{"id":20023326,"date":"2017-11-10T14:07:46","date_gmt":"2017-11-10T08:37:46","guid":{"rendered":"https:\/\/www.thethirdpole.net\/?p=23326"},"modified":"2021-04-22T16:12:24","modified_gmt":"2021-04-22T10:42:24","slug":"from-bread-basket-to-basket-case","status":"publish","type":"post","link":"https:\/\/dialogue.earth\/en\/pollution\/from-bread-basket-to-basket-case\/","title":{"rendered":"Delhi smog caused by stubble burning in India&#8217;s bread basket"},"content":{"rendered":"<p>After degrading rich farmland through the reckless use of chemical fertilisers, and depleting aquifers by overusing groundwater, agricultural practices in India\u2019s bread basket are now largely responsible for the foul haze hanging over Delhi and swathes of northern India and Pakistan.<\/p>\n<p>The widespread burning of crop residue in Punjab and Haryana in mid-October has contributed significantly to the catastrophic levels of air pollution in the capital, which has <a href=\"http:\/\/www.hindustantimes.com\/delhi-news\/delhi-air-pollution-prompts-officials-to-close-schools-halt-construction-entry-of-trucks\/story-2kjrnqAUZ441B7mq7heL9K.html\">shut schools<\/a> and led to a <a href=\"https:\/\/www.theguardian.com\/world\/2017\/nov\/07\/delhi-india-declares-pollution-emergency-as-smog-chokes-city\">public health emergency<\/a>.<\/p>\n<p>The <a href=\"https:\/\/earthobservatory.nasa.gov\/NaturalHazards\/view.php?id=91240\">latest images released by NASA<\/a>&nbsp;show how a thick haze has settled over large parts of northern India and Pakistan. With the arrival of cooler weather in November, the smoke mixed with fog, dust and industrial pollution to form the smog, NASA said. The lack of wind, which usually helps to disperse air pollution, worsened the problem for several days in November, which has become an annual occurrence in the country.<\/p>\n<p><figure id=\"attachment_23328\" aria-describedby=\"caption-attachment-23328\" style=\"width: 1020px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-23328\" src=\"\/wp-content\/uploads\/2017\/11\/india_amo_2017311_lrg.jpg\" alt=\"\" width=\"1020\" height=\"1020\"><figcaption id=\"caption-attachment-23328\" class=\"wp-caption-text\">An image of northern India captured on November 8 by the Terra satellite. Scientists and grassroots experts have started deliberating on how to realign farming that adapts to a changing climate without compromising on food security.<\/p>\n<p>India produces 550 million tonnes of crop residue every year, with <a href=\"http:\/\/www.hindustantimes.com\/delhi-news\/delhi-haze-when-farm-fires-poison-the-capital-s-air\/story-KjM2LcvHDhJ2TLw52DCX0M.html\">Uttar Pradesh, Punjab and Haryana being the highest producers<\/a>. A 2012 study estimated that Punjab and Haryana burnt about 80% of its rice residue, while Uttar Pradesh burnt 25%.<\/p>\n<figure id=\"attachment_23329\" aria-describedby=\"caption-attachment-23329\" style=\"width: 720px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-23329\" src=\"\/wp-content\/uploads\/2017\/11\/asia_amo_2017311.png\" alt=\"\" width=\"720\" height=\"545\"><figcaption id=\"caption-attachment-23329\" class=\"wp-caption-text\">Image courtesy: NASA<\/figcaption><\/figure>\n<p>\u201cWe can no longer ignore how climate change is affecting agriculture,\u201d said Kirit N. Shelat, executive chairman of <a href=\"http:\/\/nccsdindia.org\/\">National Council for Climate Change, Sustainable Development and Public Leadership<\/a>, at the Bonn summit. \u201cWe need to adopt and adapt farming practices accordingly.\u201d<\/p>\n<p>As climate change pushes heat and humidity to new extremes, agriculture in India \u2013 the single largest occupation \u2013 has to adapt to the changing reality. Practices adopted during the Green Revolution, first implemented in Punjab, Haryana and western Uttar Pradesh and ensured food security for the entire nation, are <a href=\"http:\/\/livingheritage.org\/green-revolution.htm\">no longer sustainable<\/a>. Agriculture in Punjab, in particular, is <a href=\"https:\/\/www.jstor.org\/stable\/4415973\">facing a crisis<\/a>.<\/p>\n<p><strong>An evergreen revolution?<\/strong><\/p>\n<p>The &#8216;father of Green Revolution&#8217;, M.S. Swaminathan, has been advocating for what he terms the Evergreen Revolution which, he says, implies productivity improvement in perpetuity without ecological and social harm.<\/p>\n<p>&#8220;The evergreen revolution involves the integration of ecological principles in technology development and dissemination,\u201d he <a href=\"https:\/\/timesofindia.indiatimes.com\/city\/chandigarh\/father-of-green-revolution-gives-call-for-evergreen-revolution\/articleshow\/58200698.cms\">said<\/a>. \u201cThe major problems associated with the Green Revolution are related to environmental factors like depletion and pollution of groundwater, soil erosion and loss of biodiversity. It is these deficiencies that can be remedied through the evergreen revolution pathway.\u201d<\/p>\n<p>Agriculture contributes 18% of India&#8217;s GDP but provides employment to more than 50% of the workforce, according to World Bank data. The sector&nbsp;<a href=\"http:\/\/data.worldbank.org\/indicator\/SL.AGR.EMPL.ZS?locations=IN\">contributed to 60% of female and 43% of male employment<\/a>&nbsp;in 2014.<\/p>\n<p>Even before the effects of climate change have made deep inroads, India\u2019s farming sector is battling with a severe crisis. Growth in the sector has stagnated in the past 10 years and falling incomes have plunged farmers into deep distress. More than 12,000 farmer suicides <a href=\"https:\/\/www.iasgs.com\/2017\/06\/understanding-causes-indias-farm-distress\/\">have been reported every year since 2013<\/a>&nbsp;and official surveys reveal that 42% of farmers are ready to quit. Around 700 million Indians depend on farming to make a living.<\/p>\n<p>See: <a href=\"http:\/\/indiaclimatedialogue.net\/2017\/08\/14\/climate-change-imperils-indias-food-security\/\">Climate change imperils India\u2019s food security<\/a><\/p>\n<p>Agriculture practices in India need to change and adapt urgently.&nbsp;As part of the cause \u2013 and solutions to \u2013&nbsp;climate change, it is central to any debate on global warming and extreme weather events, according to the <a href=\"https:\/\/ccafs.cgiar.org\/\">Climate Change, Agriculture and Food Security<\/a>&nbsp;research programme of <a href=\"http:\/\/www.cgiar.org\/\">CGIAR<\/a>.<\/p>\n<p>\u201cWhile there are many&nbsp;<a href=\"https:\/\/cgspace.cgiar.org\/bitstream\/handle\/10568\/89192\/CCAFSWP215.pdf?sequence=3&amp;isAllowed=y\">innovations for climate actions in agriculture<\/a>, change has to come from within,\u201d CCAFS said. \u201cFarmers have to be willing to change their farming practices for transforming agriculture under climate change.\u201d<\/p>\n<p>\u201cThe agricultural community is mobilising like never before and solutions to speed and scale up already exist,\u201d said Martin Frick, chief of policy and programme coordination at the&nbsp;UNFCCC. \u201cThese solutions offer government, business and farmers immediate opportunities to grow agriculture without mortgaging its future.
