About 50 metres away, a group of Chinese workers are busy building a bridge across the Nepal-China border, but none of them have ever come to her teashop.<\/p>\n<p>\u201cA truck brings food every few hours from that large building on the other side [of the border]. The Chinese do two things \u2013&nbsp;eat and work. They eat a lot of meat,\u201d Sherpa said with a big smile.<\/p>\n<p>Hundreds of trucks and jeeps trundle down the bumpy road every day, over a temporary bridge, to carry goods and tourists from China. While they wait to enter Tibet or take passengers to Kathmandu the drivers sip tea and eat snacks in Tashi\u2019s teashop.<\/p>\n<figure id=\"attachment_37649\" aria-describedby=\"caption-attachment-37649\" style=\"width: 1024px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-37649 size-full\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/Nepal-China-railway.jpg\" alt=\"A truck prepares to enter into China at Nepal\u2019s border to Tibet in Rasuwa Ghadhi (Image: Nabin Baral)\" width=\"1024\" height=\"683\"><figcaption id=\"caption-attachment-37649\" class=\"wp-caption-text\">A truck prepares to enter into China at Nepal\u2019s border to Tibet in Rasuwa Ghadhi (Image: Nabin Baral)<\/figcaption><\/figure>\n<h2>Nepal-China border<\/h2>\n<p>The Nepal-China border here only opened after the devastating Nepal earthquake in 2015 led to China closing the badly damaged Kodari route. It is also where the new railway \u2013 proposed as part of China\u2019s ambitious <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/10284-Is-the-Belt-and-Road-compatible-with-Paris-\">Belt and Road Initiative (BRI)<\/a> \u2013 will enter Nepal from Tibet.<\/p>\n<p>China has built a well-equipped customs and immigration office, which looks like a shopping mall. But the infrastructure on the Nepalese side is a complete mess. In 2017, when <a href=\"https:\/\/dialogue.earth\/en\/2017\/07\/10\/nepals-obor-railway-dreams\/\">visiting the area<\/a>, police officers were checking visitors in a hut with a zinc roof. Two years later, conditions have not improved. \u201cWe don\u2019t even have a metal detector, so we have to ask each person to open their luggage and backpacks, and then check manually. A railway is beyond our imagination,\u201d said Dilip Chhetri, the police inspector on duty at the border.<\/p>\n<p>Since tourists visiting Mount Kailash have started to flock through this land route, owners of newly built hotels are expecting more business in the future. The railway will be a further boost, they hope.<\/p>\n<p>The earthquake destroyed Nepal\u2019s local revenue office, but the construction of a multi-storey replacement has been delayed due to a dispute with the contracting company. \u201cHow can a country which hasn\u2019t managed to construct a building for its officers in two years construct tunnels through these mountains and run trains? It\u2019s no more than a fantasy,\u201d said Finjo Lopchan, owner of Potala guesthouse in Ghattekhola, one kilometre south of the border.<\/p>\n<p>\u201cTo be honest, my head spins when people talk about railways. Look at the roads here. Shameless government,\u201d he added.<\/p>\n<figure id=\"attachment_27522\" aria-describedby=\"caption-attachment-27522\" style=\"width: 700px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27522\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/1E1A7188-1.jpg\" alt=\"A view of Rasuwa Gadhi from the Nepal side of Nepal-China border\" width=\"700\" height=\"467\"><figcaption id=\"caption-attachment-27522\" class=\"wp-caption-text\">A view of Rasuwa Gadhi from the Nepal side of the border<\/figcaption><\/figure>\n<h2><strong>How near is Nepal\u2019s BRI railway?<\/strong><\/h2>\n<p>The proposed BRI railway will link Kerung city in southern Tibet to Nepal\u2019s capital Kathmandu, entering the country in Rasuwa district and eventually going on to India. But locals have dubbed the project <em>kagat ko rail<\/em> (paper railway) and <em>sapana ko rail<\/em> (dream railway).