{"id":20023068,"date":"2017-10-04T12:15:27","date_gmt":"2017-10-04T06:45:27","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=23068"},"modified":"2024-06-05T12:03:52","modified_gmt":"2024-06-05T11:03:52","slug":"climate-change-and-a-dry-kabul-wetland","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/climate\/climate-change-and-a-dry-kabul-wetland\/","title":{"rendered":"Climate change and a dry Kabul wetland"},"content":{"rendered":"\n<p>On Google Maps Kol-e-Hashmat Khan, a 191-hectare wetlands area, is a big blue blob on the outskirts of Kabul. <\/p>\n\n\n\n<p>In late September, though, when a group of journalists attending a workshop arranged by Afghanistan\u2019s <a href=\"http:\/\/nepa.gov.af\/en\">National Environment Protection Agency<\/a> (NEPA) and <a href=\"http:\/\/www.opml.co.uk\/projects\/action-climate-today-climate-proofing-growth-and-development-south-asia\">Action on Climate Today<\/a> (ACT), and led by <a href=\"https:\/\/dialogue.earth\/\">thethirdpole.net<\/a>, arrives, it is all but dry. The only water is hidden within a small patch of green, behind weeds that tower over us.<\/p>\n\n\n<div class=\"wp-block-image size-full wp-image-23071\">\n<figure class=\"aligncenter\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2017\/10\/20170927_101318.jpg\" alt=\"\" class=\"wp-image-23071\"\/><figcaption class=\"wp-element-caption\">Somewhere behind these patch of weeds is some hidden water [image by: Omair Ahmad]<\/figcaption><\/figure><\/div>\n\n\n<p>Declared <a href=\"http:\/\/www.tolonews.com\/mehwar\/mehwar%C2%A0kol-e-hashmat-khan%C2%A0declared-protected-area%E2%80%8B%E2%80%8B%E2%80%8B%E2%80%8B%E2%80%8B%E2%80%8B%E2%80%8B\">a protected area this June<\/a>, the fate of Kol-e-Hashmat Khan is indicative of the challenges that South Asia\u2019s driest country faces in an era impacted by climate change. Left out of the monsoon, Afghanistan depends on occasional rainfall, rivers and water from glacier melt. Unfortunately the last few decades of civil war have left its water infrastructure battered, and the Ministry of Energy and Water (MEW) said in 2015 that <a href=\"http:\/\/ariananews.af\/afghanistan-water-sources-use-by-neighboring-countries\/\">Afghanistan\u2019s neighbours, principally Iran and Pakistan, use the water that flows through Afghanistan<\/a> better than Afghanistan itself does.<\/p>\n\n\n\n<p>Previous plans had neglected water, with only 5% of development going into the water sector from 2005 to 2015 in a country which is overwhelmingly rural, and water usage in agriculture hovering above 85% of the total. The government has sought to correct that, with a national adaptation plan in the making, headed by NEPA.<\/p>\n\n\n\n<p>In real terms Afghanistan is not a major contributor to climate change. In fact it is barely a minor contributor. Going by per capita emission of the greenhouse gases that lead to climate change, Saudi Arabia clocked in at 19.5 metric tonnes in 2014, with the US at 16.5, China at 7.5 and India at 1.73. Even within South Asia, the only country with emissions near that of Afghanistan\u2019s (0.299 metric tonnes) was Nepal (0.284). It is also worth mentioning that the US was already producing 16 metric tonnes of carbon dioxide emissions per person in 1960 (China was at 1.2, and India was at 0.3) when Afghanistan\u2019s per capita emission was <a href=\"https:\/\/data.worldbank.org\/indicator\/EN.ATM.CO2E.PC?locations=AF&amp;type=shaded&amp;view=map\">recorded by the World Bank<\/a> as zero.<\/p>\n\n\n\n<p>Despite its low contribution to the problem, Afghanistan is deeply vulnerable to the effects of climate change. According to the <a href=\"http:\/\/www.af.undp.org\/content\/afghanistan\/en\/home\/operations\/projects\/environment_and_energy\/ClimateChange.html\">UN Development Programme<\/a> (UNDP), \u201cSince 1978, the arable area has declined by about 60%, leaving only 12% of the land now suitable for farming.\u201d Up to 80% of Afghanistan\u2019s agricultural sector depends on rainfall for irrigation, so this 12% is deeply threatened by variations in rainfall patterns. Increased variations in rainfall patterns along with&nbsp;heightened temperatures are the principal effects of climate change.<\/p>\n\n\n\n<p>A detailed report by <a href=\"https:\/\/www.wfp.org\/sites\/default\/files\/WFP_UNEP_NEPA_Afghanistan_Impacts_climate_%20change.pdf\">UNEP and the World Food Programme<\/a> has estimated the effects of climate change on Afghanistan\u2019s agriculture sector as impacting everything from livelihood security, to gender imbalances, to droughts and floods. In the face of this advancing threat the most important thing that Afghanistan can do is manage the water bodies \u2013 whether natural or manmade lakes, or wetlands. These help manage floods by absorbing water, they allow water to seep into the ground recharging the groundwater, and they keep the overall temperature stable by absorbing and distributing the heat of a city. But they can only do so if they are not built over.<\/p>\n\n\n<div class=\"wp-block-image size-full wp-image-23070\">\n<figure class=\"aligncenter\"><img decoding=\"async\" src=\"\/wp-content\/uploads\/2017\/10\/20170927_085507.jpg\" alt=\"\" class=\"wp-image-23070\"\/><figcaption class=\"wp-element-caption\">The central canal feeding water into the wetlands is dry, houses have ecnroached on all sides [image by: Omair Ahmad]<\/figcaption><\/figure><\/div>\n\n\n<p>In the case of Kol-e-Hashmat Khan up to 10 hectares of its territory has been encroached upon. The narrow canals that used to supply water are choked with plastic and trash, and the mountains surrounding it, where snow used to fall, and melt into the wetlands, are now dotted with houses. If water does reach the area, it is certainly anything but clean. The damage to the wetland area is as much \u2013 if not more \u2013 by influential people grabbing land than the rising temperatures of the region. Fazil Ahmad Fazli, the head of Kol-e-Hashmat Khan, told our group that up to 190 species of birds used to nest in the area, and it was on the route of a number of migratory birds. He estimated that there were less than 120 varieties now.<\/p>\n\n\n\n<p>The designation of the Kol as a protected area \u2013 the only one in Kabul \u2013 makes Kol-e-Hashmat Khan a test case of how seriously Afghanistan will address the issue of adapting to the changing climate, and preserving the natural bulwarks it has. Given that it is within the capital region, the success of the government\u2019s efforts \u2013 and its commitment to deal with the issue \u2013 will be clearly visible to even the most casual visitor. To the group that visited the area \u2013 journalists and students, many of whom had not even known of the wetlands \u2013 it was immediately obvious that something had to be done. They discussed story ideas, social media campaigns and civil society actions that could be undertaken to defend and maintain the area.<\/p>\n\n\n\n<p>If such moves, by both the government and citizen groups, can be sustained and replicated in Afghanistan, this country that has suffered so much, may have a chance to save its water bodies.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The
