pakistan Meteorological Department<\/a> claims the Gharo wind corridor\u2019s commercially exploitable electricity generation potential is 11,000 MW. Unfortunately, transmission infrastructure has failed to keep pace with wind power development in the region.<\/p>\n<p><strong>The bottleneck<\/strong><\/p>\n<p>\u201cOne of the biggest challenges for integration of renewable energy sources is the necessity of establishing new transmission lines to carry power from renewable energy power plants to the national grid\u201d says Hafeez-ur-Rahman. \u201cA single 132 kV transmission line is currently available to evacuate power from the three operational wind power plants in the Gharo wind corridor. However, two more wind farms are expected to come online by early next year\u2026 some wind turbines will be forcibly shut down as the single transmission line cannot accommodate the output of all the wind power,\u201d he explains.<\/p>\n<p>While wind power plants are usually located in remote areas with low population density, electricity demand is concentrated in densely populated urban areas. Transporting electricity over longer distances also results in greater power loss.<\/p>\n<p>\u201cOur grid is prone to black-outs and outages due to an integrated, centralized system with faults on the generation side disrupting the system at large\u201d says Hasan Saeed, an energy expert at <a href=\"http:\/\/www.engro.com\/\">Engro\u2019s<\/a> New Ventures Division. Hasan believes smart grids may be the solution to Pakistan\u2019s grid infrastructure challenges. Smart grids allow utility companies to accurately predict peak electricity demand and takes measures to reduce household electricity use during those peaks to avoid blackouts.<\/p>\n<p>Arnulf Grubler, professor of energy and technology at Yale University explains, \u201cDuring the screening of a popular television program or sporting event, people all over the country turn on their televisions at the same time. This sudden spike in energy demand stresses the grid and can cause brownouts\u201d. Conserving electricity during peak times can shift peak demand to off-peak periods resulting in a smoother load profile. Since peak electricity is more expensive than non-peak power, customers can save money when they reduce energy use during peak times and utilities can accommodate greater renewable energy capacity in the generation mix.<\/p>\n<p>While the AEDB has been tasked with the rather unambitious goal of producing 5% of Pakistan\u2019s power from renewable resources by 2030, a <a href=\"http:\/\/pdf.usaid.gov\/pdf_docs\/PA00KWNK.pdf\">USAID study<\/a> found that almost 50% of the electricity to the national grid could be supplied by a wind and solar PV with more sophisticated forecasting techniques and minor changes to the grid.<\/p>\n<p><strong>Role of the private sector <\/strong><\/p>\n<p>The TGL wind farm cost US$118 million and was partially financed by the International Finance Corporation (IFC), the private sector arm of the World Bank, and the Overseas Private Investment Corporation (OPIC), a US government development finance institution. Local financing partners included Habib Bank and Soneri Bank.<\/p>\n<p>Wind power is an attractive investment opportunity for investors due to the prospect of stable returns because although wind varies seasonally, annual wind patterns are well-established.<\/p>\n<p>Internationally, the cost of wind power has steadily declined over the past few years. While Pakistan\u2019s initial wind power projects received a tariff of Rs. 14.3kWh, future wind power plants can expect to produce electricity at an even lower cost of around Rs. 5 kWh making them cheaper than most traditional fossil fuel sources.<\/p>\n<p><strong>Socio-economic and environmental impacts<\/strong><\/p>\n<p>During the construction phase, the TGL\u2019s wind farm was hired all its unskilled labour locally. However, the operations and maintenance phase requires less than 20 full-time employees and therefore prospects for long-term job creation through wind power expansion are dim. Infrastructure development in the form of new roads and transmission lines will connect the neglected region to larger cities and could result in new economic prospects for the nearby communities.<\/p>\n<p>Wind power is considered integral to a climate-friendly, carbon-free future. According to IFC\u2019s assessment, the electricity generated by TGL\u2019s 49.5 MW wind farm will displace about <a href=\"http:\/\/ifcextapps.ifc.org\/ifcext\/spiwebsite1.nsf\/78e3b305216fcdba85257a8b0075079d\/543d3e9c5f887d9685257ab4006b6293?opendocument\">55,000 tonnes of CO2 per year<\/a>. The company is also hoping to register the project under United Nations Framework Convention on Climate Change\u2019s (UNFCCC) <a href=\"http:\/\/unfccc.int\/kyoto_protocol\/mechanisms\/clean_development_mechanism\/items\/2718.php\">Clean Development Mechanism<\/a> (CDM) to earn carbon credits.<\/p>\n<p><strong>Future prospects<\/strong><\/p>\n<p>TGL holds generation licenses for another 49.5 MW wind farm as well as a 15 MW solar project, but the transmission line bottleneck is preventing further progress at present.<\/p>\n<p>Inam-ur-Rahman, the CEO of TGL\u2019s holding company Dawood Lawrencepur Limited, says, \u201cWind power has multiple advantages as a source of electricity: It can be brought online and scaled up quickly, wind power plants have relatively low maintenance costs and zero fuel costs. The environmental and social impacts of wind power are minimal and largely reversible compared to highly polluting fossil fuels such as coal and oil\u201d.<\/p>\n<p>Inam firmly believes that renewables are the future of energy, but Pakistan has been making slow progress.<\/p>\n<p>\u201cThe government needs to create a conducive investment environment through supportive policies, introduce public competitive bidding to weed out inefficient developers and introduce direct public investment or financing. The share of renewable energy (excluding hydro) in the overall energy mix should be increased to 20% by 2025. These measures would help us reduce our carbon footprint and hedge against future increase in oil prices,\u201d suggests Hasan.<\/p>\n<p>By investing now in clean energy technology, Pakistan can avoid lock-in to dirty fossil fuels for decades to come, reduce dependence on imported energy sources and enhance energy security.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Wind farms are taking