<\/p>\n<figure id=\"attachment_27506\" aria-describedby=\"caption-attachment-27506\" style=\"width: 760px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27506 size-large\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/rail-map-1-1024x558.png\" alt=\"The Kerung-Kathmandu railway is part of more ambitious plans to link Nepal China and India by rail \" width=\"760\" height=\"414\"><figcaption id=\"caption-attachment-27506\" class=\"wp-caption-text\">The Kerung-Kathmandu railway is part of more ambitious plans to link China and India by rail (Map source: The Conversation)<\/figcaption><\/figure>\n<p>People who have suffered for years along bumpy roads in the northern border region of the country laugh at the idea of the railway. \u201cI don\u2019t feel excited when you talk about railways, I feel disappointed. Every day we have to drive along this scary road in our trucks and we hear news time and again about railways. I don\u2019t understand,\u201d said Balaram Rimal, a truck driver who carries goods across the border from Kerung regularly.<\/p>\n<p>China prepared for Nepal a pre-feasibility study of the railway in late 2018. This report suggested it was an extremely hard project, but not impossible. \u201cTechnically this will be one of the world\u2019s toughest railways to construct\u201d, said Paribesh Parajuli, the only railway engineer at Nepal\u2019s railway department, who will leave once his short-term consultancy contract expires.<\/p>\n<p>The Chinese study has not been made public despite intense debate over what\u2019s happening. The report lists \u201csix extremes\u201d: including topography, weather, hydrology and tectonics that will make the project hugely challenging, said Parajuli, who shared the findings of the report<em>.<\/em><\/p>\n<p><em>&nbsp;<\/em>About 98% of the railway on the Nepal side of the Nepal-China border will be in tunnels and on bridges according to the report, with about five stopovers. Tracks will need to be built on steep terrain, as the railway climbs from an altitude of 1,400 metres in Kathmandu to about 4,000 metres in Tibet.<\/p>\n<p><em>&nbsp;<\/em>The proposed route also cuts through the mountains near a major fault line \u2013 where the Indian plate meets the Eurasian plate to form the Himalayas \u2013 so the area is very susceptible to earthquakes.<\/p>\n<p>Mitigating these risks means the project will cost far more than normal railways, Parajuli explained.<\/p>\n<p><iframe loading=\"lazy\" title=\"China-Nepal railway: An engineer&#039;s perspective\" src=\"https:\/\/player.vimeo.com\/video\/341989212?dnt=1&amp;app_id=122963\" width=\"640\" height=\"360\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\"><\/iframe><\/p>\n<p><em>[Video by Nabin Baral]<\/em><\/p>\n<h2><strong>Underprepared, overwhelmed <\/strong><\/h2>\n<p>In Nepal there are almost no preparations in place. Consultants are currently studying another railway, the <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/Nepal-hitches-railway-to-Chinese-standards-in-blow-to-India\">east-west railway<\/a> planned in the southern plains near to India. But the state lacks people capable of reviewing their reports, much less anybody to actually lead the construction of the railways. In the decade since it was set up, Nepal\u2019s railway department is yet to hire a single permanent railway engineer, but it hopes to construct 4,000 kilometres of railways in the next two decades.<\/p>\n<p>A new 34 kilometre railway from the Indian state of Bihar to Nepal is due to start running in a few months, but the government will have to hire a train driver from India and other technicians to operate its first modern rail, according to <a href=\"https:\/\/nepalkhabar.com\/np\/news\/business\/61805\/\">local media reports<\/a>.<\/p>\n<figure id=\"attachment_27530\" aria-describedby=\"caption-attachment-27530\" style=\"width: 700px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27530\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/1E1A7677-1-1.jpg\" alt=\"A woman carrying fodder in Patibhanjyang village, in Sindhupalchowck district of central Nepal, where the proposed Nepal-China railway will turn towards Kathmandu\" width=\"700\" height=\"467\"><figcaption id=\"caption-attachment-27530\" class=\"wp-caption-text\">A woman carrying fodder in Patibhanjyang village, in Sindhupalchowck district of central Nepal, where the proposed China-Nepal railway will turn towards Kathmandu<\/figcaption><\/figure>\n<h2><strong>Where is the money?<\/strong><\/h2>\n<p>Preliminary estimates put the costs of the railway from Kerung to Kathmandu at about 38 billion yuan (USD$5.5 billion), almost equal to Nepal\u2019s total revenue in 2018. The railway would be 170 kilometres long from Tibet to Kathmandu. Although only one third of the total length falls on the Nepal side, it would account for almost half of the costs due to the extreme geology and climate.<\/p>\n<p>Despite these challenges, Nepal\u2019s railway dreams moved closer to reality after the project was listed as one of the 64 to be considered under China\u2019s BRI during the <a href=\"https:\/\/www.chinadialogue.net\/article\/show\/single\/en\/11212--Green-Belt-and-Road-in-the-spotlight\">second Belt and Road Forum<\/a> in Beijing in April. However this does not guarantee any financial support to the project.<\/p>\n<p>Nepal is seeking a grant from China to construct the railway, but China has remained <a href=\"https:\/\/thehimalayantimes.com\/nepal\/nepal-china-railway-project-will-be-executed-chinese-ambassador-to-nepal-hou-yanqi\/\">reticent<\/a>. The Nepal government did not allocate any money for the northern railways in its budget speech in May. But according to officials at <a href=\"http:\/\/www.mopit.gov.np\/\">Nepal\u2019s infrastructure and transport<\/a> ministry, a detailed study for the Kerung-Kathmandu railway will cost an <a href=\"https:\/\/kathmandupost.ekantipur.com\/printedition\/news\/2019-03-19\/rs-35b-and-two-years-cost-of-detailed-project-report-of-kathmandu-kerung-rail.html\">estimated <\/a> \u2013 five times the country\u2019s total rail budget for the next year.<\/p>\n<p>Despite this, finance minister Yubaraj Khatiwada has declared the date of construction: \u201cWe will complete the detailed project report and feasibility study and start construction work on the Kerung- Kathmandu railway in the next two years,\u201d<\/p>\n<p>The Chinese do not seem in such a rush. In 2014, the Qinghai-Tibet railway reached Shigatse in Tibet about 500 kilometres northeast of Nepal\u2019s border. The railway was scheduled to arrive on the border at Kerung by 2020, but the Chinese have pushed that back to 2025, according to recent <a href=\"https:\/\/kathmandupost.ekantipur.com\/news\/2019-04-29\/inclusion-of-railway-in-chinas-belt-and-road-renews-optimism-in-nepal.html\">media reports<\/a>.<\/p>\n<h2><strong>Debt trap fears<\/strong><\/h2>\n<p>At home, there are fears of the potential financial burden to the country if the railway is built. But the government has refuted the possibility that Chinese loans could push the country into a debt trap. \u201cThe main thing is how projects are selected, whether they are selected on the basis of possible returns. And what is the pay back plan?\u201d Pradip Gyawali, Nepal\u2019s foreign minister, <a href=\"https:\/\/myrepublica.nagariknetwork.com\/news\/debt-trap-warnings-over-bri-projects-motivated-by-bias-fm-gyawali\/\">said<\/a> in May.<\/p>\n<p>While the minister could not answer questions about what Nepal would export to China by train, the prime minister, KP Oli, has suggested <a href=\"https:\/\/myrepublica.nagariknetwork.com\/news\/nepal-should-export-mineral-water-through-railways-pm\/\">mineral water<\/a>. But since mineral water is already a multi-billion dollar <a href=\"https:\/\/dialogue.earth\/en\/2015\/10\/29\/chinas-bottled-water-industry-to-exploit-asias-water-tower-4\/\">industry in Tibet<\/a>, the market is already saturated.<\/p>\n<p>There are serious grounds for concern. While imports from China increased by about 40% in 2018, exports from Nepal fell by 30%, with the country\u2019s trade deficit reaching about US$12 billion last year \u2013 equal to nearly half of the country\u2019s total GDP.<\/p>\n<p>The Chinese ambassador has tried to allay fears. \u201cThe BRI is not a \u2018debt trap\u2019 that some countries may fall into, but an \u2018economic pie\u2019 that benefits the local population,\u201d she wrote in a recent <a href=\"https:\/\/myrepublica.nagariknetwork.com\/news\/new-era-new-opportunities\/\">opinion piece<\/a> in a Nepali newspaper.<\/p>\n<p>However, since the railway proposed by China is almost entirely along tunnels and bridges through remote mountains and misses nearly all the big cities on the Kathmandu-Kerung highway, it is unlikely that local populations will benefit.<\/p>\n<h2><strong>Locals and government kept in the dark<\/strong><\/h2>\n<p>Early one morning in the second week of May, 76-year-old Narayan Das Dongol was playing with his granddaughter in Tokha village in the northern corner of Kathmandu valley \u2013 a proposed stop on the Nepal-China railway. \u201cIn next few years these fields will be filled with concrete houses,\u201d he said. \u201cI heard that the railway is coming this way during a religious meeting, but I haven\u2019t got any information from local authorities.\u201d A decade ago the cost of land per aana (about 32 square metres) was about US$4,000, but now it\u2019s about US$25,000.<\/p>\n<p>Land prices have soared along the highway from Kathmandu to Rasuwa Gadhi over the last few years after China declared the international border entry point in 2017. The railway rumours have played a part.<\/p>\n<p>But there is confusion about the exact route of the railway. Everywhere we went, people had one question for us: \u201cDo you know which way the railway will come?\u201d<\/p>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" title=\"A villager&#039;s perspective on the China-Nepal railway\" src=\"https:\/\/player.vimeo.com\/video\/341989518?dnt=1&amp;app_id=122963\" width=\"640\" height=\"360\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\"><\/iframe><\/p>\n<p><em>[Video by Nabin Baral]<\/em><\/p>\n<p>As we waited outside the office of the mayor of Bidur \u2013 the biggest city in Nuwakot district, 75 kilometres northwest of Kathmandu \u00ad\u2013 his driver Lok Bahadur Giri came up and said, \u201cI have heard people say it will be built next to current highway. Is it coming to our city?\u201d The mayor, Sanju Pandit, also thinks the railway may be built along the highway to China where his city serves as a major stopover: \u201cI have heard that the railway will cross this city, but we haven\u2019t been consulted or informed about it at all.\u201d<\/p>\n<p>The route proposed by the Chinese does not in fact align with the existing highway but will cross the mountains through tunnels . \u201cSo major cities on the existing highway won\u2019t be even able to see the railway,\u201d said Parajuli, the railway engineer.<\/p>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" title=\"Mayor of Gosaikunda on the Nepal-China railway\" src=\"https:\/\/player.vimeo.com\/video\/341989360?dnt=1&amp;app_id=122963\" width=\"640\" height=\"360\" frameborder=\"0\" allow=\"autoplay; fullscreen; picture-in-picture; clipboard-write\"><\/iframe><\/p>\n<p><em>[Video by Nabin Baral]<\/em><\/p>\n<h2><strong>Environmental and biodiversity impacts of the Nepal-China railway<\/strong><\/h2>\n<p>The Nepal-China railway will pass through two national parks \u2013 Langtang and Shivapuri. <a href=\"http:\/\/www.langtangnationalpark.gov.np\/index.php\/6-langtang-national-park\">Langtang<\/a> boasts endangered and vulnerable species like the red panda and snow leopard, while Shivapuri \u2013 on the northern side of Kathmandu \u2013 is <a href=\"http:\/\/www.birdlifenepal.org\/publication-detail\/11\">home to over<\/a> 300 bird species and one third of the country\u2019s total birds. Yet while economic, political and technical issues dominate railway discussions, environmental impacts are not even on the radar.<\/p>\n<p>The growth of illegal wildlife smuggling along the railway route is one concern. The field office of Nepal\u2019s <a href=\"https:\/\/www.dnpwc.gov.np\/\">National Park and Wildlife Conservation Department<\/a> is severely under-resourced. When we visited, one staff member called Lalan Pandit said the police had informed them that there was something suspicious in our truck<em>. <\/em>He shared an experience from last year: \u201cI was monitoring trucks entering Tibet and one driver was attaching a small bundle on the walls of the trucks and seemed suspicious. As we rushed to the truck the driver jumped into the river. We finally got him back and found that he was trying to smuggle tiger bones.\u201d<\/p>\n<figure id=\"attachment_27523\" aria-describedby=\"caption-attachment-27523\" style=\"width: 760px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-27523 size-large\" src=\"https:\/\/dialogue.earth\/content\/uploads\/2019\/06\/1E1A7201-1-1-1024x683.jpg\" alt=\"Truck driver waiting to cross the Nepal-China border at Rasuwa Gadhi\" width=\"760\" height=\"507\"><figcaption id=\"caption-attachment-27523\" class=\"wp-caption-text\">A truck driver waiting to enter China at the Rasuwa Gadhi border port.<\/figcaption><\/figure>\n<p>It is not possible for the staff to monitor the hundreds of trucks and people crossing the Nepal-China border everyday with current resources, Pandit explained. More than 100 people were arrested in 2016\/17 in the country for smuggling <a href=\"http:\/\/wcn.org.np\/news\/wildlife-poaching-on-the-rise-2\/\">wildlife parts<\/a>, mostly to China.<\/p>\n<p>Park officials in Kathmandu said they have not been consulted about the Nepal-China railway project yet, but they are hoping to get involved in the planned feasibility study. \u201cAs it is a major infrastructure project there are serious concerns regarding biodiversity and environmental issues so we will engage once the government asks us for permission to conduct further study for the railways,\u201d said Bishnu Prasad Shrestha, spokesperson at the department of national parks and wildlife conservation.<\/p>\n<p><em><strong> Timeline: Nepal\u2019s BRI railway <\/strong><\/em><\/p>\n<p><em>2017 &#8211; Nepal and China signed a memorandum on Belt and Road cooperation ahead of first Belt and Road Forum.<\/em><\/p>\n<p><em>2018 &#8211; Nepal formed two committees headed by the foreign secretary and finance secretary to propose projects for China to fund under BRI.<\/em><\/p>\n<p><em>2018 &#8211; Nepal\u2019s prime minister, K.P Oli, visited China and signed <a href=\"https:\/\/mofa.gov.np\/press-release-on-the-official-visit-of-the-prime-minister-of-nepal-rt-hon-kp-sharma-oli-to-the-peoples-republic-of-china\/\">14 bilateral agreements<\/a> including on railway cooperation.<\/em><\/p>\n<p><em>2018 &#8211; China conducted a pre-feasibility study for the cross border railway from Kerung to Kathmandu.<\/em><\/p>\n<p><em>2019 &#8211; The Nepal-China cross-border railway was listed as part of the Trans-Himalayan connectivity network in the leaders\u2019 issued at the second BRI Forum in Beijing in April.<\/em><\/p>\n<p><em>2019 &#8211; Nepal\u2019s government declared railway construction will start in the next two years during its budget speech, without allocating appropriate budget for a detailed study.<\/em><\/p>\n<p><a href=\"https:\/\/dialogue.earth\/2019\/02\/14\/china-railway-laos\/\" target=\"_blank\" rel=\"noopener noreferrer\">Photo story: The China built railway cutting through Laos<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The world\u2019s toughest rail route, from Kerung in Tibet to Kathmandu, is struggling to get off the ground amid growing fears of debt, earthquakes and benefits bypassing local communities<\/p>\n","protected":false},"author":581,"featured_media":20027524,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[758],"tags":[510,544,50040707,600,14061],"hashtags":[],"country":[20000110,20000113],"class_list":["post-20027503","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-business","tag-china-in-the-world","tag-finance","tag-the-third-pole","tag-trade","tag-transport","country-china","country-nepal"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.0 (Yoast SEO v26.0) - https:\/\/yoast.com\/wordpress\/plugins\/seo\/ -->\n<title>Nepal-China railway project: fantasy or reality? | Dialogue Earth<\/title>\n<meta name=\"description\" content=\"Plans of a railway crossing the Nepal-China border have been proposed.
